Change: What Kind of Change?

A few days ago, someone posted a link to a story which was published a few years ago by one leading private newspaper in which it really tore Patriotic Front (PF) leader Michael Sata to pieces accusing him of being unfit to run for the office of President, and how that he is capable of doing anything to get to State House.

However, one or two persons were not impressed with the posting, arguing that why focus on the past. Rather, what the two wanted discussed are new issues, and most importantly for them, the past does not matter. All they are interested in is change.

Change really!
How that word has come to be loved in Zambia since 1991. In fact, the word change this year has been used (abused) much the same way it was in 1991 during the transition from one party to multi-party State. In fact, a few people are likening this year’s elections to the ones that happened in 1991.

If that be the case, then does it not make sense that the mistakes of 1991 are not repeated this time around. Or unless Zambians are such gullible that they do not learn from their mistakes. The mistakes of 1991 are well documented, but just for the record, we the people of Zambia kicked out Dr Kenneth Kaunda and his United National Independence Party (UNIP) believing that we were being led to a land of milk and honey. But as subsequent events proved, this land was more or less similar to the one in hell or a land forsaken by God.

Question is, are the majority of Zambians prepared to go back to go that path again? Let us hope not. And if that is our hope, then the first thing we should do is to ensure that leaders are made to account for their actions, whether they committed them in the past or the present.

Any leader who has presided over the affairs of this country should account for his actions, this is irrespective of any political party, be it the ruling Movement for Multi-Party Democracy (MMD), PF, UNIP, Liberal Progressive Party (ULP) and the United National Independence Party (UPND).

In any case, if we as individuals are made to account for our actions, be it at home or work, why should the same not be the case with politicians, who for most times, are the biggest liars. Like all elections, this year’s is about making choices as to which direction we want our country to go. In fact, it is about making choices for our children. What kind of a future are we bequeathing to our children, one without proper roads, hospitals, schools and employment? The choices are indeed ours to make.

Rightly so, the talk in this year’s elections should not only be about issues surrounding not only incumbents but those hoping to take their place, especially those that have been there before such as Michael Sata, Mbita Chitala, George Mpombo and Mike Mulongoti.

When an individual takes the initiative to run for public office, they must understand that they will be held accountable for their actions, whether they happened 10 or 20 years ago. Understandably, this has not been the case for Zambia in the past, the more reason why huge mistakes have been made. Had we taken time to scrutinize those that were running office in the 1991 elections, it is highly unlikely that the country would have found itself in a scenario such as that which was obtaining in 2001.
That is why those of us who were hurt with the happenings of public office between 1991 and 2001 should ensure that history does not repeat itself. We know what kind of promises were made to us, and how they lamentably failed to keep them without any shame whatsoever. KK had warned us about the people we were electing into office, but we ignored him to a point of insulting him by calling him all sorts of names. If he was not a Christian and Statesman that he is, he would today be laughing at us. But he is above such petty matters, and he can only wish us the best. And the best we can do is to not ignore his advice this time around. He has in the past warned us about certain leaders. And as such, let us not talk about change for the sake of it.

Should the PF be elected into office, will that be considered change? Is that the change that we can proudly talk about?

For some people, it hurts, but these are harsh facts that one has to live with.

Michael Sata, the PF leader was one of former President Dr Frederick Chiluba’s close confidante’s for close to 10 years and only fell out of favour when he was ignored as a presidential candidate for the MMD in 2001 in preference for Levy Mwanawasa.

And for the record, Mwanawasa resigned as republican president because Dr Chiluba was allegedly over-protecting the likes of Sata from prosecution for alleged corrupt practices.

The point simply is this, if the first 10 years under the MMD rule were so destructive, then Michael Chilufya Sata is part and parcel of that. He is the ink with which that 10 year history will be written. He served in very senior and influential positions including that of Minister of Local Government and Housing, Labour and Social Security, Health and Without Portfolio, effectively making him number three in the country.

Some people like calling him man of action, who performed exceptionally well in the positions that he served. Indeed man of action!

Where was he when council houses were being sold for peanuts thereby effectively killing our local government system? Where was he when our mines were being sold to Anglo-American and Binani only for these mines to either close or be put on liquidation?

Where was he when our health system was getting destroyed with the so-called health reforms that only succeeded in ushering a culture of transferring patients (politicians) to Morningside Hospital in South Africa? Where was he when the co-operative movement was being destroyed thereby effectively killing our peasant farmers who are responsible for feeding this nation? Where was he when this discriminatory Constitution was being enacted? Where was he when a law was being introduced in Parliament by then Minister of Legal Affairs Roger Chongwe to deny former UNIP leaders like Grey Zulu their dues thereby effectively rendering them destitute? Where was he when the Presidential Slush Fund was being introduced?

If indeed you want to pretend ignorant, assistance will be duly rendered. Michael Chilufya Sata was a Cabinet Minister, a senor one for that matter.

So, returning such a man to government with all his other weaknesses is what is called Change?

God help this poor country!
Broken promises made by politicians have become an expected outcome after they are elected. This must change.

Accountability is a term which some politicians like using but hardly want practiced on them. That said, we shall make them account for their actions, whether those in the past, present or future in this year’s elections.

  1. Siulapwa this is great. Let us not repeat the mistake. Sata is not a man of action but a crook who deserves to be retired this election year. He is absolutely corrupt and an empty vessel.

