Department of Social Welfare defends suspended grade 12 students

The Department of Social Welfare has threatened to take legal action against the decision by Namwala High School management to suspend nine grade 12 pupils who are supposed to sit for their final examinations following the pupils’ alleged involvement in misconduct and riotous behaviour.

Commenting on the suspension of the nine pupils for allegedly been involved in an incident on September 29, this year in which unknown people filled breakfast meal with sewer water and feaces, Juvenile Inspector Justine Phiri said nobody had the right to deny a child the right to education.

Mr. Phiri in an interview with ZANIS today, noted that it was very unfair especially that the pupils have not been given the chance to exculpate themselves adding  the department of social welfare would take the matter to court if the school management fail to rescind its decision.

“Iam aggrieved by the school authorities’ action and I appeal to the school management to allow the pupils sit for the examinations failure to which  we will not hesitate to take legal action against school management,” warned Mr. Phiri .

The nine pupils are reportedly to have missed the Biology practical paper,” said Mr Phiri while visibly upset.

He cautioned the school authorities not to take the law into their own hands and advised the school management to allow the pupils sit for the final examinations.

The school authorities are also reportedly hinting on preventing pupils who have not yet paid school fees from sitting for their final examinations.

But District Education Board Secretary Mr Munamukuni Shandele said the incident was frightening adding that the fate of the nine pupils would be determined by the Provincial Education Office in Livingstone.

Mr. Shandele said investigation carried out by the school led to the implication of the nine pupils who have since been put on suspension pending a decision by the Provincial Office.

“The Provincial Office will decide weather to allow the pupils sit for their exams or expel them altogether seeing the gravity of the case,” said Mr Shandele.

Mr. Shandele also said parents of the nine pupils have 14 days to appeal on the suspension of their children.

  1. Pupils should learn to behave these are already failures that is why they behaved like that suspend them for them to learn a lesson

  2. If the school authorities have overwhelming evidence that the nine pupils are indeed guilty then i fully support their decision coz we cannot afford to breed a crop of unrully pupils and expect them to be good future leaders.
    however, if there is no clear evidence and the pupils have not been given a chance to exculpate/defend themselves then management should rescind its decision as no one has the right to deny anyone the right to education.

  3. #2 and #3 you are right. These pupils have to tot a lesson. Even the bible say that you spare a rod and spoil a child, but these days No kuma balikanya. Sometime I do agree with poeple who say that a child can only listen with a Wip and nt with the ears.

  5. Inspector Phiri must know that there are rules in every organisation. For instance, players who misbehave are banned even from crucial matches, however had their teams moght cry. You must not be seen to appear more caring when in actual fact you are condoning indiscipline. To the school authorities, I say well done. The verdict will teach the kids a lesson that misbehaving can cause one to lose his right!

  7. If the School authority has evidence then punish them at all cost.The pupils have no manners, how do you put sewer water and feaces in the dishes?
    I hate this pupils and they are dogs including where they come from.Hang them to death until pronounced dead by the judge.

When i was at Lwitikila Girls,once you enter the gate,you even forget about misbehavg.It was, you either behave or you go home and sit with your grandmother.It didnt matta whetha you are writg exams or not. Mr.Justine Phiri doesnt know what is talkg about infact that is not caring!Pupils should learn how to behave & observe school rules if they are to become better future inspectors,doctors etc.

  10. What happens if after investigations,the pupils are found to be innocent?Do they get to sit the missed exams?
    Practical sense would be to allow them sit for exams and upon finalising the investigations,possibly fine them for damages whilst withholding the results till satisfactory resolution.

  11. At namz…that kind of behaviour is there almost every year…hope it ends..moreover they should improve the diet..the diet isnt all that good..espeacially in the last weeks of the term

  12. Please let them write final exams and fine them later, I know most of those boys are ophans,ophans have their own way of behaving. There is what they call Human Rights, children in all schools they behave badly and no respect to the teachers at all. I am not supporting to what they did it was very wrong. Charge them when they finish writing exams. Ngati ni mundende bangakale for 6 months while waiting for their exams to come out.

Bwana Phiri there is no one above the law whether an orphan or not and sch rules shall always be applied whether during exam times or not because they dont come to a halt just because there exams going on.Sch pupils have rights fine but they are supposed to be responsible for their rights.We will not let the sch become a hive of unruly activities just because there are human rights.Why dont you get to the sch and advise the pupils to be behave well than incite them to behave in a disorderly and riotus manner.Where you come from do you serve feaces in the same dishes where you feed from.The dishes have been broken and thrown away that is money wasted.By the way are you a ROLE MODEL yourself??

Let us learn to help each other than champion things that will bring problems to the sch and nation at large.You know what you have done in the namwala community does it build or destroy the young ones especially that you are a social welfare officer.It begins with us adults behaving well than inciting young ones.Above allCheck your behaviour first before we review a lot.No 14.The diet at Namwala high sch has greatly improved in that same week when they misbaved they had beef twice and chicken once plus beans,eggs.Is this what you can call a bad diet in all fairness.How many schools are doing that.Shame what an adult alimbe malango ku bana.

What type of a person are you Mr Phiri.Are you doing this to gain popularity or what.The sch that you yourself went to sch rules stopped existing just because you were writing exams.Is this what ECZ says.Where are we going to Please.What happened is a shame.If there was no other person they could talk to they could have gone to their guidance teacher.am sure that dept exists in that school.!!!!!

If you have nothing to do Mr Phiri find something else to do.For the sch to have come up with that decision they made thorough investigation and conclusively arrived at those names.Mind you those pipo are more learned than you are in terms of understanding human behaviour you cant beat them on that one.It is a shame that there pipo who can support such nonsense.

Mr Phiri,we appreciate that there are pipo like you who are concerned with our future,but i want to believe that a good foundation is built on a good background.How i wish you knew those boys very well.Those boys have brought the name of the sch down which we the majority are struggling to build.It is a shame on us because pipo will live to remember the year when it happened and there fore i support the stance taken by administration.I say VIVA to the adminstrationto teach others a lesson, we are fed up of there unruly behaviour.To every right there is a responsibility where did they throw theirs.

  22. From the way I view the situation,the school does not have conrete evidence that those boys are the ones that did the shameful act.I
    support Mr Phiri,let the boys write the exams,if at all the school
    will have concrete evidence at the end of the envestigation,then
    thats when they’ll do whatever they want,not now,coz the law might
    act on them.Mind you,A PERSON IS NOT GUITY OF A CRIME UNTIL PROVED
    GUITY,if the sch management has failed to do something senseble,then
    let the issue go to court.
