FLASHBACK: Dora Siliya during the Media Breakfast

MMD spokesperson Dora Siliya yesterday said UPND president Hakainde Hichilema benefited from the privatisation of parastatal companies although he is now condemning the policy.

Ms Siliya said records at the Zambia Development Agency (ZDA) and the Ministry of Finance show the UPND leader participated and benefited from the privatisation programme.

She urged Mr Hichilema to reconcile his sentiments on Radio Phoenix’s ‘Let the People Talk’ programme with the history of privatisation in the country and confirm that records available indicate that he was an active participant in the sale of companies.

In an interview from Johannesburg, Ms Siliya said Mr Hichilema sat and led some teams that were tasked with the privatisation of companies, including sitting on committees that spearheaded the process.

Ms Siliya, who is minister of education, said the UPND leader must show maturity in his politics rather than pour scorn on a process he knows too well and collected commissions and other fees amounting to US$12 million.

She said the Government had details about the privatisation process at the ZDA and the Ministry of Finance which were available and warned Mr Hichilema to avoid cheap politics.

She described Mr Hichilema as immature and driven by political vindictiveness owing to his crude language against other political actors.

She advised Mr Hichilema to respect court verdicts that cleared her of allegations of impropriety while she was minister of Communications and Transport.

Featuring on Radio Phoenix’s ‘Let the People Talk’ programme, Mr Hichilema said 51 per cent shares in Zamtel should have been sold to Zambians and that Libya’s Lap GreenN should have bought a 49 per cent stake in Zamtel.

Mr Hichilema also denied having participated in the sale of Roan Antelope Mining Corporation as the company was only sold to Binani Group of Companies between 1997 and 1998 and he was never part of the process that led to its sale.

He denied having received the $12 million and challenged Government to check his books of accounts at Barclays Bank where his money has been deposited for 27 years.

Mr Hichilema also called for a system that would allow Zambians access investment licences, which they should use as contributions towards the formation of joint ventures with foreign nationals wishing to invest in Zambia.

But Ms Siliya said Mr Hichilema lacked the political acumen to allow him to lead Zambia and his ideas showed he was merely a comedian who was about to enter a pact without a future.

She dismissed Mr Hichilema’s sentiments that the ruling party was jittery following the launch of the pact and assured Zambians that the MMD would roll to victory in next year’s elections.

Meanwhile, Mr Hichilema has said candidacy for the pact remains an open contest between him and Patriotic Front president Michael Sata because the two leaders hold equal power and chances in the alliance.

  2. Currently Zamtel workers renumarations or pension and gratuity is being hundled by grandthorn a company believed to be owned by HH. (correct me if am wrong). Am sure HH will also reverse this transaction.
    If HH was an Honest man he should have refused dubious business deals which he believes will negatively affect this country and its poeple.
    Despite all the negative reports about Zamtel, the best solution for the company was to patially privatise it so that the company can receive new investment and become more competative. How many of you bloggers are on Cell Z? 0.01% would be the answer. Why dont you support your local network like Kenyans, Botswanians, or indeed the same lap green systems in Uganda is being supported by the locals because its partially owned by goverment.

  4. I have a problem with these ”revelations” by Madam Dora Siliya, HH was a businessman then and the firm he worked for was quoted/contracted by GRZ for the services. If the so called $12million was paid from the Zamtroop A/c then I would have suspected that HH was up to no good.Just enjoy the world Cup fever in RSA whilst we dodge potpoles pa ZED!

He used to be the lead partner but resigned when he entered politics. GT was contracted to conduct the liquidation on behalf of the Govt. If any payments were made, it is to GT, not HH.     Anyway, as a professional, HH agreed and was fully engaged into the process of tranfer of ownership of various GRZ assets. Rather than deny this “on his behalf”, you must all move on. Privatisation was a system and HH was a part of the value-chain. Simple. Also, always remember that the GRZ is for all Zambians. You must therefore stor#p referring to the GRZ as “MMD’s Government”.

    Lastly, I urge Zambians to stop being so negative. Most of you have have been “told” by others that others that you hare living poor lives. Shame. Look at yourself and thank God for the good life you have.

