The Federal Democratic Party (FEDEPA) has joined calls by the MMD to forego the presidential by-election scheduled for November this year, arguing that the exercise would be unreasonable and a waste of national resources.

In a statement released to ZANIS in Livingstone today, FEDEPA President, Reverend Alfred Sayila said, spending K400 billion on a presidential by-election for an interim period before the general elections in 2011 would be wasteful spending at the expense of national development.

He said no political party including the MMD was psychologically ready to contest the Presidential by-election, as President Levy Mwanawasa’s death was untimely, in addition to weak clauses existing in the current the constitution.

Reverend Sayila warned that the country risked electing an opportunist with dictatorial tendencies as President, if an abrupt Presidential by-election was held.

“To allow an abrupt Presidential by-election can easily jeopardize peace in this country and usher in an opportunist with undesirable elements and tendencies of dictatorship ,” he said.

He said, it would be in the interest of all Zambians to let the MMD choose a credible leader who should be allowed to complete the late President Levy Mwanawasa’s second term of office.

Reverend Sayila also proposed that the position of Vice President and that of Finance Minister be given to opposition political parties like the United Party for National Development (UPND) and Patriotic Front (PF).

“This  can be the best way of honouring the late President Mwanawasa, who at one time  appointed a Vice President and Ministers from the opposition,” He said.

Reverend Sayila implored the MMD, opposition political parties and all their members to put the interest of the country above their personal ambitions to become presidents and instead learn to serve the country in other available positions.

  1. Thats a good suggestion and everyone who has the country at heart should support this. This should also teach us a lesson so that we include this idea in the constitution, having such a costly election may not be a good idea.

    Togo

    Togo’s President of 38 years, Gnassngbe Eyadema, 69 died on 5th February 2005 when he was being evacuated for treatment. Although the Togolese constitution prescribes for the Speaker to take over as President until elections are held in 60 days, lawmakers amended the constitution and made Faure Gnassingbe (the son to the late) President as Speaker and allowed him to serve the rest of his father’s term. After international outcry, Gnassingbe was forced to hold elections in April 2005, where he was declared winner.

    Patrice Emery Lumumba, 35, independence hero and newly elected leader of Democratic Republic of Congo was deposed and killed by Katangan soldiers commanded by Belgium on 17th January 1961. Others implicated in his death were the USA , Britain and the United Nations as now opened archival material shows. He was replaced by Joseph Desiree Mobutu Seseko.

    Laurent Desiree Kabila cranked up a military campaign in 1997 and overthrew Mobutu. Mobutu died in exile, in Morocco .

    On January 16th 2001, Kabila was killed by his own staff Rashidi Kasereka, who was also immediately gunned down.

    Kabila’s son, Joseph Kabila took over.

    Samara Moises Machel , Mozambique ’s liberation hero, died on October 19, 1986, in Lebombo Mountains in South Africa when his plane crashed while coming from Lusaka . His presidential Russian plane, a Tupolev TU-134, was carrying 34 passengers but only 10 survived. Machel and others including government ministers perished.

    His foreign affairs minister and fellow freedom fighter, Joaquim Chisano succeeded him.

    The widow, Graca Machel has since re-married to world statesman and South African ex- president, Nelson Mandela. When she married Mandela in 1998, she became the first woman to marry two Presidents whilst they held office.

    The USA has lost some of its Presidents in office in, Warren G. Harding. William Harrison, John F. Kennedy, and Franklin Delano Roosevelt.

    Like Zambia , the USA has a spelt-out constitutional process that guides the nation in the event of an abrupt vacancy in the Office of president.

  21. Please debate this matter with a sober mind. Some pipo are too emotional! Even if you have a point, your attitude dilutes it all. We must ask ourselves, if we have this by-election, what chance is there that we shall get a leader better than some compromise for now? We will have just wasted over K400 BILLION!!!! for nothing. The year 2011 is coming soon, can’t we wait for a proper election then?For now we could find some compromise leader, say the VP, but only on condition that he must conduct government business based on some ideals agreed by all. This country has not seen the rule-of-law, honesty, transparency, etc. These are some of the virtues the new leader would have to observe.

    The British Govt has pledged support, UNDP has pledged $11.5m towards the exercise. Ask the Minister of Finance – last year we had money that was not utilized sitting in commercial banks, we have windfall tak from April this year and Criticals Mwansa has consistently collected beyond budget this year. So what money do they need that they don’t have. Chibiliti said there is money, so why the short cuts. Do these people want a riot.

We seem not to have money for UNZA, by-elections; but there seems to be money for salary increments, CRC (worthwhile excercise, but could have been cheaper than it is)…etc. We are putting our priorities upside down. By-elections are crucial at this time…WE MUST HAVE THEM.     The nomination of Banda by itself is a good process unlike the shouting done by TETA against other candidates. The NEC pick was created by Chiluba and now followed by this adoption. With a win, you carry more credibility and confidence instead of relying of power blockers.

  37. RB cannot be sworn in to defend a constitution whose authority comes from the people when he himself does not have the authority of the people. Until we have elected him, can he then be sworn in to defend the constitution written by the people. The constitution starts by saying: “WE THE PEOPLE OF ZAMBIA”. LPM was a man of the law, Secretary to Treasury earlier told us there was enough cash for the by-election, so what’s the deal?
