Restriction of licenses will not hinder digitalization – Shikapwasha

Government says the restriction of broadcasting licenses in certain geographical areas will not hinder digitalization of broadcasting in the country as suggested by some sectors.

Chief Government Spokesperson, Ronnie Shikapwasha says Zambia has in the past used analogue technology in its broadcasting adding that those allowed to broadcast nationally are still able to do so.

In a press statement made available to ZANIS in Lusaka this evening, Gen. Shikapwasha said broadcasters will only have to migrate because of the deadline set by the international Telecommunication Union (ITU) for the entire world to migrate from analogue to digital.

He has further advised operators whose licenses restrict them to certain geographical areas to move to digital but remain in the areas allowed by their licenses.

General Shikapwasha, who is also Information and Broadcasting Services Minister, said no one would restrict broadcasters from using digital technology.

He said experts criticizing government ought to know that one can still remain in the allowed area of operation even with digital technology if the signal is taken to satellite.

He said that broadcasters can not pretend that government is stopping them from using the modern technology as they make choices themselves at the time of application.

Gen. Shikapwasha noted that there seemed to be a misunderstanding between the two among those condemning government for trying to maintain sanity in the industry by stopping illegalities.

He added that there was need to understand that even after migrating from analogue to digital broadcasting some broadcasters with community licenses will remain restricted to community broadcasting.

He said government desire to move with time and adopt modern technology in the electronic media would not see regulation of the media by government being flouted on the pretext of using modern technology.

The Chief Government Spokesperson has said that government would soon embark on a mammoth sensitization programme on migration from analogue to digital.

He has since advised people wishing to go into radio or television broadcasting to apply to Ministry of Information and Broadcasting for appropriate licenses in their desired operations.

  1. Ok only today shikapono u are right.Anyway lets also go digital since most countries are now updating to digital broadcasting inaccordance with current international communication union regulations, and in this case now people will be buying converter boxes in order to watch TV

  4. From the way Shikapwasha is talking, it seems he prefers that we still use drums and fires to communicate. Learn to move with the times. If broadcasters are able to reach the whole country, why not give the the licenses? What are you afraid of? It is extremely sinful for a man of God to be preying on the ignorance of the rural masses. Why should villagers be retricted to only ZNBC? This man where he is is enjoying DSTV at our expense. Improve the rural masses’ lives as well. Selfish chaps

  5. He is wrong in many ways. If the comunity broadcaster goes satellite, means anyone in the foot print can lock to the channel and if they have key can watch..now estmate costs of such tools to coms broadcasters…shika be practical and fowrd looking. U are being a fossil

The Post are really mediocre and I wonder where they got their so called expert who could not even understand the issue at hand ..no wonder the so called expert remained anonymous. The issue is not about digitisation, but about licensing. If MUVI TV want to satalitte licence let them get one it is as simple as that. Our laws must be respected.

    This happens even in developed countries. Today you can only stream Radio Five Live when you are in UK only. Even some video clip you can’t watch them on BBC website unless you are in UK. In fact you can’t listen to all UK FM stations outside UK. Why don’t you call this backwardness. Get educated on these issues.

  8. Chief Bootlicker, it is not as simple as that. MUVI TV applied for a nationwide license as far back as 2005. This is 4 yrs later and it still hasn’t been granted. They Govt will only award a license if it is for community broadcasting. MUVI is ready to roll out to L/stone, the CB and Chipata. Why is the Govt not willing to grant them the license. Let there be decency in bootlicking

Health cab attained through good nutrition (which I do not think is a problem in Zambia) and good hospitals. I think poor hospitals is the main cause.

What is contained in this bill vis a vis communication, broadcasting and the internet. I was sponsored by my party MMD to China lst year. I was able to listen to radio Chengelo, Breeze FM and QFM which is restricted to CB, EP and LP respectively of ZED. What is your comment on this fellow MMD beyond 2021?

The fear here is that MMD chaps have seen that if they allow Muvi TV to broadcast the whole country then Micheal & Hakainde will be well known to the rural voters who did not have a chance to see them before because of the black out on ZNBC.And there is also a high likely chance that Muvi TV will take all ZNBC’s market accross the country which will result into seriouse financial challenges.

But what is funny is that they do not allow all these media institutions like Mobi and Muvi TV to go rural, the question is why?

All governments from KK/UNIP days to now have not respected freedom of expression thru the media to the extent that allows free flow of information and ideas on a national basis.It is all about controlling communication flows and the population. They are afraid of a FREE AND INDEPENDENT MEDIA with national coverage. They will talk the talk and increase the hot air levels, but when it comes to the crunch it is the same old story. Political insecurity is a strange thing. Even though they monopolise the forces of coercion; police,military,prisons,shushushu people and whatnot, they are still afraid of the free flow of information and ideas.i rest my case.

  42. One more point. Analogue to Digital conversion is a technical side issue. The real issue is allowing national coverage of the independent broadcasters. The fact of geographic restrictions is simply a divide and rule policy to ensure national coverage is only allowed to the state endorsed ZNBC. Although freedom of expression is a constitutional right AND an international law norm to which Zambia is party to, it is not respected enough by the government and they feel they can get away with it. i rest my case
