The United Party for National Development (UPND) on the Copperbelt has said it is disappointed over the revelation that the party’s pact partners, the Patriotic Front (PF) has formed a shadow cabinet at a time when the two parties should have been discussing joint participation in this year’s elections.
Copperbelt Province chairperson Elisha Matambo said in Ndola yesterday that if it was true that the PF had selected people it wanted to be part of the cabinet after the 2011 polls without involving the UPND, that would be unfortunate.
He said although UPND members felt sidelined following reports on the PF shadow cabinet, they were still hopeful that the pact was the only way to dislodge the MMD from power.
“We still feel that the PF should come out in the open and prove that the shadow cabinet is not there, apart from demonstrating that they are committed to the success of the electoral pact. Otherwise, there is no smoke without fire,” Mr Matambo said.
He said although UPND was campaigning on its own, its leadership was still hopeful the UPND-PF Pact would stand so that the ruling party gets a credible challenge from the two opposition parties.

Mr Matambo, in a contradictory stance, said the UPND was focused on winning the 2011 elections, and that the party leader Hakainde Hichilema had rolled out a comprehensive campaign programme.
He said Mr Hichilema had not gone into hiding as suggested by Vice-President George Kunda recently, but he was busy campaigning.
And UPND national youth coordinator Brian Hapunda has said PF president Michael Sata does not have enough political muscle to wrestle power from President Rupiah Banda because his popularity rating has waned.
Mr Hapunda said in Lusaka yesterday that the shadow cabinet announced last week lacked seriousness and could not shake the ruling party.
He said PF was riding on its past glory even when it had failed to grab seats from the ruling party in the last two years after the presidential elections that saw Mr Sata come second.
Mr Hapunda said UPND had been gaining popularity and had won seats which were previously held by the MMD, while PF had failed to do so and had even lost some wards in in its strongholds such as Luapula Province.
He said the mature leadership provided by Mr Hichilema was responsible for the survival of the pact that was formed in June 2009 with the sole purpose of unseating the MMD.

What is strange about this so called Pact is,only UPND speak about and defend it.Worse still,the only person who dismissed tha alleged PF shadow cabinet is Given Lubinda cos ofcourse he was left out.Sata,Kabimba,Guy Scot and indeed GBM are all mute about the shadow cabinet,signaling that it is true.Meanwhile,cadres with misplaced hope continue chanting about the Pact that has never been there but only exists in the heads of HH and Kakoma.

There’s confusion in the PACT with conflicting statements coming from both sides. Time has run out and we’re still not seeing any joint capaigns with Sata/HH. PACT is a failure due to greed on both sides and HH is delusional if he honestly thinks he can reason with goons like Sata/Nsanda/GBM/Kambwili…? It just won’t happen, HH is an intelligent young man and it’s impractical for him to try and dialogue with kaponya’s with very low IQ’s.
The UPND and PF executive must now start holding meetings to iron out contentious issues. The game paly of misinformation must come to an end so that the electorate ca be better prepared. Even I want to know where things stand.

UPND, no need to feel let down. PF has only done the right thing. You too as an opposition party should have a Shadow Cabinet always. If the pact works out then you can agree on which of the two Ministers takes the lead and who deputises….

