Fifa Warns NSCZ Over Kalu’s Suspension

The gloves are off in the standoff between Kalusha Bwalya and the National Sports Council of Zambia (NSCZ) after Fifa asked the latter to stand down of face sanctions while Zurich deals with the Emmanuel Mayuka case.

And Faz have maintained their annual general meeting slated for tomorrow will not take place despite orders by the NSCZ that the meeting goes ahead without the suspended Kalusha on Thursday for failing to heed to summons over the Mayuka case.

“As already announced, that meeting (Faz AGM) can’t proceed,”  Faz general secretary George Kasengele said at a briefing today, Friday in Lusaka.

Meanwhile, Fifa secretary general Jerome Valcke in a latter dated March 19 to Faz through Kasengele has said it will not recognize Kalusha’s suspension by the NSCZ, who are the local watchdog on all sports associations in Zambia.

“Fifa would like to inform the FA of Zambia and all its members who will gather for its annual general meeting scheduled  to take place on March 21-22, that Fifa will not recognize any suspension and any action of any type, which will limit the autonomy of your association or the mandate of its democratically-elected officials,” Valcke said.

“Similarly, we received information on the charges leveled against various Faz officials including yourself (Kasengele), the organization of hearings of these officials summoned to appear before the NSC(Z) Legal and Disciplinary Committee as well as public statements by the Minister of Sport, Youth and Child Development, the Hon Kenneth Chipungu.

“This current controversy circles around issues falling under the direct competence of FIFA, (a) the defence of the fundamental principle of the autonomy of the Fifa member associations from external influence, (b) the disputes around international transfers of players.”am

“As a consequence and considering the potential disruption of football in Zambia due to these hearings and possible violations of the Fifa statutes, Fifa is of the option that the hearings should be suspended until Fifa could review the file of the transfer of the above –mentioned player (Emmnauel Mayuka) as well as the alleged charges against the Faz officials.

“In order to initiate this review, Fifa would be grateful to Faz to send to Zurich a detailed summary of the case of the above mentioned transfer as well as the response of the Faz officials to NSC(Z) alleged charges.”

Kasengele did not take any questions on the matter as the wheels of justice in Zurich are now certainly in motion.

    • The Zambian government should not let FIFA and its corrupt practices influence how they do business. Kalusha Bwalya should also know if Zambia is suspended from the games he should find another country to go to. It is absurd, how can one person be above the whole country. If suspending one person can make the whole country suffer, Kalusha should be put on notice as well, I appeal to the sports authorities not to give in.

    • PANKWA!! You are right. FIFA should start funding these chaps if after cocking up issues they are shielded. Who monitors activities of countries soccer associations office bearers. If there is one for Zambia, he must be corrupt or compromised as he has just been looking at the MAYUKA saga brewing without coming in or reporting to FIFA. Does it mean that if great KALU had not been suspended FIFA would have continued keeping quiet. FIFA Pulleeeeeaaazzzze!!!

  1. I think FIFA should start funding these associations if they dont want Governments to interfere in their operations. if Government spends a lot of taxpayers money on FAZ, why should it not discipline them. Kalusha has become too pompous for my liking

  2. I don’t understand why FIFA is asking FAZ to submit a detailed summary of the case instead of NSCZ. I guess it may be in line with their OP. FAZ and some of its officials are at the center of this issue and are not the best placed party to provide the case documents. Didn’t we have alleged cooked up signatures on some of the papers???!!!

    • You are very right. What do we gain from football anyway? It is just one of those ventures swallowing up funds that could be spent on improving health and education infrastructure in the country. Banthu balemeleramo muli football. This is also an opportunity to develop other sports like rugby and netball, volleyball and many other sports!

    • The sports council should continue with the suspension and they should be no turning back with the decision, afterall Kalu is paid tax payers money so why should we listen to FIFA even when its not necessary.

  4. I told somebody that it is better to get the facts right. How do you hurriedly suspend somebody just for the sake of it without sitting down and analyzing things. Seems some people do not like Kalusha and are out to get him at the flimsiest of excuses.

  5. The fifa warns NSCZ over Kalu’s suspension is fake,very cooked letter.FIFA cannot be so cheap to be used by Kalu’s selfish interests..NSCZ should seriously investigate the source of the letter and its merit in the issue without fear or favour..

    • It is very common for FIFA to suspend any national soccer organisation which seems to be operating under government interference. I am not surprised that FIFA as reacted so swiftly over Kalu’s suspension as this is in line with it’s policy and many similar cases exist where FIFA has reacted in the same way. NSCZ should have seen this coming as this has happened is so many other countries where the government has interefered with the soccer governing body in a country.

