Economist Intelligence Unit Report on Zambia predicts RB’s re-election in 2011

A REPORT of the influential Economist Intelligence Unit (EIU) has predicted that President Rupiah Banda and the MMD are likely to retain power in the 2011 general elections because of the influence of incumbency and the recovery in both the local and global economy.

The report, however, warns that stagnation in economic policy is at risk as political tensions ahead of the 2011 elections could slow reforms.

“Real Gross Domestic Product (GDP) will grow at a robust 6.8 percent in 2010 as copper production rises in response to the strong recovery in copper prices and agricultural production continues to benefit from favourable weather and government subsidies,” the report reads.

The unit predicts that domestic revenue collection will gradually improve as the mining sector grows and world trade begins to recover from the effects of the recession.

It says that as a result of this, the fiscal deficit will fall to 2.7 percent of GDP in 2010 and 2.4 percent in 2011.

The exchange rate will appreciate slightly to K4, 660 to US$1 in 2010 as the increase in foreign exchange inflows from copper exports outweighs the slight decline in donor support.

The EIU also notes that the current-account deficit is expected to fall to 0.3 percent of GDP in 2010 as higher copper prices boost exports, before increasing slightly to 1.1 percent of GDP as copper production stabilises and import demand continues to grow.

“Former President Frederick Chiluba has endorsed Mr Banda’s candidacy in the 2011 presidential election. This will buoy Mr Banda’s electoral prospects.

“Two of the country’s largest mining firms have announced new planned investments in the copper sector in response to the surge in copper prices,” the report reads.

On agriculture, the EIU says Government expects another bumper maize harvest in 2010, underpinned by favourable weather conditions and an increase in the number of farmers benefiting from the state’s fertiliser subsidy scheme.

“Tax collection in January exceeded budgetary targets by K29 billion (US$6.2m), marking a break from the trend observed in 2009,” reads the EIU report.

Just take a look at the infrastrature, people, mine workers houses etc of the cities where the copper, etc comes from. What really is the purpose of building and basing developement on one city when every other city aroung it are fast going down? This is day light robbery 😮 awe!!!

  16. My fellow country men dont be fooled by the so called Economist Intelligency Unit predictions of of the outcome of 2011 presidential elections. Only a fool can be happy with such a fools report. The EIU operates in 40 out of 189-194 countries in the whole world. It has no office in in any village, district and province in Zambia. Their propaganda will not influence my grandmother and uncle in Kasama or Mufumbwe election. Their predictions are baseless as they don’t know the mood of many Zambians now. In Zambia we are not that cheap to believe everything from EUI office in London or NewYork. Dismiss those as baseless as they did not carry out any survey to determine who are for RB and for the PACT. The hour is slowly coming to the end of the MMD

  17. The EIU report on Zambia can not be belittled. MMD will win 2011 election and this is a fact. There is alot happening and lots of investment is being poured into education, health, rural water and sanitation,etc. Some rural districts which had no magistrate courts, office buildings, and many more are having them constructed. Fertiliser support to peasant farmers is on-going. What is the opposition doing, insulting. Move to were all these development are happening and promise will do better than this when elected into office and not parading themselves to media houses. Lets not be arm chair critic but move round and see what is going on. Where there was no school or health post, they have one today. The urban does not make up the entire electorates.

I never argue with statistics but at the end of the day the peoples will has to succeed… in this modern world statistics makes an integral part in decision making its almost like scientific evidence that business require to invest i should know i did a research paper once before of similar kind for an investment company… It doesn’t matter if you are MMD or PF details are details for those that want information.

  19. Yes this can be true and i expect MMd to win too. Statistics while not fool proof are very usefull. They are certain trends in national and regonal poliics that are used to come to these predictions. Somebody has talked of the health and educational sectors, and any analysis of this years budget will reveal that significant amounts have been spent in these area as well as roads( as was the case in 2007 and 2008). and i can bet that the fertilliser surport allocation will increase next year.Another down side for the opposition is the anti – globalisation/ nationalistic approach that the main opposition figure sata has adopted. The big powers of the world are likely to find the MMd to stop his coming to power

