President Rupiah Banda receives an affidavit from newly appointed Education Minister Dora Siliya at a swearing in ceremony at State House

President Rupiah Banda has called on Zambians to respect the decision of the court over the Dora Siliya Tribunal.

Mr. Banda says there are precendents, where people have been cleared by the courts in a similar manner.

President Banda says Ms. Siliya has been cleared by the court of all charges.

He was speaking when he swore in Ms. Siliya as Education Minister at State House in Lusaka on Friday.

The President said he has confidence in the legal system and people should not question the outcome of Ms. Siliya’s case.

The president also swore in Permanent Secretaries he appointed on Wednesday.

And President Rupiah Banda says government will deal decisively with any corrupt elements in the public service.

Mr. Banda says it is sad that efforts by government to eradicate poverty and provide quality health services are being undermined by a few greedy individuals.

The president was responding to remarks made by the new Swedish Ambassador to Zambia, Marie Andersson De Frutos when she presented her letters of credence at state house on Friday.

Ms. Andersson De Frutos said her country was concerned that the embezzelement of funds in the ministry of health has been going on for a long time.

She said Sweden uses its tax payers money to help Zambia improve living conditions of the poor and would like to see that the financial assistance is put to good use.

Ms. Andersson De Frutos however said her governemnt is happy with the measures government has taken to deal with the financial scam in the ministry.

Apart from direct budget, support, Sweden also supports other sectors of Zambia’s social sectors.

About K27 billion has gone missing at the Ministry of Health.

Some officials at the ministry have been arrested in connection with financial scam.

  1. We can’t respect the decision for sure, its like umuntu afwilwa balefumafye mukushika ati tulepwanika.ninshi kale atala ubutalangani.i reject your appointment Mr Banda.you decision is KAK.

  2. Mr president you can spare yourself some critique! Ok dora is cleared but you know what we are thinking or people are saying. You should not just make correct choices and decisions but the same should be seen to be correct by us your employers. If we dont think so, in a democracy you could atleast listern and appoint someone else. You wont loose anything-you are Mr. president but you will gain our confidence. If we think you are wrong now, we also think your next move will be wrong

  3. iyo kwena tuletekwa eeeeeee. Bushe uyumudala alibafye bwino upstairs? Chiwamina galu zoona. Anyway Dora continue with your lipstik to deceive only RB. It wont be long mudala

  5. There is a time for everything, at one time Stella Chibanda was untouchable and so was Regina Mwanza, Richard Sakala, Chungu, Kabwe, Shansonga………e…t….c..

  6. There only way we can deal with such actions is to wait for 2011. We employed the man by making him Employee No. 1and we expected him to act based on trust or the pipo’s mandate but it appears Authority (UDINDO) has gotten to his head and his cabinet and climbed to the sumit of Zambia together with a few chosen ones like Dorika, Kunda, Teta etc. They can say what they want but one thing they are forgetting they are burning all the few up there and shortly it will run. We shall refuse to refuel your mission. Our fuel is BALLOT POWER. We are down watching you ku mulu. One day we shall be together. Wish you up there. In a democracy Real Power lies in the hands of the pipo. ABASH WITH UPCOMING DICTATORIAL TENDENCIES AND ARROGANCY WE ENCOURAGE U TO DECAMPAIGN YOURSELVES MAJORITY ARE LISTENING

  7. IYEEEEEEEEEEEEE IMWE SURE IS YOUR PRESIDENT OKAY? THIS MAN IS STUBBORN ZO-ONA,ANYWAY WHAT DO YOU EXPECT FROM EASTERN MEN ONLY LADIES FROM EASTERN ARE GREAT i WOULD’NT MIND TO MARRY A NGONI LADY.hA HA HA HA HA HA!!!

  8. UNZA kids who say they will protest Hon.Siliya leadership in education ministry, should expedite their protest also to meal allowances and bursaries Hon Siliya as Minister will be clearing for disbursement. They should drop out of UNZA or systematically get kicked out until 2016 when RB have finished his tenure.Forfeiting in protest of resources Hon.Siliya will be releasing by pending her signature on to keep UNZA going, will be good riddance ito the country considering that other needy kids will need that money the make Zambia ungovernable cadres will leave behind at UNZA.

  11. # 2,8 and 10 u have made my day was mourning my Micheal jackson but this was my first ever laughter….

