Residents protest over CDF

Residents of Milenge in Mansa are up in arms against District Council Secretary David Kangwa and three other senior officers whom they are accusing of embezzling over K200 million Constituency Development Fund (CDF).

And the residents on Tuesday forced Luapula Province Permanent Secretary Jazzman Chikwakwa and Provincial Local Government Officer Alfred Nyambose to direct Mr Kangwa and the three other officers to stop reporting for work until the issue is resolved.

The residents carried placards and marched to the council offices and interrupted a meeting in which Mr Chikwakwa and Mr Nyambose were trying to reconcile the community and the officers.

The residents sang songs and chanted slogans demanding the removal of the four officers from Milenge council accusing them of plundering the institution.

Milenge District Commissioner (DC), Rosemary Malutu confirmed to ZANIS today that the council secretary and his three subordinates who include the chief administrative officer, treasurer and director of works were directed to stop reporting for work.

She said the offices of the four council senior management staff have been locked and keys handed over to security officers in the district.

The DC said the four council management officials have failed to account for about K200 million which was meant to be shared among the four out of 10 wards in Milenge.

She said only six wards received the share of the K400 million CDF funds, but even out of that the council officials failed to justify receipts for K38 million.

  1. I dont think number 2 you are seriouse NAVAMENE WA POSTINGER. Theft is not normal among Bembas. I am Tonga who has lived among bembers for a number of years now and I will continue living with them till death do us part. The issue is that Bembas are always on a look out for any kind of unfairness among so called Government workers. They will voice out if anything displeases them. That is what happened in Milenge.   2. Lusaka Times please note that Milenge District is not part of Mansa. Putting Milenge in Mansa, is like putting Mungwi in Kasama, and Kalulushi in Kitwe or worse still putting Chililabombwe in Chingola. All you needed to say perhaps is Milenge in Luapula Province, and not Milenge in Mansa. My relatives in Milenge District, which includes at least two chiefdoms, Sokontwe and Milambo, have demonstrated that they will not tolerate nonsense. For your own information Milenge District is politically covered by Chembe Constituency, whose MP is Mwansa Mbulakulima.

  3. You who like saying Bembas ae thieves, have they stolen from you fathers and mothers? You called Bembas thieves just because of chiluba’s theft……Is what we have observed in Mwanawasa and RB regimes where corruption and theft are tollerated a true reflection of your stereotypical misconception about bembas? Is dora a bemba, is Masebo a bemba, is Mwanaumo a bemba, is mabenga a bemba, is Miti a bemba?????

  4. Lusaka times please change your story, again Milenge is not in Mansa. Milenge is a district on its own in Luapula Province. This misconception is actually annoying to say the least. Milenge has its own Council, its own District Commissioner and its own constituency (Chembe Constituency).

  5. “Residents of Milenge in Mansa” is actually a contradictory statement, please correct it. Milenge is not a township of Mansa, it is a Disctrict in Zambia in Luapula Province.

  6. Stop the tribe rot and ask all other Zambians to squeez the ba**lls of those who embezzle funds and stand up like the glant people of Milenge. That’s what Zambians remain to do enmass, not cheap tribal sentiments ba Kambongolo!
