K92 billion of CEEC funds released so far- Mutati

yesterday told parliament that K92 billion, out of the K150 billion earmarked for the Citizens’ Economic Empowerment Commission (CEEC) funds has been released for various developmental projects.

Mr. Mutati said K35 billion has already been spent on about 160 projects, adding that another 240 projects have been approved at the cost of K52 billion as at 30th September 2009.

He said the commission was still considering the remaining projects for funding.

He was answering a question raised by Kanchibiya Member of Parliament (MP) Davies Mwango (Patriotic Front), who wanted to know how much money has so far been disbursed by the CEEC to the intended beneficiaries country-wide and how much is expected to be disbursed next year.

Mr. Mutati said over 1,200 jobs and a lot of wealth has been created through the funds from the commission.

He explained that the beneficiaries of the CEEC funds have been drawn both urban and rural areas of Zambia, contrary to assertions by some MPs that only those from urban areas have benefited.

Mr. Mutati stated that the funds are meant for all the Zambian citizens, adding that the rural communities have not been left out.

He further explained that CEEC has established offices in all the districts in order to make people access the funds easily.

And contributing to the debate, Lukulu East MP Batuke Imenda MP (United Liberal Party) bemoaned the alleged long process through which people have to go through to access the funds, adding that the procedure was complicated and cumbersome.

Meanwhile, Kabwata MP Given Lubinda (PF) asked how many women and youths have benefited from the CEEC so far.

In response, Mr. Mutati said government has put on board youth groups, women clubs and the physically challenged persons as priority for accessing the funds.

He disclosed that government will consider increasing the allocation to the commission so that more people could benefit as a way of alleviating poverty in communities.

Please give us a breakdown of projects you will do so that we could monitor them, there is so much money in zambia which donnot produce results. people still remain in poverty and only half a million people are employed out of 12million what a shame,, 90% of zambians cannot afford 2meals a day

  2. Mutati please name the projects that have benefited from these funds, further on mention the names that are on the board of each project. This is tax payers money we need accountability Mr Minister.

  3. there we go with projects again! NO MENTION of the actual project, if one had to investigate one will find there is nothing worth 92 bilion happening on the ground!

  4. Keep watching very soon we gona hear that half of this K92 BILLION mutati is talking about has been stolen and gone into private pockets.Moreover Mutati’s response raises more questions than answers. Just like CDF funds no targeble projects are constructed under CDF funds.

    Wih the behaviour you exhibited in the Kasama bye -election who can trust anything in which you are involved?God says”If my people who are called by my name will humble themselve an turn from their evil ways,then I will heal the land”Zambia does not even need this fund.We need honest and serious leaders who have the people at heart.I believe one day change will come to Zambia and its not the MMD who will bring it!

  8. for citizen empowerment matati has agreed to sponsor my wedding. so am looking for a woman to marry.she should smoke alot of chamba.and if dec arrest us we will inturn empower the prisons and serve the sentence doing community works.good strategy for mutati.

  9. If you need detailed info on the projects, it is available at CEEC. There are also frequent adverts in the newspapers, like Times of Zambia of names of beneficiaries of such funds. According to an official from CEEC who was on Radio Phoenix recently, most business proposals that have been received are for projects request funds in excess of ZMK400.M. However, these proposals lack clarity, among other defeciencies. Some are by individuals wanting to set up ventures in which they have no experience or technical knowhow. e.g. somebody who has never done automotive mechanics, or worked in that environment, or has done any business mgt training wanting to set up a garage! Others with very poor saving habits, sometimes without even bank accounts wanting to access millions in unsecured loans

  10. This has been the challenge. Otherwise the funds are there in truth and are being disbaursed to those that meet the requirements

The process is deliberately cumbersome,through the political bureaucracy of District Commissioners,so that political favourites benefit.The funds should be processed through commercial banks for transparency and efficiency.It takes up to 6months of constant prodding to have anything done, if any. Very frustrating.

The disbursement has not been without problems, arising from government bereaucracy, ( though they are quicker than most banks who take ages)political patronage and the low literacy skills and business acumen ( if i may call it that ) of Zambians. But true they are publicising the names and proposed projectsof beneficaries in the paper. So lets not all be cynical, but probably nvestigate and even send our dear Mable Mungomba , CEO of the CEEC some well thought out advice.