  12. Ba bro #12, ine anikalipisa maningi uyu RB these days.. people are languishing.
Do you know how a Junior nurse gets in Zambia per Month? ZMK 300, A Senior Nurse ZMK 400, that is less than $100 a month? how does one make a meaningful life with such crap salaries??
    and we only live once.
Nkhani ya Dora nayo ni ma labishi yeka yeka..

Michael Jackson nafwa.. Icalo lifupa, bakolokotakofye chashala….

  13. Ba # 18, To win elections, MMD does not depend on your void blog and wasted vote but registered voters on the registers they easily look at to tailor the campaign. Why can’t you be a man enough to share your shame that the years of wasting votes on natural losers arousing your easily fooled mind has never slowed MMD’s winning culture? Who you are ready to slow the bitter pill and kiss dust again in 2011.The joint Haka-Sata presidency is heading nowhere to sanity.Cut your expectations to mitigate the pain of disappointment.

  14. RB, no wonder every company or institution this man headed eventually collupsed. watch out, Zambia is destined for collupse and the chinese are waiting to buy it……..

  15. People, Lets talk practical issues, what will we benefit if Dora was fired? nothing. Secondly, if all the nurses and others had their pay increased to more than 15%, name a company in Zambia with more than 5000 employees that give more than that as an increase especially in the crunch condition we are in. A lot of people were government used to get tax from are pruned, hence the tax base has reduced, were else are we going to get the resources that you assume government has??? the world is watching, if RB succumed to the demands, you will see how the ever helping fopreigners will with draw their AID. Lets be realistic, the monies are bad, but this is wrong timing.

  16. #27 Kapoko I support you, I was equally wondering why a #27 is busy mourning MJ

    ………… You really have filamba

  17. #32 are you really sure of what you are saying? Listen to yourself before you bring in confusing points here. Where did the GVT get the money the increased themselves just when RB came into power? Where is the GVT going to get the money for MPs gratuity? Is it fare thaat always it is the underpaid gvt workers to sacrifice? People lets be real. WHat the nurses are asking for is just fuel mioney for consititution officers. Ei

  18. HH said “there’s a special bond between this lady and RB’ he meant exactly his words. the only way to stop this is to sort them out in 2011. otherwise tulimuchibe.

  19. I Agree with # 32 PERSONNA guys let’s face reality we are in critical times of crises now y shud a nurse claim for an increment wen we are all suffering plzzzz let’s reason

  20. The verdict on Dora predetermined so it does not need any respect. But since you know what she is capable of doing in side out you can go ahead to respect her verdict. This moran should know that Zambians are not happy with the way thing are going. RB Lets be serious guys. Thats why tokolwe tule mi sundila. Waba Ububi kumenso

  21. RB.. Dora is your minister for somthing you know best. She is not my minister and I shall not respect her coz she is corrupt. If you threw the rulling of the tribunal we cant also respect the rulling of the compromised judiciary. So just shut up.

  22. For now Harry has appealed to the Supreme Court against Dorika. I dont think the appeal will go through the Judicial will not allow themselves to be used as political pawns. Believe me Brother you are just wasting your time. Zambia One made it clear during his press conference he said he cannot be told what or how to run this country, he has friends around to advise him both in and outside Cabinet and Zambia. So whatever the case Zambia One has made clear. Let us forget the Dorika reappointment History will judge us. Zambia, we mandated Him to appoint and disappoint. He knows what qualities he looks for in appointees.

  23. Dora paints herself red deliberately to blindsink RB. RB’s heart is gone. There is no way he can act against Dora’s interests. She is too powerful over the man even if he is the President.

Kashiwa Bulaya nolle- prosequi was fought. George Kunda and late Levy Mwanawasa backed down and Bulaya went back to court.

  24. its not her fault that she is nice.. nayina i might have fallen prey if mu office its human nature guys

  25. Is a minister appointed to serve the President personally or to serve the nation? If Dora is appointed to serve the President, then RB is right and is going to get what he wants. If she is meant to serve Zambia then Dora Zwaa! Zwaa!

