Ministry of Foreign affairs to punish those involved in abuse of funds at foreign missions

Foreign Affairs Minister Kabinga Pande

Foreign affairs Minister Kabinga Pande has revealed that his ministry is studying the 2008 Auditor General’s report which has exposed the misappropriation of huge amounts of funds by Zambian foreign missions abroad.

The Zambian mission in Washington is one of the missions named in the latest Auditor General’s report of having misapplied funds through delayed banking, irregular payment of Foreign Service allowances, unretired imprest, unaccounted for stores and unaccounted fuel funds among others.

Mr. Pande says possible punishment on those involved will only be meted out once the ministry completes studying the report. He says the ministry will hand down the necessary punishment on people that will be found wanting.

Meanwhile, Mr. Pande has described his recent visit to the Kingdom of Saudi Arabia as very fruitful. He has since announced that the Zambian government signed the general Cooperation agreement with that country which will promote economic trade, investment and Technical Corporation between the two countries.

Mr Pande says the agreement also provides the opportunities for the two countries to conclude additional sector-specific agreements for cooperation in several other areas such as aviation, infrastructure development, tourism and diplomatic consultations.

  1. Encouraging news. If we’d be serious with relationships with countries “with lots of money to spare”, we could get a lot of our industries off the ground, instead of talking about Sata day-in & Day-out like a damaged gramaphone record.

  3. Washington DC should be first on the list. The only thing they get serious with over there is Independence Day Party, free booze and food. Serious issues like passports … their doors are closed.

  4. I agree with #3, Someone ought to remind the staff at the embassies why they are there especially regarding passports issues.

    As for the cooperation agreement between Zambia and Saudi Arabia – this is truly an encouraging sign. In the global era, African countries can benefit a lot from economic relations with the Sheiks.

  6. it two years for the AG report to come out, it will take another two years to act on it. so put the maths together. nothing will happen because MMD cadres would have been chucked out of the embassies so Mr Mpande save your breath and our money. nothing is gonna come out of your threats

    Guys, Mwanawasa cannot be compared to Chiluba in terms of nepotism. That you know for sure. Levy is the waste president ever to rule any country South of the Equator. As I said before, Levy will either leave Shakafuswa were he is or give him foreign service position. Zambia now is Lenje/Lamba country. I have inside info about how he runs his gov. Why do you think Kapita kept his job despite firing the competent Lozi guy over the same reason? Some of you will be fooled by the numbers that the economy is doing fine under his rule, but the fact is, those are concocted figures to appease the West.

    Have you guys noticed the dressing of your so called president Mwanawasa on the picture above? Come on guys, this guy is so hopeless that the Jacket and the all attire look like a bricklayer. Is that the way he looks wherever he goes to represent Zambians? Man, Chiluba for sure is classy. Kwati bafwele overalls nakatambala ka chibe patumba. Awe, Zambia made wrong choice on this guy for sure. Even his crazy nephew dresses better. The all attire is hanging one side.

    Kabwa #22. Mention what Chiluba did that you know of apart from what you have heard from others that you think was wrong. In terms of tribal nonsense, even my dog knows how Mwanawasa operates. The so called Mwanawasa tree stinks and I know it. Do you know how many family members of Mwanawasa are in government positions today, be it at home or abroad? Do you know that putting family members only in positions is another form of corruption? Do you Realise that Mwanawasa has already stated that he will leave Zambia immediately his term is over? Why? Do you that MMD has no Vice President because he was thinking of his wife as next President?

    Kabwa #28, the pipo in trouble of embezzling funds were not appointed by Chiluba. When you say Chiluba appointed Bembas in as MDs, let it be known that Chiluba privatized state run companies. So, which companies did he appoint them to? Bashi Chipo appointed a brother as head of intelligency/security and he got killed by a #@*%! in SA. Come on. What Levy is doing is trying to break the Bembas and those from Luapula. He wants to divide the nation. You also state that Chiluba was appointing Bembas, plz realize that Chiluba is not a Bemba per se? In Luapula, there’re Lundas, Ushi, Ngumbo, and others. Will you comment on the dressing too. Teach Levy to look Presidential plz.

