Government commits K586.5 billion for Western Province projects

The Ministry of Finance and National Planning has disclosed that the K586.5 billion which was approved by Parliament in its last sitting, has been provided in the 2011 budget for capital projects, infrastructure rehabilitation, and maintenance and development in Western Province.

Ministry of Finance Public Relations Officer Chileshe Kandeta stated that the K586.5 billion budget provision for Western Province excludes funds already committed under different capital programmes financed by development partners.

Mr. Kandeta said the 2011 capital expenditure allocation also excludes funds meant for operations, salaries and other non-capital expenditure in the Province.

He told ZANIS in a statement in Lusaka today that the provision of K586.5 billion in the 2011 budget for capital projects in Western Province represents a massive increase compared to K45.5 billion in the 2010 budget.

Mr. Kandeta pointed out that the 2011 provision is in line with Government fiscal focus for the medium term which is geared towards increasing expenditure on infrastructure and social services for the purpose of achieving targets of poverty reduction and economic growth.

He also explained that K541.9 billion has been reserved for upgrading Mongu-Kalabo Road, while K10 billion has been set aside for maintenance of Mongu-Kaoma-Tetayoyo road and K6 billion would be used to grade feeder roads under the Rural Roads Unit.

He said the move is in line with the country’s need to develop and properly maintain quality infrastructure for sustainable national development by 2030.

Among the institutions which will implement capital projects in Western Province in 2011 include the Ministry of Health which has a provision of K10.7 billion of which K8.4 billion is for construction of hospitals, K1.4 billion for rehabilitation of medical training schools and K843 million for rehabilitation and extension of health facilities.

Others are the Ministry of Works and Supply which has a budget provision of K1.43 billion of which K1 billon is for prison infrastructure in Kalabo, K200 million for construction of Kanyala Border Control and K200 million for construction of Imusho Border Control.

He also stated that the judiciary has reserved K1.1 billion for among other projects, construction of Shangombo Subordinate Court.

Mr. Kandeta further disclosed that capital projects under the Ministry of Science and Technology this year will cost K4.7 billion out of which K1.5 billion is meant for completion of construction works at Kaoma Trades Training Institute, K2.5 billion for construction of Kalabo Trades School and K700 million for construction works at Mongu Trades Training Institute.

He further disclosed that the Ministry of Education has reserved K1.8 billion for maintenance, rehabilitation and construction of school infrastructure in Kalabo, Kaoma, Lukulu, Mongu, Senanga, Sesheke and Shang’ombo districts in line with the long term goal of life-long education and training accessible to all by 2030.

Mr. Kandeta also revealed that the Ministry of Livestock and Fisheries Development has a provision of K3.4 billion of which , among other projects, K600 million is for rehabilitation of the regional veterinary and livestock laboratory in Mongu and K875 million for construction of Livestock Centres in Senanga, Kaoma, Kalabo, Sesheke, Lukulu and Shangombo districts.

Meanwhile, the Ministry of Agriculture has reserved K1.3 billion for various projects including construction of camp houses.

Mr. Kandeta has since urged the implementers of the projects and other capital projects across the country to ensure that all necessary tender procedures are done on time so that project execution timelines are observed and delivery of benefits to the people accelerated.

“Stakeholders around the Western Province and indeed in all other provinces are urged to take interest in the public works and projects that will be implemented in their localities to ensure that resources are applied for intended purposes and so that optimum socio-economic benefits of these public works and projects accrue to the relevant beneficiaries”, Mr. Kandeta stated.

This is desparation but let RB know that this propaganda wont change anything. NO vote from the province…

  5. Let me tell you something about Western Province. This money shall end up in peoples pockets btoh at the RDA, Provincial Administration and Council. I can assure you of this. At the end of the day, those civil servants are going to be so rcih driving around Mongu and offending the poor villagers. You need to ensure that all outstanding cases of financial abuse at Mongu Council, Provincial Administration and RDA are dealt with both releasing such huge funds. Who is going to receive these funds, and who shall approve their disbursements? Oh My God – what a waste.

  6. I don’t understand why anyone in their right senses would condemn increased Govt commitment to capital expenditure in rural Zambia? RB, keep it up, the beneficiaries will feel the impact of these projects on their day to day lives and they’ll vote for you. Most of the bloggers here aren’t even eligible to vote but are mere arm chair critics.

