Zambia ‘s poverty levels is still high in rural areas

The Word Bank has called on the Zambian government to identify expenditure that is going to have a positive impact in reducing the effect of poverty.

World Bank Senior Country Economist Julio Revilla has observed that poverty levels in Zambia remain high in rural areas despite the country recording a reduction from 68 percent in 1996 to 59 percent in 2006.

Dr. Revilla said this in Lusaka today during the 2010 Zambia Public Expenditure Review Workshop organized by the World Bank in collaboration with government and other cooperating partners.

He said poverty reduction is a difficult goal to achieve through the budget process on annual basis adding that government should concentrate on public goods such as education and health.

And Finance and National Planning Minister Situmbeko Musokotwane said that per capita income of the people has remained low and that government is focusing its attention on improving the living conditions of the majority Zambians.

Dr. Musokotwane said in a speech read for him by his Permanent Secretary Anthony Undi that government has stepped up efforts to accelerate investment in infrastructure development and social sectors.

He said the structure of the economy has been transformed with the private sector playing a significant role and that GDP growth has been high and sustained at 5 percent since 2003.

  1. Govt is going in the right direction but a lot still needs to be done. What is required now is to redouble the efforts at poverty allocation and to keep goals realistic. There is no magic wand or formula that will reduce poverty in 90 days.

    Its even tougher to reduce poverty levels when the RB gvt is busy spending money on weekly trips abroad with huge entourage of gvt officials in the pretex of attracting investors into the nation. We have one side of the nation with people pamala apafonkonka kwati ba lwele ba AIDS then we have another side of the nation with ifimafumo ifyafimba mukulya bwino kwati fyonse fyali limita due to gvt allowances.

  4. Dibidi Dibidi, get your facts right. Most of Bwezanis visits are state visits. He is invited by his counterpart and as such his expenses are covered and upto 75% of his entourage. You are a typical Zambian who can read and write but refuses to rationally reason and base every argument on the one and only misleading newspaper. Get yourself a brain. Now on the issue of high levels of poverty, the WB should remove that log from their eye and be reminded of the structural adjustment program that theyy forced down Chilubas, Kasondes, Penzas, Mungombas, Tembos, Kalumbas and Nawakwis throats. Kaunda had a good rural development program and you the WB thought otherwise and now where do you get the nerve to comment on high levels of rural poverty?

    The figures being used are somewhat out of date. Since 2006 many more roads have been built as well as health and education facilities in rural areas. The rural economy is benefiting from the bumper harvests and the recently applied universal fuel price should also ease the cost of transport in the areas in question. Despite the figures above being out of date, it highlights the fact that those who say the MMD administration is not delivering are being economical with the truth.

  7. povert reduction is just a dream Rupiah’s gov. When its election time thats when they go bribing our rural people.And thats how MMD gets a lot of votes in those areas.

  8. Sustainability isn’t about the quick fix or the cheap solution. Generally it means making a commitment and trying, as best we can, to honor it. In any worthwhile enterprise, from protecting the environment to preserving a relationship, we are going to encounter difficulties. The good life is not a problem-free life. In point of fact, the process of overcoming adversity often produces some of the most rewarding experiences we will ever have. Human beings need to be challenged to ‘test their mettle,’ as it were. Throwing in the towel at the first sign of trouble or small inkling of distress may be the easy thing to do, but it doesn’t help our self-concept. Most of life’s troubles can be overcome if we are willing to work through them with patience…I only wish rural could read this…

  9. We support the introduction of windfall tax on mining companies. They have to contribute to the social walfare through taxes. MMD leadership are being blinded by bribes form the mines companies. I wish to remind them that what goes up can never stay there for ever it has to come down in future. Its heartening to see leaders enjoy our wealth alone and never for the majority.
    You also poor people wake up let leaders be accountable. Dont vote for leaders in the coming elections if the can not justify where they got those riches. You have more power more than them.

  10. Very few people in the urban areas and govt officials benefit from the govt Taxes.

    per capita income may be very low but that does not stop the govt from EMPOWERING the Chiefs and people in rural areas with land. Not ifyo mulepela ba Mwenye and other foreginers. It is a matter of time that the Zambians shall want to reclaim it by P. Here in the diaspora (develpoed countries) we can buy/own property, NOT land.
    Thou shall not displace people for the sake ba Mwisa. NO!

  11. Poverty is not easy to alleviate. The most wealthy country in Africa has high levels of poverty. This could be attributed to the unequal system of apartheid of the past but the ANC regime has learnt that actual delivery on the ground is as easy as A,B,C. Rapidly developing countries such as India, Brazil and even China still have high levels of poverty. Even in the US, there are areas where life expectancy is only marginally better than in some poorest countries of the world. It can not be ignored that overall the poverty levels in Zambia are falling but that does not mean we should stop being realistic and expect to alleviate poverty in three months.
