State calls for increased monitoring of government projects

Finance and National Planning Permanent Secretary Mbikusita Lewanika has called for increased monitoring and evaluation of government projects to realize intended goals in line with the Fifth National Development Plan (FNDP).

Dr. Lewanika says monitoring and evaluation is a powerful public management tool that can be used by government to achieve intended results.

He was speaking in Kafue today when he officiated at a two-day workshop dubbed, “Results Based Monitoring and Evaluation.”

Dr. Lewanika observed that with globalization, there is need for monitors to be responsive to the demands of internal and external stakeholders in the quest for good governance, accountability and transparency in order to realise tangible results.

He challenged the Monitors and Evaluators to move away from the traditional way of monitoring, to new results-based approaches because government through the FNDP is in a hurry to develop the country by ensuring that projects are completed on time.

Dr. Lewanika hoped that the workshop participants would now be in the position to design and build results-based monitoring and evaluation systems at the end of the workshop.

And passing a vote of thanks, Ministry of Finance and National Planning Finance Manager Mumba Chanda commended Government for organizing the workshop.

Mr. Chanda urged his colleagues to put the gained knowledge into practice because government is spending huge sums of moneys in impacting knowledge to its employees.

The workshop has been organized by the Public Expenditure Management and Financial Accountability Programme (PEMFA) under the Ministry of Finance and National Planning.

The two-day workshop has attracted Principal Government Officers from the Ministry of Finance, Zambia National Tender Board, National Assembly of Zambia, Office of the Auditor General and Cabinet Office, among other participants

  1. So, you never used to monitor projects! Its no surprise anyway. One could just see the type of roads Zambia has. GRZ, acquire some principles and stop being corrupt.

  2. sad to see this issue coming up now. #2, I equally reckon that no monitoring and evaluation of activities has been taking place in the past.

    If that is the case, then Mbikusita Lewanika is taliking sense which needs urgent implementation.

  3. Poor Zambians! I do not understand why you do not know the difference between the State and Government. Do you Zambians honestly think that the ‘state’ can call on the ‘government’ to do anything. I have seen this nonsense on the Times, Daily Mail and ZNBC websites. They are always refering to the ‘State’ when the ‘Government’ announces anything. Lets have our ‘CIVICS’ lessons at all levels of education…..This is totally unacceptable.

  4. STUDIENTS SUFFERING IN RUSSIA.
    It is very sympanthetic en sad that we students studying in Russia, we are really suffering severely like abandoned animals as if we not real pipo. Recently the minister visted us thinking he come tell us that the gvt has increased our little money which it gives when in the actual sence he come for pressure with his secretary Mr Siluyele.
    He did not say any thing sensible but just the ussual stories. Now why does Zambia keeps on sending students to Russia and other countries if it can not be managing paying them????? We have always been good students in that we do not demonstrate any more.We get paid after 5-6 months instead after 4.
