President Mwanawasa’s condition worsens – Banda

President Levy Patrick Mwanawasa’s condition has worsened, Vice President Rupiah Banda has said.

According to State House web site up date on Republican President checked Monday evening by ZANIS, Mr Banda said Dr Mwanawasa has been making steady progress until last night when his condition suddenly changed and required urgent intervention.

The intervention was conducted Monday morning.

The Team of doctors have reported that the intervention was successful but described the condition of Dr Mwanawasa as serious.

The First Lady and family members continue to appreciate the goodwill support and prayers that the Nation, individuals and Churches continue to render in this difficult time, where collective support and prayers are essential.

The Nation will be informed in due course on future developments on the condition of His Excellency the President.

It is time for our leaders to be realistic and do what the constitution says regarding succesion of a president who can no longer rule for health or other reasons.Yes we should continue praying Levy’s recovery but life continues and the people of Zambia can not be held at ransom.

Mike Zulu and Alfred Zulu have warned us before of having faulty constitution made met short term needs such as baring KK, We are now stuck with RB, Mulongoti, and Mpombo.

I mentioned on this blog earlier that this would backfire as people would lose patience. Now even Sata & HH are openly campaigning under the guise of being against the salary increments. We are in a fix, there is no viable successor in MMD as the chaps calling the shots are criminals (Katele & Mabenga). Having said what he has said today, He should call for a cabinet meeting to initiate the process of declaring LPM incapacitated so that we can hold elections at least by the beginning of next year .

    Those who pray, should now instead put more effort in praying for much needed national unity while praying for Levys smooth passage or reconstruction if he recovers.

However, we need to also familiarise ourselves with the fact that Zambia is not a monarch. While skillfully looking for the right candidate to take over, if it comes to that (assuming our president is not medically fit)we should by all means do it calmly and sensibly.     The first one is: with who did our ailing President leave the instruments of power? Is it George Mpombo or Rupiah Banda?

    The second is: who then is the Acting President? I ask this in light of our constitutional provisions that are so clear and plain for everyone to read.

    The particular Articles I will refer to are 38 and 39 of our Republican Constitution. These provisions do state, inter alia, that the person carrying out the functions of the office of president shall not dissolve the National Assembly and also except on the advice of the Cabinet can the person acting revoke any appointment by the President.

    Now, bearing in mind the provisions in Articles 38 and 39, what then would he do because he cannot dissolve the National Assembly. It is very clear from our Constitution that the functions of an Acting President are very limited and do not go as far as assenting to bills.

I believe that he could cure Dr. Mwanawasa. He does not ask for a lot, he only needs more clients to cure.     Vice-President Rupiah Banda made the announcement on ZNBC today.