  7. The Removal of Abuse of Office clause now forms the licence to plunder public funds. It is Bonanza time for all those in Western Province who are anywhere connected with the money loop from Lusaka.

    You read my mind,that was my question when i just saw the headline;
    OK,lets do a bit of Maths shall we (K1.8 billion divided by 7 = K257 142 857) ie,Kalabo,kaoma,lukulu,mongu,senanga,sesheke and shangombo for maintenance, rehabilitation and construction of school infrastructure in Kalabo, Kaoma, Lukulu, Mongu, Senanga, Sesheke and Shang’ombo districts.
    How many school infrustructure has each district got for them to share the K257million

  9. This statement by Chileshe Kandeta is misleading and meant to hoowick the pipo of Western Province in the face of theirmishandling of the BA. Those figures are nothing when broken up.Its all lies.

  10. # 10 – This is not the first time a K 200 0r K 300 million kwahc is being disbursed to a district in WP. The problem there is that there has been rampant abuse of public funds at RDA, Provincial Admin, and Council. These institutions are the real casue of the the poverty that has caused the youths to riot there. The real cause is to ensure that disbursemets and tender procedures are done in Lusaka. I can assure, no village shall have a feeling of any impact from this – watch this space. Government should undertstand that the reason people are frustrated is becuase the government officers tasked with developing WP are busy building houses, and buying fashionable cars from tender procedural related corrupt practices arising from huge disbursemnts by Government.

The poor people of these towns wonder how government officials continue to bask in opulent wealth buying cars for themselves, their wives, and living a quality of life that the poor people know is derived from funds disbursed by government and seemingly looking down with scorn on the poor locals – who in the first place are the intended beneficiaries of these funds. So, if Hon Musokotwane thinks this is going to be a magic wand, he is in for a rud shock. The guys at the RDA, Provincial Admin, and the Council are now preparing the house plans because here is yet another God given gift from Govt to plunder.   13. 319 smooth criminal. This is not the first time government has disbursed funds. My point is that there is no real impact to be felt by this unless the tendering and contractor selection processes are revised to include the Chinese. Right now, if you gave a contract to rehabilitate Kaoma sec to a Zambian contractor in Mongu, firstly materials you buy at K 13,000 will be quoted at K 30,000 each in the BOQ. The guy approving the contratcor will not even care because he will hav connived with the contratcor to obtain materials for his house construction. The whole thing will not benefit the people of any district without a proper review of how previous funding has failed to change the face of WP. All I can give is advise, and its up to you to take it or leave it.

    I said that in a sarcastic way,not that im happy with this at all.Chipata/Mfuwe road upgrade was allocated K290billion,,,thats just a road,meanwhile the whole of Western province is allocated K500billion for both road infrustructure and whatever else

  17. Ha!ha!ha! almost 20 years on they are still allocating money which never does the job. Mongu Kalabo road has been attempted to many times without success and it happens every election year. I not too sure which election year it was but these guys made the road (not tarred) on the flood plain to prove there was development. And off course it was there to show off as it made travelling time shorter between Mongu and Kalabo, little did the people know that when the rains come there’d be no road. I just hope these people wake up and choose their leaders wisely.

Its another exercise in futility as the civil servants in Mongu continue to outshine the poor unemployed locals as they apply the loot to build more houses, lodges, farms and buy more plots, and latest cars for their spouses. The honest locals are so frustrated by Government lack of action on these funds embezzling schemes in Mongu, and Western Province which have resulted in the poor quality workmanship and retarded infratsructure development. Up to now, the public toilet funded by MLGH is still a white elephant despite numerous audits into it. I advise that the funds be channelled through Charles Milupi who has proved to be a reliable user of funds in Luena constituency. Wait and see.

  20. We’ll tell voters in Mporokoso that have been voting for MMD that they have to demostrate if they want Mporokoso-kasama road to be tarred. We’ll also warn them to forget about any road maitenance this year as their allocation has been redirected to Western Province. Why are they wasting money in Western Province when they’ve recently been braging about diamonds everywhere under that sand of theirs not mention oil reserves.
