Corruption probe should extend to Levy era, Cosmo Mumba

THE Government has been urged to thoroughly investigate alleged cases of corruption committed during the reign of late president Levy Mwanawasa as revelations coming out suggest rampant abuse of public funds in his era.

New Revolution Party (NRP) president, Cosmo Mumba, said in Lusaka yesterday that while the late Dr Mwanawasa could have genuinely wanted to fight corruption, what the people under him did suggested otherwise.

Mr Mumba said the corruption that the Government under President Rupiah Banda was being blamed for actually happened under Dr Mwanawasa.

“The Mwanawasa Government committed a lot of corrupt practices hidden under the purported fight against corruption which was only targeted at Dr Frederick Chiluba and his regime,” he said.

He said the corrupt practices committed under Dr Mwanawasa if properly investigated would lead to the arrest of more senior officials than the investigative wings were currently dealing with.

Mr Mumba said it was surprising that the Government could decide to abolish the Central Board of Health, which provided serious safeguards against theft of funds intended for health.

He said the investigative wings should seriously probe the relationship between officials in the Ministry of Health and the commercial banks that they were dealing with.

He said even the ministers who worked in the Mwanawasa Government should be probed because it appeared that a lot of money was stolen, while attention was focused only on the Chiluba administration.[quote]

Meanwhile, Lusaka Province Minister, Lameck Mangani, has said the president will not shield any corrupt minister or civil servant because he hates corruption.

Mr Mangani said in Lusaka yesterday that the Dennis Chirwa tribunal that was set to probe Dora Siliya’s alleged corrupt practices was an example.

He said this when the MMD women’s wing went to his office to show solidarity with Mr Banda and his stance in the fight against corruption.

The minister said Mr Banda never wrote a letter to anyone that Ms Siliya should be cleared but that the judiciary acted according to its jurisdiction and cleared her.

MMD women acting chairperson, Tafira Lubinda, said the women commended Ms Siliya for being calm during the tribunal.

“We stand in solidarity with her zeal to fight on for her rights considering that she is a woman,” she said.

Ms Lubinda commended the unions and the Government representatives for the manner in which they conducted negotiations for workers’ salaries.

She said the women were disappointed with United Party for National Development president Hakainde Hichilema for allegedly inciting nurses and civil servants to continue with their strike.

She said this showed how immature Mr Hichilema and some political parties were.

Doc., USA); for Minister Maganda N is in for it already. Thus, instead of calling for the corruption investigations to be extended to the late LP Mwanawasa Administration, let him call for corruption invetigations to be extend to the President Rupiah Banda MMD GRZ.

    This is the the only way we as Zambians will deal nicely with past and current Administrations” corruption cases.

  12. For it’s nearly 20 years of being at the helm of Govt the only notable thing the MMD has brought to this country is corruption. While previously UNIP had it’s own shortcomings,they can also be praised for there education policy in the early days. The can equally buily a large chunk of the inreustructure including roads bridges,schools and colleges.
    The MMD on the other hand came in and banded with western world crooks and started auctioning national assets for a song. Soon the new cultrue of briefcase businessmen and brown envelopes crept in. Tradition rulers emminent citizens etal. soon become stooges and lackeys of one sort all the other, allfor the want of Money.
    despite change at POTROZ level in 2001. the corruption culture hardly faded. kick the MMD out is- corruption will stop.

    Also, why did President RB Banda fail to make a comment on the strikes by civl servants which lasted some notable weeks but was quick to appoint Ms Dora Siliya to be Minister in his GRZ again?

    Let us remember that “actions speak louder than words” as someone put it.

Mr. Mumba, first of look at the date in the case of one kapoko, december 1, 2008 Feb 28 2009. corruption should be fought every single day and we need to check the current government too. look at how RB has been quick to reappoint Siliya, what will happen if other appeal and win the cae in the supreme court? in retrospect, don’t you think the appeal judge is tied by the presidents quick action on Dora? and as someone said, Kapoko and his crue accountonly for 2 billion but the 25 billion is lots in the case. so who got it and when will the heads roll.

Last year during the MMD NEC meetings to pick a presidential candidate, it was clearly shown that about 18 or so candidates had interest in being MMD’s presidential candidate but interesting enough it was mentioned that some person was a secret candidate. I think, but stand to be corrected, that that person was HH and this is why there is writing by some bloggers that HH can have the Presidency of Zambia in 2016 after President RB Banda if he pacts with MMD instead of PF.

  21. This is the most reasonable suggestion I have heard in a very long time. Why not extend this mandate to Levy’s era? If he and his administration were clean, they will be tested and tried. Bring on this investigation to concide with the anniversary of his death.

  24. it’s really sad this GRZ does not listen to people instead wants to command them around but not any more. politicians are in for a rude shock!! invest in health and education, thats fundamental, unhappy disgruntled teachers are almost as bad as no teachers. on ZW they say gratuity for mp is 480 million kwacha per head, there are 150+ mp’s in zed, surely we should set priorities straight if as a nation we can’t afford to increase nurses salary then we can not afford to pay those amounts of gratuity to mp’s. mp’s don’t do much for their constituencies , on the other hand nurses n teachers disgruntled as they may be do put in effort worth recognizing so what’s the priority here?