When FTJ visited Chifubu, a woman was begging for help from him, but alas, he used her depraved status for his own show & left her with nothing. Why did he visit her? In any case, if Hon Dora says HH benefited from sell, who else benefited apart from HH. He blames the 75% because he has seen the lesson that decsion has done to our firms. Yes, other countries state-run telcoms r competing well. His 59-49% share suggestion is more prudent.

I have not read where HH is condenming privatisation but what he is saying is in the sell, empower zambians by allowing 51% shares to be floated. Its a fair way. Any person who has knowlege of business in our modern & changing world knows how such offloading of shares does to the development of any partivular counrty. It is detrimental to economies. Comrades on this blog,there’s nothing incriminating against HH here.If indeed the grant thornton deal was dubious,i would expect the current regime of Rupiah to have done the Zamtel deal better and in a more transparent manner.Actually,Dora should be arrested coz,she is saying grant thornton robbed the pipo of Zambia,so we have to follow suit over Zamtel,clearly thats the implication.Also,FTJ was president when the $12million payment was done,if indeed this was dubious,why didn’t FTJ stop this payment.Again,FTJ was the custodian of Zambia’s assets,fudiciary failure by FTJ in this regard entails that he too gets investigated,actually arrested!!The Rupiah government are so desperate such that,they are targeting individuals-HH,Membe,Sata,Magande.It’s very very childish of them!!

    You are right, GRZ belongs to all of us. If only you can convince your pals running GRZ to believe in that. Let them start acting like hired employees that they are. Maybe then people might take your advice a bit seriously.     As for Dora, why is it hard for these MMD people to distinguish between the interests of a private corporation and its employees? That’s why HH is challenging Dara and govt to investigate him and see if he was paid the $12 million Dara is alleging here. Because whatever money was paid the checks were written to the firm and not to HH—-is that hard to discern?!

  21. HH provided a service to the privatisation process and was paid for the service. I m sure Dora also provided “some service” to the privatisation process of Zamtel and she was obviously remunerated for it.
    HH used his brains to provide the service, and Dora obviously was thinking with her miniskirt when she provided the service. And that’s what makes HH’s service legitimate and Dora’s illegitimate. On that basis, our hands are tied on HH’s case but as for Dora, the law will to take its cause. It may not be now but later on pantu, umulandu taubola.

  26. Anthony Lloyd @ 37, as a phd*- i a goig to all o your superior itellet to enlighten me. HH represented a firm of accountants/business consultants (Grant Thornton). Although he headed this organisation, ownership was jointly held with other partners. Grant Thornton were therefore paid a fee in their capacity as consultants to the privatisation process.

    Typically such fees will be a fixed percentage of the consideration, so it is deemed objective. It also incentivises the consultant to try and get a higher selling price.

    Does this seem in the least bit dubious to you?

I am specially voting for the pact just because I will want to witness how Sata and HH will deal with Rupiah, Kunda, Dora, and FTJ after 2011 for all the crimes/ corruption they are now committing.   45. If HH thought the privatisation was credible, then why do people think FTJ messed up the privatisation. If it was crap, then HH should have resigned on moral grounds. But he didnt. If it made business sense, then it is ok.

    Selling 51% to Zambians would not ahve taken Zamtel anywhere. Buying is one thing but investing in the company is another. You will need more than the $257m to turn around Zamtel.

    Your thinking is the one that worries any intelligent Zambian. If the MMD govt wanted to encourage Zambians to buy Zamtel shares they should have listened to constructive advise given to them at the initial stage of the tender process. If you put a tender process that is skewed against Zambian investors then there is no way you could attract one in the first place.
    On the issue of selling Zambia companies for a song, as pointed out by most bloggers, HH was a consultant for a company that was hired to sell the said companies. He followed the laid down proceedures in executing the transactions, therefore, he can not be blamed. If that is your cretiria for chosing leaders than RB or Sata are not fit to be leaders since they once presided or worked for institutions that failed.

Sata has failed to articulate any meaningful economic policy ranging from our relations with China and the petrol prices. Sata should stop cheating people that he turn around Zambia’s economy within 90 days and at the same time cut economic ties with China.
