Recalled Zambian diplomats given 30 days to hand over diplomatic passports, number plates

Government has given thirty (30) days to recalled Zambians diplomats to surrender their diplomatic passports and foreign motor vehicle number plates.

Foreign Affairs Permanent Secretary, Tens Kapoma says the ministry is concerned that some recalled diplomats have failed to surrender their diplomatic passports and vehicle number plates within the three months stipulated time upon arrival in the country.

He said according to the law all diplomats who have been recalled are supposed to hand over their diplomatic passports and motor vehicle number plates within three months of arrival in the country.

Ambassador Kapoma said this in a statement released to ZANIS in Lusaka yesterday.

“We are concerned about the failure by some recalled Zambian diplomats to surrender their diplomatic passports and foreign motor vehicle number plates within the stipulated period of three months of their arrival in Zambia. And such failure constitutes a breach of the law,” he said.

He said failure to hand over within the thirty days will attract action from the law enforcement agencies.

Mr. Kapoma has also advised the concerned diplomats to immediately contact the ministry in person and get clarification on the matter.

  1. LT – in paragraph 2 you introduce Tens Kapoma as Foreign Affairs Permanent Secratary and in paragraph 4 you are alluding to Ambassador Kapoma – are these two different Kapomas or the man is holding 2 positions???

  3. We must also demand a degree for diplomats being appointed to overseas missions. Most of the new appointees are a disgrace to the country. Some were marketers or business people with no proper qualifications. RB should check his family and friends first before appointing them.

  7. Cuban General! Once an Ambassador always one, Kapoma served as Zambia’s representative in foreign service in the capacity of Ambassador, so he will retain this title forever.

  8. Cuban General – In addition to Thermometer, all diplomats report to PS Foreign Affairs. So, PS Foreign Affairs is the Chief Diplomat if you wish.

  9. Can someone explain why these recalled ambassadors are returning to Zambia with gvt property such as vehicles. These vehicles MUST be left behind for new appointed ambassadors. Zambia is NOT rich to buy new vehicles for every new appointed ambassador. Showing off does not help..   10. you chaps yap too much..no one amongst you will ever know what conditions of service hold for diplomats..which include conditions on recall..they are clealy laid out in a book..the PS is just re-emphasing..just s-h-u-t the h e l l up

  11. # 16 Its a pity you leanrt the hard way never borrow money for someone without gurantee or signed papers, those are the consequences man hard luck! The ambassadors were recalled because they RB had to replace them his friends’ children and family. Ba Joyce Musenge, it was good that she was recalled. She never saved any purpose being in Sweden, everytime she visited Helsinki she was just buying beer for those Zambian women and a few men who have no purpose here! The ambassador who never talked about any development issues. Bushe bamayo balya niba grade shani imwe?

    The right word you could have used is LEND.. I DIDN’T BORROW MONEY .. I LEND HIM.. However, there is nothing is wrong in helping a fellower Zambian.. It is poverty making it hard to pay back. Since I am better off than anyone here, I am banking on lending the thief. He won’t jump the law. Documents regarding transtion are served and the laywers puising the case were well informed thats why I don’t worry about the whole issue. You are encouraged to help your friends before they become foes after tricking you.

    your are right, there should be complete recall especially diplomats in the Washington, DC. There is nepotism in the Ministry. Chembo Mbula is the son of Leslie, nephew of Levy who is happy driving his black Lexus around; most diplomats have overstayed and not professionals and disgrace. Pres. RBanda was a former Ambassador to DC, he knows how the diplomats enjoyed the privileges and benefits.

  16. @20 & 22 , Zambians Zambians when will you ever stop being ungrateful. Diplomats/Ambassadors are very hard working while at there posts, they work 24/7 in order to insure hasty communication between the two countries. Speaking of buying beers for ladies, is it wrong to be generous? if she didnt do that it would be another issue. Diplomats are pple too if anything they should be respected because they work sooo hard! Be grateful and stop complaining ah!!!!!!! Ku Zambia you knock off and its straight to the bar mwachilamo!!!!!!!!

    • Well, I think North Korea’s response shows it has alywas wanted a direct dialogue with the US (something we’ve denied them), and wants a peace treaty with us. Something that would cost us nothing. The moronic Bush Administration refused NK both, and then went out of their way to antagonize the North Koreans. We see how well that worked out!And having diplomatic relations with a country doesn’t legimitmize its political system. We had diplomatic relations with the USSR for decades, while at the same time we were loudly denying the legitimacy of communist rule.

Mbula saved this country with distinction and if his son finds himself in the diplomatic service, I do not think there is ground to start insinuating nepotism. Sata is the one who has saturated the rank and file of government with his fellow kolwes and we will see when he dies of a heart attack soon! There will be malilo yokanga in Kolwestan.
