    I agree with you. Dobo should be legalised for export purposes to western countries were it can’t be grown naturally.     Recently Canada was found to be among the biggest users of weed behind Zambia and Ghana of course and a few other countries.
    Cannabis was labelled illegal by western merchants and governments because the wanted to protect the tobacco industry were the got most of their revenue to operate as governments and businesses. Otherwise there is no medical proof to this day which suggests that if the stuff is used moderately, it damages your brain cells. If anything the stuff is actually good for one’s health when used in a controlled manner through moderate use.

15. This Gentleman Mr Jethro Mumbuwa is innocent.
    He registered a company in around 2000 with him and his second wife Margarate Mwale as Directors.It was with an intention of becoming a food supplier after retirement which was due at the time.Mr Mumbuwa was recalled from retirement and appointed as commissioner of prisons.The registration documents remained with Ms Margaret Mwale after the devorce with Mr Mumbuwa. The documents found there way from Ms Mwale to Ms Benadette Kaimba who used the company name to defraud the prisons service through claiming payments for non existent food supplies.

    Mr Mumbuwa did not receive any of the proceeds. His only crime was to hve not retrieved the documents from his former wife.

    As for Benadette Kaimba, her and the late Lindon Mfungwe were facing more than five counts of fictious supplies of food stuffs to government.

Look at the list all those arrested, they are from all over Zambia, in the rural areas. It means that these people will not stop growing the herb and the outnumber DEC officers and police together with the military. Mr. Mumbuwa should have used the free labour he had at his disposal to make the prisoners grow fields of cannabis for export. He would have had a far better retirement package than spending time casing each other with DEC. Don’t wait for the white man to endorse something before we adopt. Young people are using glue because DEC locks them up for nothing. Empower these young people and crime will go down.

    Recent results about marijuana use raised more than a few eyebrows in this nation: Canada is tops in the industrialized world in terms of marijuana use.

    We beat places such as The Netherlands, where pot smoking is legal. In fact, our pot smoking is more than four times the global rate, according to a United Nations report.

    The world drug-use study said that almost 17 per cent of Canadians aged 15 to 64 smoked marijuana or used other cannabis products in 2004, the most recent year for which statistics were cited.

    The study estimates global pot use at less than four per cent for people between the ages of 15 and 64.

    Canada placed fifth in the world, behind New Guinea and Micronesia (29 per cent), Ghana (21.5 per cent) and Zambia (17.7 per cent). The Netherlands was well back at 6.1 per cent, while Jamaica, stereotyped for its ganja, sat at below 11 per cent.

36. So, we are tops among Western countries in terms of pot use. It could be worse.
    We could be the biggest cocaine snorters on the planet. That dubious honour goes to Spain. Iran wins out for heroin, Australia for ecstasy and the Philippines for amphetamines.

    Perhaps it is time to seriously consider decriminalizing a recreational drug that one-in-six Canadians from age 15 to 64 used in 2004.
