RB discusses creation of union government with other African leaders

President Rupiah Banda was today among Heads of State and Government that attended a special session on the union government held in Addis Ababa, Ethiopia.

The closed-door session was among others, discussing the establishment of a unified Africa to give African people a stronger bargaining power at international forums.

The process towards the formation of the union government has followed decisive steps.

In January 2005, the fourth AU summit in Abuja, Nigeria, the leaders decided to set up a committee of seven heads of state under the leadership of President Yoweri Museveni of Uganda to examine the proposal in all its ramifications.

This was after reviewing the proposal of creating certain ministerial portfolios for the union.

In July the same year, the fifth AU summit held in Sirte, Libya, affirmed that the ultimate goal of the union was full political and economic integration that would lead to the United States of Africa after reviewing the report submitted by the committee.

The committee had recommended that there was need to work towards the formation of a union government for the continent.

A year later, in 2006, a committee of seven African heads of state submitted a report to the AU summit. The report, known as the “Study on an African Union Government towards the United States of Africa”, outlined a roadmap of forming the United States of Africa by 2015 in three phases.

In November 2006, the AU Executive Council concluded that all member states should accept the United States of Africa as a common and desirable goal, but differences existed over the modalities and time frame for achieving this goal and the appropriate pace of integration.

In July 2007, the AU summit met in Accra, Ghana to debate the plan for an African union government.

Meanwhile, President Banda held private talks with British Minister for Africa, Asia and the United Nations at the UN building in Addis Ababa today.

Mr. Banda also held one-on-one closed-door talks with Vice President of the World Bank at his presidential suite at Sheraton Hotel.

And, Commerce, Trade and Industry Minister Felix Mutati told ZANIS here that African countries should act regionally to address infrastructure and energy deficits on the continent.

Mr. Mutati said African countries should move collectively forward to face some of the pressing challenges facing the continent.

He announced that Zambia would in April this year, host a financing conference for the development of the North to South corridor.

Mr. Mutati said the conference will aim at identifying bottlenecks in sourcing and accessing funds for development.

  24. I support African regional integration but one with the EU structure where countries are independent but have economic integration. What I mean by African regional integration is SADC being integrated, ECOWAS being integrated and not the whole continent simply because there are too many differences among Africans in the different regions. West Africans and Southern Africans are totally different.

    Lets not also forget there are ethnic and religious differences among Africans. Muslims and Christians will never get along. This is something that has caused a lot of problems in countries like Sudan and Nigeria. In some parts of North Africa, Christians don’t have the same rights as Muslims.

    What we need is economic integration with the structure of the EU and not political integration. Africa has got too many problems to rush into something like the US of Africa.

    I am sorry but I do not support this. I support what Thabo Mbeki started with SADC. That was we have free trade among SADC countries, we have a customs union by 2015 among SADC and by 2020, we must have a common currency among SADC. That is the type of economic intregration we need. Political integration is not something I support. There are just too many differences among different African states.

    5.The Fertilizer Support Program is not based on a SMART

  71. Even 2015 is too unrealistic a timeframe for forming a United States of Africa or what ever it may be called. There are too many problems and alot of variations among the African countries. The AU must first deal with some of the basic issues that will bring countries a little closer to each other, otherwise it will be a United States of Problems!

  81. If I think of the way we conduct elections in Africa especially Zambia, I tend to worry how the transition of power is going to be done within the African Union Government.

    For Zambia it would have been more beneficial if we are part of South Africa.

  86. At the moment that is a non starter for African Union on paper its ok. For start the african leaders should shart with regional blocks such as SADC,ECOWAS etc.Coz of many natural resources powerful countries and business interests will see to that it fails to take off. African leaders have failed to resolve problems in Somalia. Sudan, Congo and Zimbabwe etc. The other major problem is culture and religions differences. The best would for SADC leaders to politically intergret Southern African countries first and set a time frame and see if its workable. West & North Africa are mainly Moslem and Sothern & Central Africa Christian. The various interest groups will fight each for their own sake.

  89. according to BBC quadaffi thinks AFrica should have one army Whaaat everyone knows whoever controls the army controls everything ahhh. N i have nothing against Muslims but my friend they have laws,n go to any islamic country and it reflects in their society and everyone believes their beliefs r the ONE! some things just can’t be integrated economically maybe politically, we’ll soon all be asylum seekers. Arabs they have one common language (with differnces here and there) but black african culture is more diverse i don’t want to have a passport which says i’m AFRICAN.   91. Our leaders should stop leading us into these unions without consultation. KK was the biggest culprit but he was a dictator anyway so he can be excused. He led us into the United Nations first, but that may be excused. Then he led us into the OAU and that may also be excused. But, after that we had Non-Aligned Movement, Frontline States, SADCC, COMESA etc. We paid dearly for membership to these organisations, but we stiil maintained our ‘sovereignity.’ Now, United States of Africa? That is a step too far. We can have an economic union but we should remain politically independent. Although, I am dragged screaming here, I know that it is inevitable that there will be a ONE WORLD GOVT soon.
