ACC uncovers K10bn theft involving Ministry of Health Officials

The Anti-Corruption Commission (ACC) has unearthed a scam in which over K10 billion from the ministry of health has been misappropriated.

The commission says the money was misappropriated by some health officials.

The commission has also seized twelve vehicles, an executive lodge, two houses and another building under construction in Lusaka.

Among the seized vehicles is a hammer H3, X5 BMW, two Mercedes Benz cars, two Lexus cars, a 30 tonne Nissan UGI tipper truck and a Mitsubishi challenger.

A ford ranger and Mazda pick up van have also been seized.

ACC spokesperson Timothy Moono said the commission has so far seized and restricted property in excess of three billion kwacha belonging to a former ministry of health official.

The official has since been moved to the ministry of local Government.

The Commission has however not named the official but said investigations will continue.

  17. I am of the view that it is because of the same person being moved from the ministry that they have uncovered the scam. Had he still been there such as the case with FTJ given too much warning before the cases where taken up by investigating agencies… I would like to believe that this was properly organized by the government with as few peopleinvolved as possible.   22. # 34 Pra P. you do make a good point that the man should have been suspended, considering the lengths that ACC has gone in probing the case. #26, Monalisasyndrome, an early warning sign is only possible when proper oversight mechanisms are placed in the Ministries and the Auditor General’s office is well funded to ensure that ministry audits are taking place in a timely fashion. Currently, most of the PAC hearings regarding Ministry expenditures are based on audit reports dating back two years. The entire system needs an overhaul.

It is costly but a very effective way of moving forward and putting thieves in exposure for 100 years in Mukobeko.You can generate executive summary reports with real time data. Any short cut, is a clear red flag for control to track.Its a question of training one person each from OOP(SD), ACC, DEC, Police, Auditor General’s office, Cabinet and Treasury under ministry of finace and controllers. Other ministries can be just taught to enter their activities in the database.

Sunday Oliseh, a former soccer player, was stopped and queried how he purchased the vehicle he was driving in the UK not long ago, Klitscho, a heavy weight boxer, had his watch confiscated at a Germany airport a few months ago because he had no proof of purchasing an expensive watch. Alas, in our mother Zambia there is nothing like that. People earning thousands of kwacha a month own property worth hundreds of millions (even get to billions) of kwacha and no one bothers or questions. That building in Roma, in picture, was contructed over 7 if not 10 years ago and the ACC is only priding in the discovery now. What will happen to the culprits, jail for 2 years, appeals and released from jail I guess.

However, I must mention that there is a law in this country were if there is reasonable suspision, by reason of your standard of living, that you are living beyond your means, you could be prosecuted and if you cant explain your wealth – you go in. the problem has been the enforcement of the law by the law enforcement agences, ZP, DEC and ACC, and so the likes of Kapoko are mostly walking free. Go to Chalala, must of the guys there are civil servants earning between K800pin and K3m but look at the houses they have built, the cars they drive, the schools they send their kids to and unfortunately most of them have even changed wives because they can afford to buy new ones. what a shame!

  104. Guys Civil Servants in Zambia get very little salaries and yet they have to work from 8 to 17 hours. No wonder the work culture and corruption. The government just needs to do something in order to avoid such situations. Some Civil Servants are most succesful in their business because they sweat to make their money. They run in order to survive and educate their children and live a manageable life style. Life in Zambia is really hard, those in private and parastals have access to loans because they get good salaries yet Civil Servants dont have access due to poor salaries (take home). I am a Civil Servant, I get K1m ($198.18) how do I survive? Rentals by my own standard is K800,000, Maid K200,000, Groceries/Food K600,000, now water and electricity etc. How my brothers and sistas?

  106. We have serious problems in Zambia in terms on local investors. If that guy was a Muzungu, or Asian, no one would be talking about him. No wonder most of the pipo are stashing their bucks in foreign countries. There are alot of opportunities for making money in Zambia. Anyboby who is serious and business minded can make it. Thats why investors come with a brief case two to five years down the line they become so rich and untouchable. The Zambian menatality of PHD is growing day in day out. GRZ does not worry about what companies charge the common man for goods and services, so long as they pay tax’s. There has been no noticable social building schemes by GRZ for some time.   109. Where was the PS, Chief Accountant, Internal Auditor, Directors etc. Its not possible an HRO can go it alone. Then the whole system is rotten. The ACC should not just zero in on one manm its a big network that need proper investigations not excitement by displaying properties etc. The best thing is to clean the whole GRZ system. Generals, Directors, Acountants etc in GRZ serrvice are being jailed. Does it mean the top cops are not involved in one scandal or another. Or is it because they can/t arrest themselves. Mwanawasa’s purported fight against corruption was a fight against the man who appointed him president: one Frederick Jacob Titus Chiluba, and a few of his closest cohorts and co-conspirators, some of whom have recently been jailed. Mwanawasa basked in and thrived on corruption. Mwanawasa encouraged corruption. Mwanawasa turned a blind eye to corruption as long as it was perpetrated by his own kith and kin. Mwanawasa re-introduced nepotism that we had almost successfully defeated under Kaunda, and which is now coming back even more aggressively under Rupiah Banda!

Dr. Simon Miti, the Permanent Secretary at the Ministry of Health as the chief controlling officer of the ministry at the time of this huge embezzlement of funds may be innocent in this case but must be very incompetent indeed if his juniors could steal billions of kwacha right under his nose. His gross incompetence alone makes him complicit in this embezzlement. Was he sleeping when all this was happening? Any competent General Manager will tell you that as boss he has to be on top of things – carefully monitoring the activities of his accountants, marketing/sales and human resources managers so that his company ticks.

Where we spend our resources on cosmetic things like blackberrys etc without thinking about home.