We all know what sata is capable of doing…!!! This cabinet is true. SATA has not said anything…therefore is true…. There is no way sata will win these elections. SATA is fearing to go for the elections for the pact Leader because he knows, he will not win hence forcing pact to appoint him which proved difficult for him…!!!!
This PF cabinet is a farce! The list is the work of the MMD and it looks like some in UPND have fallen for it.PF/UPND get together and sort out your differences NOW!
The shadow cabinet does not mean those people will automatically be cabinet ministers if they won the elections as a pact. The shadow cabinet is a way of dividing labour among the opposition members. Those in shadow cabinet are given jobs to specialise in one area such as health matters instead of all members to be commenting on all issues even fields that they are not familiar. Both the Conservatives and Liberal democrats in the UK have shadow cabinets but they have formed a govt through a coalition. Instead of complaining through the media UPND should seriously engage their counterparts in PF and iron out all differences. We are tired of hearing complaints from the pact members.
The list was fake for three reasons
1. even if sata is that greed he cannot take three position
2. Kalusa can not be a PF minister
3. The GBM position of Gender minister YALI MASETING coz of what he did to his wife. So the MMD want women to rise against pf for indending to put someone who batterer his wife as gender minister.
So UPND dont worry. But such a list should always exist wat if the pact does not work? Even RB and HH have such lists
The Pact is intact but its enemies will do and say anything just to create confusion. We are aware of more false propaganda from our opposition and are ready for it. I had a dream where I saw Sata concede the PACT presidency to HH-Then I saw George Kunda and VJ and Xavier fly to Luapula and Northern Province to tell the Bembas that Sata had sold the Bembas to the Tongas in exchange with $100,000 from HH etc- Then I woke and realised it was a dream.Still it was of little comfort to me
I also hear Sata has in his shadow’s shadow cabinet appointed his heart attack prone wife Kaseba as the Minister of Health and Good Milile, his daughter Fwenkula Zondwe as the minister of political rallies and Sansamkation while his son Mulenga Gbagbo Zondwe is the minister for Electoral Engineering and Ballot Stuffing fimo fimo.
They can manipulate anything but the only matter that will dribble them is the Barotseland saga. I mean, how do you deal with a secessionist movement while trying to be bedfellas with it to win an election? There will be a compromise and this will surely not be in the best interest of the nation but that of Banda and his insatiable wish to retain power.
Wheather shadow cabinet is true or false the opposition should realise that we are now in an election year and they should start talking about how the’ll go into this election now. if they dont want to go in as a pact let them break up now before they are caught unaware

If it were a farce why is Zondwe not disputing it? Sata has sometimes done the most foolish things and I for one cannot put this beyond him. Look at the Sindamisale arms cache which he accused Kaunda of stoke piling but when challenged to show the authorities where the arms were, Zondwe claimed he was too busy to do so. In Kafue, swams of flies were all over Mandandi’s backside indicating only two things, he had messed up himself or he was carrying “Dingi”. However, Sata told Chiluba it was Harringtom as minister of tourism who had ordered flies to swamp Mandandi’s backside for backing the stinking third term bid, and Chiluba fired Harrington. That’s Zondwe for u!
IT IS JUST A SHADOW CABINET & i am suprised that it can worry people, especially the ever-talking Elisha. Infact i would be having a problem if either UPND or PF didn’t have a shadow cabinmet in all positions. In as much we don’t know who will be the president, both paties have a right to have presidents rather than saying we will have a president after pact sits down. this should be true of vice president, chairman for finance etc. elisha feels threatened and is busy raising & throwing up hands in the air over an issue which honestly doesn’t need to be discussed. Will it be be logic to dissolve UPND structure (let alone remove HH from presidency) so as to wait for pact? Nonsense

The Bembas have a saying, “Bamukolwe nga bafula tabuca bwangu”. Why can’t the UPND and the PF have only one spokesperson, respectively, rather than too many spokesperson from everywhere in the country.
Better still, PF and UPND could have a joint media response committe, that is authorised to respond through the Media.

PATRIOTIC Front (PF) Lusaka member of central committee Paul Moonga has resigned from the party and has described PF president Michael Sata as an autocrat who could lead Zambia into turmoil should he be given the opportunity to lead the country.
Mr Moonga has also accused the PF president of promoting tribalism in his party, alleging that Mr Sata has since replaced him with a Mr David Chama.
Mr Moonga said his harassment by Mr Sata, his vice-president Guy Scott and party secretary general Wynter Kabimba resulted from his campaigning for United Party for National Development (UPND) Chilanga member of Parliament Cosmas Moono.
Mr Moonga said in an interview at the weekend PF is the most undemocratic political party Zambia has ever had since the country returned to multiparty…