  26. It pains me to see that men really want to see Dorah Fall. Lets have facts here, Dora could have messed up but she also had pressure from previous administration on ZAMTEL. Remember the name Francis Mwanamuke, a Lusaka Businessman, he was once a spkensperson for MMCI. He introduced RP Capital to Dora. Dora realised that she being used and checked her powers that she didnt need AG advise to be legally binding and ZAMTEL as a goinng concern had to be put to test. She also realised that holding on to office when Tribunal pronounced her action as illegal she stepped out and all of us were happy and excited. She read her books which you have not bothered and consulted and asked for judicial review, she was cleared.
RB has no attachment but he did not want Sata and you to use that as mileage

  27. Bushe Kanshi what has made Dora such a special case for Rb to be defending her at every turn? I’m sure he even rehearses her defence mudala nga alebika #2

  28. This man does not have a clear conscience mind & in the village set up, he would have been an outcast as all elders would have rejected him from the village! He wouldn’t even allowed to seat on “insaka” as he’s not wise at all!

  29. Need cameras every place so sum people can be taking em pictures just like the ones that have just brought up some hickups recently of a woman giving birth. It´s a pity that a head of state would regard the process as porn.Yes,people in sweden are sweating among other donor states but we only getting to see big bellies.

  30. “Imwe a”
    54. Trace Phiri, think clearly & not just supporting things blindly! Doubting is the beginning of understanding. Politics is not a career & if one senses bad things happening, only logical way of a person having a conscious mind is to resign from govt like Baldwin Nkhumbula did & he stated that MMD had lost the purpose it was meant to serve.

Please, don’t pollute innocent minds when things are open. Read the writings on the wall!!

  31. Enuff RASpect fi the monkey….votes or is it voters can´t do anything.Big,Big up once again…geniuss book.

  33. look where rb was lookin mu picturela.. ali temwa ntwenu nayena rb mmmmmm.. too much likings fyantasporango

  34. LT, I am appalled with your attitude of siphoning away by draft comments when I am in the middle of synthesising them. Its Friday okay, no hard feelings. I shall keep my draft though. To Dora Siliya: enjoy your weekend. You’re our Cleopatra incarnate.

  35. On “President Rupiah Banda has called on Zambians to respect the decision of the court over the Dora Siliya Tribunal“, I respect the decision of the High Court Mr President, but I will also respect the decision of Harrington et al. if they take the matter to the Supreme Court whose possible ruling should later be respected by both you and me.

As for “He was speaking when he swore in Ms. Siliya as Education Minister at State House in Lusaka on Friday” good the swearing in ceremony has taken place but I am looking forward to reading from president HH over the course the UPND-PF PACT will take next with regard to this development.

To Ms MP Minister Dora Siliya all the very best in your activities and enjo as much as possible now.

  36. ba lt why deleting my view?? have u heard of freedom of speech..nimwebo bolo nayimwe atase

  37. The Country is certainly in for a very rough ride. The masses shud ensure this man is voted out by 2011 or even before otherwise there will be no Country left. It was quite unsettling to observe how comfortable he seemed in the company of Mwai Kibaki, Museveni and Mugabe during a recent African Heads meeting. No need to explain what this generation of leaders stands for and if as it seems are his adorable icons, you can only expect the worst once he is assured a 5 year term starting in 2011. He is already showing what a strong-head he is even now when he is more or less a transitional President. Lord save us!

  38. Aaaah Bamudala ba NyamaSoya that wasn’t the highest court in the land. You dont get a verdict and immediately re-instate someone. And a minister doesn’t have to be re-instated because they dont own these positions. That means you are very biased. I think I can make a better President mwee!

  39. I wonder what kind of chite Dora gave RB, he seems he can’t forget the chite. Dora must be good ka. I don’t know how I can get hooked up with her!!!!!!

  40. If the man is not having an affair with Dollar Slayer, then he benefited from the Telecom’s scandle. Period.

  41. HOW MUCH DID DORA STEAL FROM THE GOVERNMENT? PEOPLE HAVE SLEEPLESS NIGHTS BECAUSE OF DORA BUT ARE HAPPY WITH MASEBO. WHO IS MARRIED TO MASEBO?.

  42. According to the POST, president HH, leader of the UPND-PF PACT, was quoted as saying ““It’s clear that the President will always protect Dora. He came out to protect Dora so much against public interest. He went ahead to defend her. It’s clear that there is a special bondage between the President and Dora. What I mean is it’s either Dora is a relative or she is involved in the shoddy deals in government so there is a special bondage. How can you appoint somebody within hours after the judgment?” Hichilema asked.

