Fired Kalale doubts authenticity of 2011 elections

Former Electoral Commission of Zambia (ECZ) director Dan Kalale has doubted the authenticity of 2011 elections under the leadership of Justice Florence Mumba.

And Kalale has threatened to report Justice Mumba to the anti-corruption commission (ACC)for engaging an audit firm KPMG a contract to audit the ECZ at a cost of 1 billion kwacha.

Mr. Kalale told a media briefing this morning that the justice Mumba initially suspended him for refusing to allow KPMG a tender to audit the commission without following government tender procedure.

Mr. Kalale, who was fired last Friday has since called on the Anti Corruption Commission to take up the matter and investigate.

He said that the matter was brought to the attention of the auditor general who was upset with the ECZ chairperson.

Mr. Kalale said that the auditor general advised him to throw out the contract as it was irregular on account of contravesion of the laws of Zambia.

And Mr. Kalale has doubted the authenticity of the 2011 general elections under the chairmanship of Justice Mumba.

Mr. Kalale said Justice Mumba thinks that she knows how to run elections, when in fact she has little knowledge about it.

He said that justice Mumba has gone to an extent of frustrating ECZ workers at the commission thereby de-motivating them.

He wonders how the commission will prepare the elections with the kind of the working culture the chairperson has with ECZ staff.

He added that the decision to fire him is just a way of getting back at him.

Whichever president comes to power after the polls must as a matter of first order of office sign death warrants for the immediate execution of some judges and certain politicians. We honestly should never allow this stupidity to go without punishment because if we do, we shall never be able to cleanse this country ever of the ghost of deceit and insatiable plunder.

  6. I wish Mr Kalale could more clearer about elections this year not being authentic. Is he doubting the competence of Justice Mumba to hold free and fair elections, or is he insinuating that Government will use underhand methods to win the elction? Why is he speaking out now? This is what makes Zambian people doubt the integrity of public institutions.

Alot of guys at ECZ have got lots of money, built massions and living beyond their means. Even drivers there talk big my neighbour is just a driver there and he has built a mansion.   8. Very few Zambians more especially in the opposition will listen to Danny K, UPND went through a very traumatic experience soon after the 2001 tripatite elections, some provinces continued voting for nearly a week until the results were overturned. Sorry for AKM.

    Do you think Justice Florence Mumba would dare fire you if you have such information against her? Remember that she is an internationally acclaimed judge and that judges in Zambia are very well paid. Don’t create confusion when the country is well on the way preparing for elections. And don’t take advantage of the silence that the honourable judge is professionally trained to keep about your deeds.

The out bursts by Danny Kalale on Radio Phoenix of the Electral of Zambia just shows that this organization is a fraud a set up by Unip( I wont say MMD because there is no MMD in reality, it is just Unip of RB, WB and Nyangu the cow peas). For how else can someone defy the Auditor General’s instructions on who should audit the accounts? Sorry but Florence Mumba is from Chipata and could be a relative of the un holy alliance of RB Unip masquerading as MMD. Zambians please chose Upnd or PF not these crooks.

    In government agencies and parastatals this lingo means that Justice Mumba tried to clean up some dirt at the Commission.

    One blogger above has stated that there is loose usage of money where the commission (under Kalale of course) has been dishing out all sorts of cash loans to its workers. To stop this in a parastatal takes nerves of steel, the easiest is that you are swallowed into the same dirt. Justice Mumba is a woman of steel. Ba Kalale kalaleni fye bakalamba, your time has coem to go farming or pursue otehr interests like all other chaiefs who have retired and are quiet about it.

  53. It is good that the matter has been reported to ACC. Let’s hope ACC will do the right thing to investigate and establish the truth. People should not wait to be fired inorder to report an irregularity.

This is why the opposition and the general citizenry has lost trust in our systems. i wonder what would happen if one judge close to the corruption cases was to be fired! how many issues are likely going to be exposed????   91. Judge Mumba must be given the opportunity to clear her name of serious allegations made by Mr. Kalale. If she does not, she should step aside from her position of ECZ Chairperson. Her reputation as an acclaimed international judge does not put her above the law.
    An individual with such a cloud of corruption allegations hovering over her head should not over see the 2011 elections.
    if she remains in her post , without clearing her name, the ECZ which opposition parties have characterized as a tool MMD uses to rig elections, will be a sickening joke

All the resources should be utilised on ensuring that the elections are successful, so I really don’t understand why a senior Judge would want to make such an timely decision to load the ECZ with auditor. Yes audit need to be conducted but considering the work involved in preparing for elections it would make sense to use all the available resource for elections and then after the elections clean up the system at the time when eyes are not focused on ECZ.