    Choma1, could those appointments from the opposition have come after he had no more family members to appoint? Or did he do that for a simple fact that even those he appointed from the opposition belonged to his tribe or were one way or other linked to him or his wife? And how many from the opposition did he appoint if I may ask? With regard to leadership qualities, mention 4 that you have seen in Levy that makes you feel he is a good leader? Don’t talk about the economy, Chiluba started the trend and it is Chiluba gov policies that are still being used in the Levy Government. So, mention the ones you know of about Levy.

    Choma1 #86, The word NEPOTISM is what you are just advocating for. Are you saying that only Levy’s family members are qualified in the all entire Zambia? What kind of myopia is that? The MMD is not stuck. Levy has made it stuck. The appointment of Munkombwe is not a sign of MMD being stuck, it is a sign of failure by the appointing authority. I am not even thinking of Sata being a good leader, but the way things are going, I would just even puppy to take over. Do you think Levy is normal? Check the photo above? If that does not tell you something, what should I say? He fails to dress properly, do you think he can distinguish between legal and moral issues?

    Levy is damn. No one is asking him to drop Shakafuswa as his nephew. That excuse is hollow and will remain so. What laws is he referring to that govern appointing and disappointing his members of the cabinet. Does he mean he is afraid that Shakafuswa will sue him and government for wrongful termination? Where can we get brain transplant for Levy plz?

    Is there a dress code for Cabinet/MPs and other offficials? What about Presidents? Do we have people who make sure our Prez look nice? Man, the picture above is of my great concern. If the dressing is like that, what about what is inside that? Now we know why Shakafuswa will survive this episode. Uncle Pepe Kalle will protect him.

    The easiest is please fellow tribesmen and relatives. Give them all gov positions, send them all in foreign service. After all Zambians will never find out that you have been a tribalist and staunch nepotist. The media wont rant on you as they are run from your offices too. If they talk too much, tell your cousin at Zesco to turn off electricity. If they don’t stop, tell your tribesmates Shikapwasha and Mpombo that they will haul them to jails. If they don’t, tell Masebo not to grade the roads. If they are abroad, your relatives will not represent them as long as they don’t listen. Wow, list is endless.

You, Engineer, I once thought Levy would be a good leader. But when Chiluba asked him to submit 10 names for appointments, he gave Chiluba all lambas and lenjes. Chiluba could only accept 6 of those people that he was given. If you want to know more about this Baobab tree you call Levy, ask Sebestian Kopalande or his one time security detail when he was VP, Captain Mofu. Sometimes I feel traumatised by what I know about your current president.

    Please don’t let feelings of guilt haunt you because of things you said in the past. We all say /write things that we regret later on because we are only human. The Bible says we ALL fall short of the glory of God.

    People change, but the good thing is that God NEVER changes, so His mercy still endures for you the very momment you realise how much you have failed him, yourself and others.You’re not the only one who made derogatory remarks about LPM when he was still alive… but as far as I know, you’re the only one with enough guts to stand up publicly and confess. I personally respect your courage and I will pray for you. The accuser shall not prevail over you! We are not ignorant of his devices.

  20. @Bulasa #2. the flag is just cool. hand-made and classy. He’s just promoting local goods and not imported chinese flags:d/. It’s about time Foreign Missions were put on the right track. Honorable Minister Pande, we want to see action and not just words. Let all those involved in funds mismanagement/ abuse of office be recalled and make sure that they pay back all they have taken. Dig deep, even if someone is not in the ministry anymore, something can still be recovered.

  23. Zambia survives recession

    Lets just hope that this remains the case. Speaking to customers across the world, countries do seem to be emerging from the recession, the UK only jst by 0.1%, as a recession is classed as 1 full quarter of negative growth. The CREDIT CRUNCH on the other hand will be around for some time, and companies and governments cannot afford to ignore the difficult times that lie ahead and spend accordingly!!

  24. let the officials involved in the Washington DC misappropriation case be recalled and punished. Let them testify in the Parliament. If Lewanika cannot managed a small Embassy how can she manage a whole country? A woman crushed the head of a snake. It takes a woman to crush the heads of the crooks in Washington, DC Embassy.