  22. This should be a wake up call to the opposition. This may come as extremely biased news and a lot of the presidential hopefuls will bury their heads in the sands of denial. But this is the Economist making a prediction, and it will be unwise not to take heed. Rather than dismiss the report as coming from foreigners, the opposition should strategise and campaign logically. Most of the pluses noted for RB are not of his own making (improved world economic performance, performance of mines and incumbency). I don’t know about a bumper harvest, what with the floods and all, but if this happens, it will be because of ample rains and not because RB is President. The Govt is failing on all fronts where it is in charge, education, health you name it. All these are valid points on which RB & Co…

  23. EIU is run by the Economist Magazine which is a globally reknowned publication. I know you guys feel pain because you are being told the truth but you have to face it head on and deal with it. MMD lost all 9 by-elections two years prior to the 2001 general election and they still trounced UPND. MMD lost in the Kanchibiya by-election yet they scored 40.09% in 2008. Therefore, dont get excited with by-elections. They mean nothing. Getting 6000 people to vote for you is much easier than getting 3.5 million.

    We will soon have 240 constituencies and over 6000 polling stations. So the 2011 general election will be very different. Most of the new constituencies will be in rural areas where they benefit from RB & MMD’s successful agricultural policy.

  32. Now, the question that arises is, is this report really from EIU? I have just visited the website and it states that they don’t do forecasts for Zambia. So, it will be really interesting if the the author could state which report he is quoting, and the link to the same source. Also some interesting stats on the same website. We are ranked as a hybrid regime,i.e a mix of democracy and authoritarianism, on the EIU’s democracy Index. These are the kind of stats that prevent investment. The president can gallivant all he wants, but investment will not be attracted with these kind of stats

  35. This is where the wheels of the UPND PF Pact fall off. We have tried to advise the Pact to refocus their campaign strategy away from mobsters and instead concentrate on economic policy. Both HH and Sata have refused to listen and they will pay for that. Bravo Rupiah Banda.

    The truth is that things PA zed are not as bad as they are portrayed, the story of Zambians being lazy people is very true, they always want the government to assist the in everything. look at northern province it is a very large province with alot of rain fall, but people are always going to the VP office looking for food—- lazy people.

    look at southern province it is always prone to drought and sometimes floods but TONGAS are tough tested and provide much of th food consumed in zambia.

  38. According to PF die hards no one is objective unless they support their position. What I would expect from them is an analysis of the above document and give us their ideas on how they can do even better than the present regime. It is all to easy to be negative and give promises to simpletons such as the after 90 days you will be living in paradise. EIU is like many sites out there that provide economic or country information…Anyone with well researched analysis paper can submit to them and they add to there database…the people who submit are paid some money…The sites attract subscribers by the credability of the reports on there database… if you can write a report than can be verified or atleast supported by facts they will take it…
    Most of you spend a lot of time on the internet you should know how these things work before you start to question the credability of other peoples work

But still think that the economy has continued to make progress during RBs reign, just like it was before RB. There lots of us who are objective and respect research outcomes, but give our own perceptions as we analyse research results.     The EIU’s report is credible. Read otehr reports, like those by banks such as Standard Chartered, barclays etc. They have similar economi predictions on Zambia. HH would understand these things. Sata and his cadres can be forgiven, but please you owe it to yourselves to get educated.

    If PF cant understand economic trends and predictions how are they going to plan for Zambia’s development, especially long term. The West have developed beause they manage their economies well. You need information to do that. I feel sorry for PF cadres. Please make yourselves worth opposition and worthy candidates for governance, otherwise no one wants to be ruled by ignorant fools.

    Yes Tongas and Lozis are tribal. But I think they voted for KK and FTJ in those days. HH didn’t help matters but everyone should know by now that you cant get to State house on a tribal ticket.

    Let’s not use the trbe card. Even the PACT should not be based on winning tibal votes. We should seek to be an issue based society. The PACT should be issued based. Only insecure people hide behind tribes.

    I am Bemba but I cannot vote for Sata because he is not presidential material. Period. My man was Mazoka. At teh moment HH is best qualified to move our economy further. Let’s always bring economic devlpment to the front. Tribes should never be an issue, except for tradional ceremonies.

