Ministry of Health recommends closure of Choma State Prison

The Ministry of Health has recommended for an immediate closure of Choma State Prison due to the poor sanitary conditions at the prison.

District Commissioner Laiven Apuleni who confirmed the development to ZANIS in Choma today said the move is aimed at safeguarding the lives of inmates and prison warders.

The move comes on the heels concerns raised last week by the District Joint Monitoring Team on Sanitation chaired by Chief Macha on poor sanitation at the prison.

Mr. Apulen said the State Prison has been without water for the past three weeks following the disconnection of water due to non-payment of bills.

The letter addressed to the Prisons Officer-in-Charge advising closure of the State Prison copied to among others, the Southern Province Prisons Commander, has quoted sections of the Zambian laws defining the current situation at Choma State Prison a statutory nuisance and a public health disaster.

According to the letter obtained by ZANIS in Choma today the ministry conducted a public health inspection on the prison premises last Friday and made several findings which have to be addressed before the detention facility can be allowed to operate.

It has implored prison authorities to take necessary measures to ensure that recommendations are carried out promptly while the prison remains closed, stating that the detention facility was not fit to harbor human beings.

At the time of inspections, the prison with a total number of 184 male and female inmates, there was no water while maggots were found on the premises.

“The Public health Act Chapter 295 Section 67 of the Laws of Zambia defines the situation at Choma State Prison a Statutory Nuisance, hence a public health disaster,” the report reads in part.

  1. Yaba Zed prisons are for the poor or political opponets, the rich keep away because of corruption and to avoid such things.

    atase, how do you reform and re-intergrate back people from prisons into society. There minds will be contaminated and no wonder they come out half normal.

    Zambian prisons are never going to improve sanitation wise including diet wise. Remember prisoners have rights too. :)>-**==8-x8-x

  4. This is indeed a sad development.I wonder if the conditions in the prisons will get to any acceptable standards. When is RB and his advisers embark on a diversionary program so that some of the prisons start getting decongested??? Commissioner of Prisons you have work to do. Can someone ensure that only hard core criminals remain behind bars atleast instead of throwing anyone in side.

  5. Generally the status of prisons in most if not in all State prisons is quite pathetic.If choma prison can close I dont see how other prisons can survive.
    Zambian government has too many problems one day the country will grind to a halt.
    If funding to government dept’s doesnt improve the same problem will continue

    I feel much better today. Very optimistic indeed!!

    It is okay to close down a prison if the conditions are terrible. But where do you take the prisons? to fill up other prisons? Hope the closure does not excite the law breakers and in the end increase crime.

  15. its a very good decision,the prisons in zambia are a sorry sight but for Choma prison to be closed,ha! it must be in a really pathetic condition.it doesnt mean when people have committed crime then they dont have the right to proper sanitation or decent meals NO! the zedian government must really work hard to improve the conditions in prisons,yes they can punish the inmates but how about the police officers that work from the prisons,they also stand a high risk of contracting diseases from there.THANKS TO THE MINISTRY OF HEALTH PEOPLE FOR THE JOB WELL DONE!!!   17. #2 King Cobra. I agree with you, tongas are not criminals, but they’re pretty untidy people……its their nature. The prison has been closed due to poor sanitary conditions. The criminals will be transfered to other prisons

    The prisoners will be taken to Guantanamo Bay ,
    I have spoken to a friend of mine who works there, they have more room to toucher and beat them.
    The detainment areas consist of three camps in the base: Camp Delta

  19. The problem of sanitation is in all prisons.Choma prison was supposed to have been closed a long time ago.There’s been a pungent smell from the prison that filled the air that could be smelled as far as Shampande.:-ss