This is very interest. I await future revelations on what will happen. As I have always hoped the 2011 elections may be held in a very cheating-free environment as Zambians are now clever in analysing issues.

    Have a blessed Sabbath…

  43. That picture makes me pissed…..Masebo´s sign is i feel you rite here…can we get outta here now.Sceme where to plund……….i know for sure that babylon is gonna fail one day.Look at all the deaths at our only UTH while some can even go for knee operations when our own entrusted instution was still open by then.Viva fi you dudes with freaking sticky fat bellies who will rot like MJ soon

  44. 89 Ras Rated greetings. Just a thought from your Look at all the deaths at our only UTH while some can even go for knee operations when our own entrusted instution was still open by then I am humbly asking UPND president HH (MBA, UK) even in his capacity as UPND-PF PACT leader to address the health workers and tell them that if he is elected Zambian President in 2011, he will abolish the trend of taking government official to South Africa for treatment and allow the would-be GRZ under him to pay health workers good salaries as well as equip our Zambian main hospitals with ultra-modern equipment to aid the health workers perform to their best knowledge in assisting in healing the sick and ill Zambians with treatable diseases.

    Zambia Forward.

You are the ONLY person who has come up with a good reason why Dora should not have been re-appointed. But, it all depends on the reasons she gave in her letter of resignation.

  46. Instead of being re-appointed to an educational ministerial position, Nyama soya should have got her membership to a gym! she is way too big!

  47. i value the right and authority of the President to appoint and disappoint whomsoever he wills but he should not even try to justify the appointment unless the rules require ratification. Dr Mwanawasa appointed an outsider as VP (Mumba), a self confessed drug dealer (Mwanga) as Spokesperson, and an accused person’s ex-wife as deputy minister (Vera). Going back to KK’s days there were appointments of people who could not read or write as district governors. Chiluba fired very able people and appointed stooges in their stead. The fact is that the President wants a job done and if he chooses badly then he digs his own political grave. \so unless you care for him so much why the angst?

  48. there is something between Dora and RB! Bottom power, even the strongest among us can be corrupted by the flesh of the bearded meat!

  49. It’s not about you right to appoint or not appoint people or whom you appoint. Point is she already “damaged goods” arriving at the Ministry of Education! She’s arriving there with a tarnished image, rightly or wrongly. She she cannot be effective in her new job so soon after what she just went trhough. Furthermore, she cannot function properly without the full support and confidence of her colleagues in the Ministry. That’s all people are trying to tell you. But you want to be Mister Know it all, as usual. Munswebwa aile na mashinshi ku mako.

  50. 98 THE SAINT greetings. I liked your “Going back to KK’s days there were appointments of people who could not read or write as district governors. Chiluba fired very able people and appointed stooges in their stead.” This is so so hilarious and interesting.

I just wish our Parliament could “… require ratification“. Unfortunately, it appears that NCC is failing to make progress on such important clauses to be placed in our new Constitution.

    All the best.

  51. 100 Zambian Minister-in-Waiting greetings. I liked your “Furthermore, she cannot function properly without the full support and confidence of her colleagues in the Ministry. That’s all people are trying to tell you.” Such an attitude is exactly like the HIV/AIDS stigma.

I think it is time to move on and let our legal system and those aggrieved sort out the Dora Siliya Saga cases.

Have a blessed Sabbath Day (weekend).

  52. The message is clear: Just examine the photo carefully and she where each one of them is pointing and looking!!

  53. The woman is beauitiful and has been cleared by the courts of law. Those feeling offended, Pls direct ur grivances to the courts of law.Dora wish u the best in your new appointment and by the way single sourcing is normal and within the Zambian laws,u can even chose to igonre advice fron Attorney General

  54. The issue is not being cleared but the swift return to cabinet. Any wise man or woman would
fathom the depth before plunging in without doing so, RB has fuelled speculations. Is Dora the most qualified person for any ministrial post? Judge for youselves.

  55. What does RB owe Dora to get her back into the cabinet so fast? Dora must have some serious dirt on the President, he has to make her happy all the time. Thandiwe, you better watch your back!!