  7. Its funny how football is run in the world. It is weired how much power Blatter and the other morons in blazers have over Third world Football Associations. In Europe national associations never entertain any nonsense from the Blatter crowd. Many a time Blatter has come up with ‘new ideas’ to change the game. He is always shouted down by european national associations. The same with the garlic smelling and frog eating UEFA president Michel Platini. He wanted to reform the champions league but the G14 told him in no uncertain terms that they will break away.

  8. The govt should stop giving money to FAZ as this ‘constitutes interference’ in the affairs of a FIFA affiliated ‘independent’ association. Let FIFA pick the bill for funding the national team. This way Sepp Blatter and his minions in FAZ will have complete independence. It is s..t..u..p..i..d really to talk of independence when you cannot pay your own bills. Comeon Blatter fund the national team if you want to be taken seriously!

    • So in Zambia where the Judiciary is funded by Govt,the Judiciary should be getting influence from its financier-the GRZ govt?It is s..t..u..p..i..d really to fail to appreciate football associations need to be independent from those who pay their bills.Oh even the NCC is being funded by govt so should the delegates there follow whatever govt wants?

    • Oh dear ba Kadobi that is not a well thought example. We are talking of operational independence. It is not the independence to break the law or operational procedures. Kalusha cleared a player who is under contract to Kabwe Warriors without their consent. Since FAZ can not be judge and executioner the onus falls on NSCZ to which FAZ is affiliated to right the wrong. It is the same with the judiciary my dear it is operationally independent but it must act as per the laws of Zambia. These organisations dont operate in a vacuum but in a national legal millieu. What I find laughable is that FIFA expect FAZ to send them documents concerning the saga and I thought FAZ were the accused party.

    • Patriotism may imply that for the sake of National pride we parade our best players in any game against the worlds’ best and proudly compete on the international stage according to international rules. It therefore makes sense in this generation that any sane patriotic Zambian, based anywhere in this universe, who feels they should ever comment on soccer issues should at least familiarize themselves with FIFA rules and regulations.

England was warned over holigans with definety suspension from EURO tornament. and England had to confiscate passports from holigans to stop them going to EURO games + beef up the security in cities where England was playing. There is just too much political interference in the smooth running of ZAF and self interest before Zambians. This is good news. Football transfers internationally are in the hands of FIFA unless it was within Zambia. If it was Africa, CAF will be involved.

  13. Viva mukulu Mpuno…For those Zambians who dont know, FIFA does provide plenty of funds, although it never sponsors leagues and the likes. Besides, you become a member voluntarily so if you want , you can leave the association and start your own but as long as you remain a member you have to abide by FIFA statutes. NCSZ is not affiliated to FIFA so FIFA cant ask anything of them. May I repeat my appeal to FAZ. FIFA have announced that they have money for associations suffering from the Wall street crash. Please FAZ apply for funds for the survival Mighty, Nkana Nchanga, our greatest clubs.

  15. Gentlemen from the way the KAlusha administration have been behaving i’m sure that the so-called letter from FIFA is a fake! the language is very shallow and i can bet my last kwacha that the letter was drafted by Kalu himself. a number of questions come to mind:
    a) why did Fifa have to wait for Kalu to be suspended before coming in with childish threats?
    b) why should FIFA ask FAZ to submit a report when the latter is the culprit?
    c) If FIFA is worth their name the Secretary General should have intervened long before this saga came to this
    d) If FIFA is not playing ‘partisan politics’ with KALU – we are not told that they have copied Chipungu – the minister of sports

    g) the Government should not be intimidated by Kalu – let FIFA PRODUCE THAT LETTER TO THE GOVERNMENT

    • Ba John, take it easy, mwalasakaminwa……All rules concerning football, including player transfers are ultimately in FIFA’s hands. It has the final say. You can’t be right with FIFA and at the same time be wrong with NSCZ concerining football matters, its impossible! Football experts are at FIFA and not NSCZZ and if NSCZ smelt something fishy, they should have consulted the experts. So tekanyeni bakammba…bola panshi

  17. FIFA should know that FAZ is funded by the government hence they have a say in the goings on in the association. If FIFA wants no government interference, then they should start funding FAZ. The mother body of sports in zambia is the National Sports Council of Zambia (NSCZ) and have to intervene were there is a problem.
    My advice to the NSCZ is to freeze all funding so that we see how kalu and kasengele are going to survive as these guys have made the association a source of livelihood.

      the government cannot be held at ransom by Kalu and his minions and wnat to hide under the so-called non-interference blanket from FIFA

  18. Chakwangasha wants to dupe us into his silly thinking. FIFA is a worldwide body. It wouldn’t sink so low as to be used by one little national association like FAZ. what would they have to gain as opposed to what they have to lose there. Just face the facts. FIFA is defending its constitituion period.