MMD has done badly in the past, but we have learnt our lessons and truly turning the corner largely due to good resources prices and also good fiscal discipline. MMD government used to largely borrow from the private sector by means of treasury bills and we did realise this is what led to stagnation in the credit market and Magande changed all this and the current regime has entrenched the fiscal discipline culture. Zambia is on the growth path, don’t be stuck in the past. This change and move on. There is always a new day everything you see in life is temporal, even good times, but it is the vigilant that make progress

In any case the analysis is based on flawed models that don’t apply to Zambia. First of all, an endorsement by Chiluba is a death wish in Zambia and not a blessing. The economic gains are benefiting only a small percentage of the population and can not be attributed to Banda, but to the exploitation of the country’s resources by foreigners. If you took a quick poll of the comments on LT or any other Zambian site, you will see that the majority are against banda. And the RED CARD campaign is probably the most underestimated political campaign in politics. It is more threatening to MMD than the pact.

Though i have noticed that anything bad that happens in the country such as floods, it is being blamed directly on RB.     I too hold HH in high regard and think he be the best option among what we have. but it seems he is cought between a rock and a hard place. But as the economy is making progress, why should i vote for change, especially if it involves entities that do not debate economics and attaiable developmet except “development in 100 days” and cries for an unrealistic minimum wage and conditions of service that would force GRZ into the borrowing cycle.

    THE MMD in Mufulira has allegedly embarked on an exercise of collecting National Registration Cards (NRCs) of deceased and former miners on grounds that it wants to assist their surviving families collect monies that ZCCM allegedly owes them.
    According to a son of one of the deceased miners, the exercise was suspicious because as far as he was concerned, his late father had been given his benefits in full by ZCCM.
    Rainford Musonda explained that as an administrator to his late father’s estate, he was not aware of any underpayment.
    He complained that the MMD was trying to take advantage of his mother’s ignorance and naivety to use the family for their alleged mischievous activities.

    “My dad died in 2004 but he retired in 1997. ZCCM paid him all his money but I was surprised to hear my mom telling me that she had taken my late dad’s NRC to the MMD district offices in Mufulira because dad was underpaid. I immediately told her to have that NRC withdrawn because we do not know what details they are getting from that NRC,” he narrated.
    “In fact, we are told that there are a lot of NRCs that they have collected from unsuspecting surviving spouses of deceased miners on grounds that they want to help them fight for their money. Which money are they talking about?” he asked.

    Musonda further said that his uncle was also an ex-miner and that the information obtaining was that former president Frederick Chiluba had left word that ex-miners should leave their NRCs at the MMD office.
    “My uncle told me that when Chiluba came to the Copperbelt, he had left instructions that ex-miners should leave their NRCs at the MMD offices so that those who were underpaid could be given their full benefits. If Chiluba knew that the ex-miners were underpaid, why did he not sort it out before he left office? He is not the president and we wonder why he should deceive people that he will solve their problems,” he said.
    “These gimmicks by the MMD should be investigated.”

    And another affected son of a deceased miner, Samuel Sakanya, urged the opposition to be alert claiming that elections were rigged in such ways.
    Sakanya added that even if there was any underpayment of deceased miners, the issue should have been handled by ZCCM-IH and not MMD.
    When contacted, MMD provincial youth chairman Evans Chibanda said he was not aware of the exercise.
    Efforts to get a comment from Mufulira MMD acting district chairman Rodgers Mweetwa failed as his phone went unanswered by press time.

These people will cry come 2011,the way debates are going everywhere reminds me of the time Kaunda was kicked out,he tried all sorts of monkey tricks to deceive voters but nothing worked and we saw MMD take over now it’s MMD and Banda’s turn to give us their backsides,they have to go and the masses of people rushing to get red cards has is a better indicator of how things will go come 2011.

  68. it’s my hope and prayer that when PF comes into power so that all the people in the diaspora will return. if only, honorable willie nsanda will pass a motion in parliament to pay for their air tickets to come home. the finace minister then, honourable gbm will give you transport. we have seen how they are suffering as slaves. some sleep in one rooms as if they are in kanyama. others have failed to raise enough to even call home.

    PF shall save all us zambians. and bring the diaspora home. no more nursing homes or odd jobs. you will work for the taiwanese.
