Reports in The Post newspaper misleading, Shikapwasha

Minister of Information and Broadcasting Services, Ronnie Shikapwasha said reports in The Post newspaper that Government had increased emoluments for the President, constitutional office-holders and senior Government officials were misleading as it had actually reduced the proposals compared to the earlier ones.

He said there was need for Zambians to commend Government as it had reduced the emoluments to 15 per cent in line with the increment awarded to public service workers early this year.
Lt-Gen. Shikapwasha said the recently amended allowance and salary increases for the President had translated into a saving of K250 million per annum.

Lt-Gen. Shikapwasha said the President’s annual special allowance had been reduced from K157,210,523 per annum to K59,194,734 per annum while the annual responsibility allowance of K150 million per annum had been scrapped.

He said in comparison to the earlier proposed increments, the amended emoluments indicated a reduction of over K150 million per annum across the board.

“The reduction should, therefore, be appreciated as an act of sacrifice on the part of the constitutional office-holders.

“The parliamentarians collectively supported President Banda’s statement that the State can not manage to pay the earlier proposed emoluments because of the dwindled coffers resulting from the two major national events (State funeral and presidential election),” Lt-Gen. Shikapwasha said.
He said it was malicious for some sections of the media to further suggest that President Banda passed the salary increments when it was members of all the political parties represented in Parliament who overwhelmingly supported the bills.

Lt-Gen. Shikapwasha said it was wrong for the media to quote Vice-President, George Kunda, as having said Government had sufficient funds to meet the earlier proposed salary increments.
He said Mr Kunda stated in the House that the treasury currently had insufficient resources to cover the proposed emoluments payable to the President in full due to the heavy expenditure Government incurred on the just-ended presidential election and the funeral of President Mwanawasa.
Meanwhile, Lt-Gen. Shikapwasha said reports in The Post quoting Southern Province minister, Daniel Mukombwe, as suggesting that some churches in the country were becoming political agents of genocide were misleading.
He said the reports were incorrect and that Mr Mukombwe only referred to people who were agitating confusion in the country.
The minister said Mr Mukombwe was an experienced politician who understood the important role the church played in national development.
Lt-Gen. Shikapwasha urged those calling for the condemnation of Mr Mukombwe to critically analyse his statement and not rush to conclusions.
“As a nation with established institutions and channels of communication, we should avoid issuing inflammatory statements on unsubstantiated claims.
“Let all those who have chosen to deliberately misinterpret Mr Mukombwe’s statement read the verbatim report from Parliament because as Government, we shall not condemn him over a statement that has been deliberately misinterpreted and taken out of context,” he said.
Radio Icengelo station manager, Father Frank Bwalya, is quoted in yesterday’s edition of The Post as condemning Government and the MMD’s failure to condemn Mr Mukombwe’s alleged negative utterances on the Church.

  2. The post takes advantage of zambians’ poor reading culture (or is it illiteracy??) by putting up catchy headlines and hiding the truth in the text. Usually you find the text is actually very different from the headline. But I feel sad that the Post keeps digging themselves dipper and dipper into a hole they will never get out of by behaving like they are also a (sata) govt newspaper. At least times and Daily mail get grants so they can continue to be biased and alive. The post cant afford that. It wont be long before their lack of professionalism catches up with them. They cant always capitilise on the lack of an alternative (like the MMD does) especially in this day of free internet news

  3. With such high poverty levels in Zambia, any salary or allowance increament is unjustifiable. Zambia should take a leaf from Ethiopia. MPs and Ministersget less than ornidary civil servants. Their role is to serve the people not a time to make monye as it has become in Zambia. The leaders are just an embarrassment.

He tried to justify this with reports that the Washington Post (WP) had opted to support Obama. Although that might have been true, the WP never made it their daily preoccupation to report about Obama. They did a day’s analysis based on facts that was all. All the same the money that the President, constitutional office-holders and senior Government officials get is a lot and they should not compare it to a 15% given to a civil servant who gets less than K1,000,000 per month. The civil servants needed at least 150% for them to sustain themselves looking at their pearnuts and in my view if politicians get a 5% increament its more than enough on top of other undisclosed allowances they get eg. each time they travell locally, abroad or overseas. There is no equity in our sucrifice that we should commend govt. for.

Similarly newspapers are not convenient but they are a necessary evil in a democracy. When are we going to stop moving backwards? Look at the British press; they are vicious and have destroyed many political careers, but there is alway an outcry when politicians try to tamper with them. If there are any newspapers that are bad for Zambia, it is the Times of Zambia and Daily Mail. They are bad for democracy.

    Lets be realistic and look at the value of money in terms of what it can buy. Although the cops in the USA, for example, or South Africa where you are earn peanuts compared to what the President gets, cops in these countries do buy cars and build houses using the same peanuts. In the USA its almost every cop that affords a car. In Zambia, how may cops can buy a car unless they get involved in corruption?

    We have a problem with resource distribution and cant compare ourselves with SA.

  37. Admittedly The Post has lost direction. But it is a private newspaper and is NOT subsidised by the government as is the case with The Times of Zambia, Daily Mail and ZNBC. Somebody, somewhere buys The Post. If people don’t like it, they should just stop reading it. During the Kaunda days, we had to read Time magazine and News Week in secret for fear of being arrested. Thank God those days are behind us. If Shikapwasha had his way, all private newspapers, radio stations and television stations would be banned once more! Like I say, backwardness!

We do not need a big brother state to tell us what to think. Wars are caused by lack of confidence in the electrol system – not the press. The riots in Kitwe were fanned by the actions of an overzelous and partisan police force. What the priest was saying was largely innocuous.     Its not possible for everyone to be an MP. True, we desire to be in the same position as the MPs but since not all of us can, we demand equitable distribution of our resouses. If it weren’t that the money they are abusing belongs to you the citizen, no one would actually raise alarm.

    You were supposed to be involved in the constitution making excercise through a Constituent Assembly but the same greedy parliamentarians coined the NCC where they are earning more that K500,000.00 per sitting How much do you think they are going to make from NCC until December, 2009?

  57. Just to divert from Shikapwasha, can we enlight each other of our tribal historys to difuse the recent cyber feuds, sparked during elections? I believe we ar all interrelated through marriage, ancestral lineage, migration and so on.

    NOTE: I hve been prompted to seek this coz of the embarassment I felt when I found tribes similar Tonga and Bemba dialects in East African countries. I will attest to you that in Uganda,the kiganda lang’is very similar to bemba. While in Burundi, Aba Cina (pronounced Kina) are what we call Ngoni. The General language of Kirundi in Burundi is filled with Tonga intonations. The kinyanrwanda also bears similarities of the Bemba, Bisa Ushi and mambwe lingwa.

  71. Let me tell you why the POST behave in this manner. The Post overrates itself. In 2006, they say they managed to decampaign Sata. During the last LAZ elections, they openly campaigned for Banda and demonised his opponent.     The ones that have now been passed by all Parties including Guy Scott, Mulongoti and Chishimba Kambwili are less than those approved by late President. Please don’t mislead yourself.