  27. The masterminders of corruption in Zambia are outsiders. They connive with the locals to swindle the country of its natural resources. From where I stand Zambian leaders are all Judas Escariots, they can sell Zambia for a penny, a simple motor vehicle. A perfect example is the latest Hearse saga purpoted to have been initiated by Silvia Masebo. They were valued wrongly so that the difference can stuff their pockets.This was during LPM’s rule.

    The papers to show proof of purchase will be smeared. the buyer and the seller will sit down to do a good job. Corruption in Zambia is HEREDITARY. FTJ was in it, LPM was in it and now RB is. Vividly. To fight it you don’t have to be selective, because being selective is actually endorsing it.

When a perosn is given coins to defect from a political to another and holds a press conference denouncing this and that one is that not corruption. Vote buying is it not the same dieases.   53. The other reason why Levy used Chiluba was entirely political. His fake popularity continued as he continued to get Chiluba in-and-out of court. Making an impression that he was really dealing with Chiluba’s corruption case. Only f00lish zambians believed him. He also kept Chiluba out of jail to strategically, use him during elections by jailing/or not jailing him. Not jailing him would have been done if he thought he was losing popularity with the luapula chaps. While jailing him would have been done if he thought he was still very popular with luapula but not with the rest of the country who wanted Chiluba in jail. And further be popular with the west.

The best we can do in our fight against corruption is to move Zambia’s ranking from 115 to the top 20.It means that we need to move forward and not dwell so much on the past.If all this finger pointing can stop we shall devote all our energies into developing our great nation.I don’t believe Zambia is poor.It is just plain mismanagement.

    President HH has been accused of plundering LCM GRZ money which characters claim he used to make 23 and now 40 Billion Zambian Kwacha. HH has also been accused of treason.

    Why is the MMD GRZ failing to effect the law on HH? It is painful that he is case free.

I need to see the MMD GRZ not only targeting a few individuals like Chiluba FTJ, Maureen Mwanawasa, Magande Ng’andu; but men like president HH and the Undereducate Sata have to be investigated thoroughly.

    Once we stop the so-far noted selective limited to few individuals corruption fight and take it to the whole nation, then characters like Kapoko will not be difficult to find across Zambia.

    I thus humbly ask the President Rupiah B. Banda MMD GRZ to fight corruption wholesomely and president HH must be fully investigated.

    In fact, I am asking president HH to address the nation on how he made his money in a clean way.

Some of you corrupted bursaries officials (Dora’s Dept) to get scholarships to study outside and never went back to ZED or your parents funded your trips /education through corruption..come out in the open…we will catch up with you no matter how long it takes..some of you ran away after “ukwikatapo”…

Some of you corrupted bursaries officials (Dora’s Dept) to get scholarships to study outside and never went back to ZED or your parents funded your trips /education through corruption..come out in the open…we will catch up with you no matter how long it takes..some of you ran away after “ukwikatapo”…“, do not worry yourself.

    All records are there for you to see. Personally, I did not have to corrupt anyone, I passed to get to UNZA and the rest is all there for you to see. By the way, I am not on any GRZ scholarship current, but working hard for myself under support from responsible parent.

  64. So Corruption is not Chiluba and Chiluba is not corruption. Some bloggers even drew daggers at each other on this blog when some called Chiluba and Bembas as thieves. Times change indeed. I guess now it will be Mwanawasa and the Tree are corruption and corruption are Mwanawasa and the Tree. May be as time goes on, it will be RB’s turn.

    In the end lawyers are the richer, and Zambians are the poorer. And the bloggers would have moved on, may be to greener pastures.

  65. A detailed document on corruption in Zambia entitled ‘K27 billion Scandal’ is being circulated widely on the internet here in London, I have myself received it twice already. What is alarming about it is the naming of people like the late president, his widow, the Post managing editor, the task force officer, etc…as being involved in the seemingly record breaking scam.

    Without doubt Mr Rupiah Banda must not be seen to shielding some individuals and must let the law take it’s course. Donor countries are watching.

  66. A detailed document entitled ‘K27 billion Scandal’ which includes names of some big fish involved in the record breaking scam is being circulated on the internet here in London. I have received two copies already and it is clear that the president must be serious and not interfere with the process of the law like he has done on the Dora issue. Donors are watching.

  67. isnt it suspicious that the ministerial position left vacant by dora wasn’t filled in? immediately musonda clears her, she is reapointed? and since the ruling is being challenged, will he ask her to step down as he did in the kapoko case? the major problem with rb is lack of consistency. he says one thing and does the complete opposite. dora, quick action, strike, u even wonder whether he is aware that there are strkes inthe nation.

  69. #90 Biggie Scotland yard does not need Chiluba for that.If you live long in the UK you will see it in your own eyes.Unless you are one of those people who have a strange belief that muzungu are not corrupt.Check out cases like diana’s death,Stephen Lawrence or that brutal shooting of a terror suspect (Brazilian).

    Iam not saying that scotland yard is not corrupt, neither do i have a belief that muzungus are not corrupt. My point is that both the investigative wings in Zambia (bantu) and foreign (scotland yard, muzungu) failed to find evidence against KK for corruption at a time when Chiluba thirsted for the former’s blood.

  72. RB should be thinking of retiring before he is pushed from office. What kind of president is he, when he cant spend two minutes in his office . The appointment of Dora back to cabinet is a joke.Yes she has been cleared but the wastage of funds has already be made to our money. That deal will come to haunt that woman. Watch this space.
