Read and understand draft constitution – NCC chairman

National Constitutional Conference (NCC) chairman Chifumu Banda has urged Zambians to read and understand the draft constitution without getting too personal.

Mr. Banda says that the public should use the 40 days period to make comments and contribute to the making of Zambia’s constitution.

He added that it is important that Zambians should be sober and that whatever comments and contributions will be made will be taken on board.

Speaking on ‘Public’s Last Say’ last evening, Mr. Banda stated that the anger from the people will not make a change and that the only way that the country will move forward with the constitution is by making contributions.

And Mr. Banda has defended the draft constitution saying that nothing much has changed from the Mungomba draft constitution.

  1. I have just downloaded the NCC draft. I feel, its so short but has taken yrs consummed lots of taxpayers money enriching hundreds of croonies.

  2. with the belittling comments from the public(peoples last say, QFM every thursday nite) and him, i was not even able to articulate the all essence of the constitution…..this imboela guy, where is he from? we know its one of the means to daylight robber us of our little resources we have, but i wanted him as a jugde why he stood so low that he accepted to be one them. judge chifumu was clearing asked if this constittution will benefit his children and grandchildren, if their status was lowered? and imagine he just ignored it. him as a judge he is so shallow to think his children will have the same status when he is gone,. why do zambians think with their brains not because of kwacha? its sad…..

  3. This constitution will not be are benefit neither to our childrens nor grands. To tell u the fact we are punishing our own blood. Why did Mr banda fail to answer the question about the benefits? I dont understand…

  4. My view is lets all try and contribute by reading the constitution and making comments. It is clear to me now that the fight for an ideal constitution will be long and hard, so we should use every opportunity to make whaetver small changes we can. Name calling and negativity willl certainly not help. Lets take the examples of Nelson mandela and mahatma Ghandi who were very determined and patient in their desire to improve the welfare of their people

  5. We had a Constitution Review Commission that went round the country getting people’s views. These views were then published in the Mun’gomba Report and Draft Constitution.
    The NCC has gone ahead to discuss the same matter, produce another draft and are now asking for public comments yet again. This duplication of work was a waste of our meagre resources.
    All that was required was for a technical committee to implement the Mungomba Draft Constitution. That would only have cost us two or three hundred million Kwacha, not the billions we have now spent!
    I hope the next government does not start a similar process again. It’s a gravy train!

  8. What was all the fuss about the 50+1 clause?
    It is in the draft. Maweeee! There is a lot of smelly egg on people’s faces. I have had a look and I think it is a very good constitution, and some powers have been taken away from the President and given to Parliament and the Chief Justice. I still oppose the death penalty though. I also think that it misses the point when it defines gender as just male and female. There are people who are neither or both and not by choice. Gender definition is more complex than just the outward physical organs.

  9. # 7, the OLD CHIEF JUSTICE has long reached retirement age. He will be retired and this time for good. Not sure why you’re refering this BOOK EDITED by the NCC as the Consitution. It will never be a constitution of this country. Come 2011, we should re-visit the recommendations from Mungonba and for a change start been serious about making a consititution for the people.