  25. Understanding protocol is key when we look at national soccer administration. It is quiet evident that Chipungu and chaps from NSCZ have been interfering with running of soccer at football house. As I stated yesterday, FAZ is only answerable to FIFA and thus the government wings have no powers to contravene in the running of their affairs. The only solution is to remove Chipungu from ministry of Sports and replace him with a leader who understands soccer administration to be guiding the NSCZ on ignorant decisions made . Most bloggers are attacking Great Kalu from a personal perspective with no solid reasons and foundation.

    • Your right FAZ is only answerable to FIFA, but FAZ does not get funding from FIFA, now what will happen is that, even if there is misappropriation of funds which was given ku FAZ by the government, it not have any thing to say because FAZ is only answerable Ku FIFA. FAZ was suppose to give proper guidance on the transfer of Mayuka, the local Team complained and FAZ as the “mother body” could not come to their aid. What else did you want Kabwe warriors to do, this the reason why NSCZ intervened because the body which was suppose to help did not because they had ahand to play in the whole situation.Read and understand do just read for the seek of reading.

FAZ is funded by the government just like most national foootball associations in sub saharan africa,this does not grant the state powers to intervene in the running of football affairs. I hope you can recall what happened to the Mulonga led administration and the Denis Lota transfer saga,at the end of the day decisions by the FA should be made in the intrest of the players career.Dont mislead yourself and others ,we are not saying FAZ are clean in the handling of Mayuka ‘s transfer but the displinery actions applied by NSCZ is contrary to FIFA regulatory conduct.I encourage you to be a realist and not an Idealist wen dealing with rules

  27. Here is what Gov should. Gov commence corruption cases against Kalu and have him arraigned be fore the courts and whoever is involved at FAZ for those charges and brought to book. FIFA wont stop this coz it does not involve the running of soccer, but a criminal case. This is how you stop *****s like him. But hang on, Kalu is mates with Nenani and Nenani is RB’s son. Ooohhh, another test for the president.

  29. One point most are missing in this whole saga is the Mayukwa contract and how it came about. Mayukwa, though he had a contract with Kabwe Warriors he was still a minor (17 yrs) when the move to Israel came so his gaudian, in this case, his Mother had the final say and not Mayukwa or KWs. This is in accordance with FIFA transfer laws when dealing with minors to avoid their exploitation by their clubs or associations. Whether the new contract was fair on the part of KWs, I do not know but what I know is that it was legally done. In bemba we say mumbwe pakulila……so Kalusha knows he’s done nothing illegal according to FIFA rules and this is where he’s getting the confidence from.

  30. Kalu was once great. Not anymore. He is a as answerable to NSCZ like any head of sports associations. If a former president’s immunity can be removed to pave way for investigations who is Kalu? Who doesnt know he sells players? Whether right or wrong he should have shown leadership by showing respect to the Council. Clearly the Once Great Kalu has no interest of Zambian football but himself. Thank God for Sekutu Patel who has twice shown him that he is still a nobody in international futball admin.

  31. This Kalu should know that he is not bigger than Zambia. His selfshness led him to be embarrased in that penalty miss in that Cosafa final against Angola. It had to to take the Angolan goalkeeper to make Kalu retire. Now he selfishly want us to miss the first and probably last chance to be part of the WCup on African soil. This ‘South African’ must be taught the meaning of respect for authority. FIFA governs our game. Not our Laws! Stop thinking with your left foot Kalu!

  32. Some people are really petty. Kalusha missing a penalty is something they cling to as if he went for their wife yaba!. They forget he has scored more important goals and in more important competitions. Any footballer can miss a penalty and thats not the end of the world. Kalu haters, go form a club and stay there because the rest of us are looking forward to his successes.

  33. This issue highlights the complexities associated with the Governance of Global Sport!! Do politics and Sport mix, and if they do how to they operate together? How much influence has the Zambian Govt. got over FIFA/IOC? Answer is ZERO!! The Zambian Govt. through the incompetent NSCZ has the duty to promote all forms of sport to either drive it’s objectives fit to be realised through sport or to compete at International level to forge a sporting identity that would place our country on the World Sports Map. The Autonomy (s) of FIFA and IOC implies that FIFA/IOC members based in Zambia represent the two organisations in Zambia and not the other way round. If they were representing Zambia, then it becomes political!!. This in short means the Govt. is toothless in matters concerning FIFA/IOC.
