Mongu council admits diverting capital funds to salaries

The Mongu Municipal Council management yesterday admitted diverting some capital funds as reported in the 2008 Auditor General’s report.

Council Town Clerk, Francis Kalenga, revealed that a sum of K50 million from the K150 million, which the Ministry of Local Government and Housing disbursed for the construction of a local play park and a public toilet, was diverted into paying staff salaries and wages.

Mr. Kalenga said this at the full council meeting that was held in the Mongu Municipal Council chamber yesterday.

In the same meeting, the local authority management also admitted withdrawing about K12.5 million from the CDF administration, and used it t pay staff salaries.

The K12.5 million was withdrawn from the CDF money meant for monitoring unspecified CDF projects.

And Finance Director, a Mr. Litebele, disclosed that Western province acting Permanent Secretary, Phanuel Chibala, has since given the council management three days to prepare answers on the audit report.

Mr. Litebele said the management has since committed itself to reimburse the money by May 30th this year.

Councilors however refused to accept the commitment to reimburse the money, and demanded to get proper answers from management.

They charged that the council management was pathetically running the affairs of the local authority.

The councilors observed that underage children were resorting to going in drinking places because the district had no play parks where they could have entertainment.

They also said despite the management having access to CDF funding, the council had not been monitoring the implementation of the CDF projects.

The councilors have since suggested that the local authority should reorganize itself and reshuffle some officers in order to improve operations of the council.

In another development, the full council meeting heard that the Ministry of Local Government and Housing has approved the proposal to extend Mongu town should be extended to Kasima area.

This was disclosed by Mongu Acting Town Clerk, Francis Kalenga yesterday during the full council meeting held at the municipal council chamber.

Mr. Kalenga said the ministry of Local Government has since directed that the council should start advertising plots at Kasima land.

And Mongu mayor, Charles Akende, said the allocation of plots at Kasimu land will be done and fully monitored by the council.

Mr. Akende said only serious developers will considered for the allocation of plots at Kasima land, adding that the council will be in charge of allocating and monitoring development on the land.

  1. This is serious! What is the correct p u n i s h m e n t to these Mongu Council people misusing money intended for community projects. We need examples so that others may not do the same again. Money has to be used where it is intended if we are to develop.

  3. There is poor expenditure tracking in Zed. It is not only at Mongu council that funds are diverted. Look at the Ministry of Education. Head Teachers, DEBS and buildings officers have built better guest houses than school infrastructure. MOE just pumps money into fictitious projects without monitoring how the funds are spent. Now we will see how Teta will handle this bcoz not long ago someone mentioned that Mongu council was being run by grade zeros

  5. Great Spirit from MMD Mongu councilors for coming out clean and being sincere about it. That is the way to go. There are many councils across the country who have mismanaged funds and they would not even come forward and admit it. This Council needs to be applauded for being straight forward about it and I hope they have set a precedence and everybody will do the noble thing and come out straight. It is a dawn of a new error. The economist is in charge.

FTJ messed up by taking the main source of revenue for councils,Council housing & managing water supply & sewerage services to the community.When houses were sold,the money did not go back to the councils but diverted to a duplicate national housing authority,PHI which was a means of stealing by Chiluba thru his assistant Sakala who spent some time in jail,am sure he’s still in trouble for the same.Councils will always struggle on their own without much govt funding because of the low rates of land rates households pay,it’s high time the nation effectively used computers so that everyones details are on record in order to chase up on debts owed to the council thru..contnd

  8. #24 parking fees,council tax(land rates)etc,the councils can also team up with utility companies so that they take payments for services given by others like paying phone bill,road taxes,drivers licences etc like it was before,that way councils can earn a bit of commission from those transactions,ZAMPOST too could do the same,that is how Councils & Post Offices survive in developed countries especially from housing.

  12. What do you expect were you find chilbas brehren ?. Stealing and mismagment are the oders of the day.
    What are they doing with monies collected by way of rates, rents. Unless they are completely mismaneging the place.

  18. (Sorry this topic is not related to the story) Today marks 90 days since this Govt was elected into power. They have finished their 3 months probation and as Zambians we have a right to analyse their performance during this timeframe with all fairness. I have been searching for the MMD campaign manifesto and have not got a hold of it ,infact the website for President Banda is down ,anyhow we should still assess their performance so far.
    Accomplishments
    1) Promised to increase University Students meal allowance – The Meal allowances were increased in the first week of office but have not yet taken effect.
    2) Promised to reduce Mealie Meal prices – This was done after much pressure from

    3) Promised to reduce the price of fuel – This was done after pressure from various stakeholders.

    Weaknesses/Failures
    1.Corruption is still rampart in Zambia
    2. Promised to create 4000 jobs which equates to roughly about 111 jobs a month based upon the 3 year period this Govt will be in power. So far the Govt is behind by 333 jobs not being created.
    3.Lack of a strategic Specific Measurable Attainable Realistic Timebound policy to empower local investors
    4.Lack of a strategic SMART policy to restructure the health system.
    5.The Fertilizer Support Program is not based on a SMART

    6)Lack of a strategic SMART policy to restructure the education system in Zambia to offer more practical courses that will allow pupils and students to graduate with an enterprising mentality. lack of a policy to build Public Universities in each province.
    7)lack of a a strategic SMART Policy to counter the impact of the Economic Global crisis in Zambia.
    8)lack of a strategic SMART policy to boost Tourism in Zambia, this policy should have a dependency on many factors which should also be SMARTly implemented such as good road infrastructure throughout Zambia,a deliberate policy on encouraging

    13)No strategic SMART plan to ensure that the NCC delivers a constitution that is representative of the Zambian population at minimal cost.
    14)No strategic SMART policy to ensure that the civil service including local councils is restructured and produces quality services.

  23. Its not new for councils country wide to divert capital funds to pay salaries. That is reason of no meaningful development in councils.