  56. From the photo above ,Dora is resprctiful and I think she deserves the quick return to cabinet. She is very loyal, just look at the photo. Some of us are chairmens and we like having loyal people around.

  57. I have nothing against Dora.I dont have to be a Harvard Law Expert to know that she neither breached the constitution nor ministerial/parliamentary code of conduct.
#33(persona) I feel humbled with your line of thinking. It is a fact this is crunch time and some workers are volunteering working for free just to keep their companies afloat(British Airways),alas,we have our nurses with outrageous and uneconomical demands that cant work even in good economic times.People are suffering yes but its undeniable we have made economic strides that we cant afford to erase by these nurses’ demands. We have to be careful and its good RB is preserving our past achievements that SATA can wipe out within 90 days

  58. These arm chair critics here are xenophobic sexist ever jealous and scared of accomplished modern women. Their valueless hallucinations here and in tabloids have no bearing whatsoever on national and political playground. They are not voters, if they have been in life time; it’s been vote wastage on natural fellow losers. MMD,RB and Dora have no time for them.

  59. Someone just reminded the blogosphere today the enduring words of late Mwanawasa and I quote” “ZAMBIANS ABROAD ARE GOOD FOR NOTHING FAILURES WHO HAVE RUN AWAY FROM PROBLEMS”
Officially opening a leadership workshop for ministers and permanent secretaries, “President Mwanawasa challenged foreign based Zambians to come back and prove their effectiveness in the development process of the country. He said they fail to make a grade here so they go to exhibit their inefficiencies outside” End quote

  60. RB does not need permission from armchair critics to assemble his administration. They hope to manipulate him but have failed on the Veteran. They have resorted to malice, sexism, tribalism, insolence and pornography to sabotage and curve him to their whims, but all in vain. They issue 24 hour ultimatums to make Zambia ungovernable but in vain. These are jealous natural losing sexists and xenophobes.

  61. To hell with y’all bitter and jealous filled armchair critics. Continue increasing in your valueless armchair criticism. In the word of Levy Mwanawasa “you ARE THE GOOD FOR NOTHING FAILURES WHO HAVE RUN AWAY FROM PROBLEMS” now futurelessly barking in blogs. Voter registration drive has started in the country but you are nowhere near the register for another wasted vote on fellow losers.

  62. Ynamite if you believe the crap you are writing about Zambians abroad then you must be the most ignorance full of sh*t scumbag around. And where did it take Mwanawaa to say what he said?

  63. If my guess is correct ba Dynamite you are Senior Citizen. So how is the Zambian Embassy old man? Get ready for 2011 for you will not have that job. You have no papers that why you old man ulebosela ati bwe, bo, bwe. Just have a good plan of sustaining your family after 2011. Ba kaamba mukachula ichine chine.

  64. #3 the appeal courts cannot and will not overturn judge musonda’s verdict. this was a clear cut winnable case even for a non-lawyer. the case only needed lawyer silwamba to navigate the court language and procedures. as for harrington and his friends, i offer some free legal advice: the vital ingredient to prove breach of that parliamentary part chakuti is dora obtaining percuniary advantage and not political noises on top of an anthill. TIZ should know better if they are a serious anti corruption ngo. i am sure that even malila has told the president so.

  65. #38 you are right but what do you want to happen? where will you get extra money to pay thousands of nurses what they want? the president’s proposal to create a salaries commission is genuine and should be praised not criticised without thinking.

  66. Kambongolo, you are such whacked lazy dreamer.Me working for the embassy in DC and being SC? you can’t even make effort to validate the existing distance of my location to your DC embassy job? From Siebel consultancy i fly to DC to take an Embassy job under what portfolio? You need to be trained, networked and plugged in Gold mine career lines to stop hallucinating thinking everyone will look to your useless Pact for a future. So you mean those who are not pro Haka-Sata joint Presidency will suffer persecution?what papers are you ranting about when i can be dean of any IT school in Zambia on return? redeem your mental slavery and network for high value careers. On humanitarian basis I can train you intensively within 30 days in professional career every one is struggling to staff.

  67. ken sum1 wos got those pics of de woman givin birth be forwarded 2me plz? Ma email is [email protected]. Hey fellas I got no ewords 4these two chaps RB&Dora, its like they is some powerful chemistry going on between them. I pity the young Tandiwe, hey don’t worry so much Tandi I can be your boyfriend!!!!!!!!hehehe

  68. Mr. President, Zambians respect the decision the High Court reached. We may not agree with it, but we surely respect it. What citizens don’t respect is your fixation with this woman, DORA. Your re-appointing her to a cabinet position is what people are objecting to—–please don’t confuse the two!!!!!!

  69. Dynamite, what the hell are you doing in the US if you are not getting any pay-off for being away from home? Your generalisations on this blog about other Zambians in the Diaspora only exposes you for who you really are: “Self aggrandizing fool” If Zambians abroad are good for nothing, why ‘in God’s name’ do the Zambian government encourage us to send remittances back home?! Sir, you are not fooling anyone, your kinship is well exposed by your rants. Don’t think that everybody else but you who is outside Zambia is a looser. Get a grip, will you?!

  70. The whole idea of Rupiah being the President was ill conceived people who supported him knew exactly why he is there today. The dude has no idea about what is going on in the nation and whatever stupid decisions he is making right now, just concerns the best of his “self”while his judases are busy promoting their missions. Examine what these bootlickers are saying nonsence just to promote their agendas. Its a matter of time zambia deserves better than this rubish.

  71. Rupiah is a man who trusts in his wisdom and does not listen to others or to God, such man is described as foolish in proverbs.

  72. Bane dont talk too much lyashi lyapansaka, amolu ayo, she is the only one to run to or rather crawl to in time of need.

  73. #114 ZAMBIANS ABROAD ARE GOOD FOR NOTHING FAILURES WHO HAVE RUN AWAY FROM PROBLEMS.???????

Bakamba Kwaliba insala ku-zambia why are you in USA?You will sweat grease on ya ass the day they call you off from that butt-licking job.

  74. I understand how much anger people have towards the current government and am also aware of the current adminstration’s weakness/shortcoming but i think use of profane/unparatable language is unacceptable.Remember we are a Christian and a peace nation.

  75. KUTI Zambia One. Does this Bwana listen to advice from those around him or just operates the way he thinks is right. This country will up no where. It appears its on auto-pilot. One day we shall crashland.

  76. “ZAMBIANS ABROAD ARE GOOD FOR NOTHING FAILURES WHO HAVE RUN AWAY FROM PROBLEMS”. Man has never learned to choose his words carefully. Mwanawasa, – may his soul rest in peace – his words came to haunt him. He evacuated his loved ones for treatment to foreign countries and he also died in a foreign hospital. How about that wise men and women. Men and women who rush to talk are not necessarily wise but those who take time to think, build empires. Judge for yourselves, bloggers.

  77. What is happening to Ronnie Shika, I have not heard any statements from him the whole week. Is it coz the bozz (Zambia One) is back in full swing that you are hiding under the table at Govt. House. I need to meet you in Church so that you confess for propagating lies like a kaponya at City Maliketi. During the Press Conference I saw you were dead scared each time RB picked a paper u thought ur name would mentioned as I ve dropped Gen. Ron and replaced his position with Eve Mwanawa….. Wait Mbuyu your time is coming palibe chaku. We need you as Rev and not telling lies day in day out. Pray for your boss Z one in future before holding a press conference or doing anything of that sort. As for Dorika wish good lucky in your new portifolio but when are tying the note. As for Teta zwaaaaaaaaaa

  78. #66, many thanks for your observation. If you did get me right I’m just supporting Dora blindly and actually am not in her support parse. What I was trying to get across is that Zambians like to see people fall rather than stand up and help them to remain standing. This really takes the whole nation 1million steps backward. Lets take the example of Obama, imagine if USA was Zambia and we can only speculate what would have happened to Bush by now.

  79. Zambian people how can we sit and let RB put someone who did not understand the meaning of Nullity to head the Ministry of Education? This is the future of our children’s education in this womans hand.

Whose president is this guy for, his girlfriend, his ministers or the people of Zambia? Surely how can we sit and wait for 2011? No demonstrations to state house…nothing, my fellow Zambians, awa mwandi mwa ni dabwisa!

  80. Gladys Zaloumis Kristafor ni cadre bad. Abena Jeff Kaande they will make that ministry their playground ukulya money.

  81. Check ba Dora’s side view, the itako. That is what RB is after the way he looks at her and the RED lip that one you can think of