Simple logic, Sata was only a minister who did not have the powers to make certain decisions. do you think Mutati has the same powers as RB? certain issues regarding change can only be done when the head decides to. just think of MMD under Levy! the same party seemed to have a different manifesto, the MMD under FTJ, LPM, RB has been different

We know the kind of change we want. its called REAL CHANGE. The opposite of REAL OF CHANGE is Fake Change. Fake Change is what Sata represents and we do not want FAKE CHANGE. So your lack of objectivity on important national issues should not blind fold you into thinking that a man with such a pathetic political history and experience outlined above should be mistaken for change when in fact he represents fake change which we continue to reject. Even in this years elections we shall reject it.

    I think the villagers will save us again from this regrouped band of people that have been sucking all the juice from the fountain called Zambia and they feel like it is their birth right and only them and no one else.

To me now,the name “Siulapwa” is synonymous with disgrantled myopic MMD bootlickers who don’t reason.1.Siulapwa is rightly condeming Chiluba’s corrupt regime where Sata was just a minister with limited powers and is deliberately ignoring that his Rupiah and MMD have embraced Chiluba their political consultant,so Rupiah is even worse here because Sata wants to deal with Chiluba. 2.Siulapwa is asking where Sata was during privitisation,again,the chap is ignoring that Rupiah dubiously sold Zamtel and is involved in many other corrupt deals the NAPSA one inclusive.Abuse of office clause,failed consititution,mobile hospitals,arms deal,etc

    The article provokes some interesting thoughts in retrospect but in my opinion, the author has only polarised but failed to give the reader an alternative.

    The truth of the matter is that change remains the primary form of a democracy and only the call for change will continue to move the masses to the polls in any nation. In Europe and the US for instance, change is the order of the day in politics. If a government is not seen to be delivering the general needs of society, it is voted out and a new government is created. It is rarely a question of personal obsession about certain leaders. It is rather a collective will to decide which government is able to connect and deliver the needs of individuals. Change is simply democracy in practise.

  15. The aticle underlines the fundamental problem. The presidency is too concentrated in one person. There is need to spread the power around through a better constitution. Sata seems to have at least promised that CHANGE.

I believe that the only way forward for a country like ours is for individuals to excel in whatever they have chosen as their career or hobby. After each one is successful, then it is bound to rub on to others so that together Zambia can move forward. Sata, RB, HH do not have all the answers and I can assure you that whoever becomes President will be under the spotlight and critics will start throwing mud at him from the first day. I am always reminded of what JFK said and I quote “Ask what you can do for your country and not what the country can do for you”. The American economy is driven by entrepreneurship and not hero worshipping of individuals.

  27. @5, as a government in waiting, we tell a good leader by tracing what he has done in the past, and who he has been associated with in that past. being a minister and therefore not being responsible for the mess caused by a government that you served is the ultimate sign of betrayal. mr sata was part and parcel of the first ten years of mmd rule, the records are there to show his wholesome endorsement of that regime, these include interviews on znbc tv with late goretti, newspaper archives especially the post. he insulted anybody who dared oppose. now if he did not agree with the regime surely he could have formed pf then, in 1996, why wait until 2001? sorry guys the man has too much baggage to be considered for plot 1 and you know it in your hearts.

  29. #25 I like your quotation from JFK. Allow me to digrace a bit. Zambian politicians will only change something if they see that they are personally going to gain something out it. A case in point is dual citizenship for those of us in the “diaspora”. This issue has been tabled and raised at a number of meetings but nothing has been concluded up to now. If one of the politicians was directly affected, I can assure you that it would be concluded at lightening speed. Most countries are now being ruled by people below the age of 50 e.g. England and USA but we are still looking to recycled politicians to lead us in this age. I am in my 40s and I can remember people like VJ , SATA , RB when I was still at primary school. Where are the young and future leaders?

    We need a people centered ideology and government. The PF is the only main party that fits that bill.

    The UPND has no chance – get back to me when they are bigger than the PF. Even if they were, they are still dull enough to hang on to the same neoliberal ideology – deregulation, privatisation, free markets for transnational capital. More FDI and theft of resources.

  39. Mmembe and his editorial staff have a tendency of quoting anonymous sources and in this way they are constantly misrepresenting the facts to smear innocent people by innuendo. Mmembe’s newspaper has tried to disingenuously portray PF as moderate party. Every organisation takes after the character of its leader, if a leader can encourage use of machetes and abductions to win a by-election, can such a leader be called a democrat? This is the misinformation Mmembe is purveying about PF, but the Zambian masses of 2011 will not buy that nonsense.

  40. Until this article, I have been wondering who funds Lusaka Times. The blog is now an extention of Times of Zambia or  MMD campaign blog. Lets take the facts as they stand; Sata worked with Chiluba and therefore is not fit rule Zambia. HH worked with Chiluba and was responsible for the liquidation of many companies in unclear manner pocketing billions. Does he qualify to rule? Rupiya Banda worked with Kaunda and was responsible for the economic mess of the 80s and the violence and intimidation of the majority. He worked with Levy and his government is known for corruption. Yet he and HH are the best candidates for Zambia and not Sata. The reason the author ignored RB and HH is because they are overshadowed by Sata. Be civil, sell Rupiya if he is marketable or shut up!! Period!

  45. There is a doctrine in Law that says: ‘Falsus in uno, falsus in omnibus.’ many modern lawyers may not recognise the Latin but will use this doctrine in court ad infinitum. It is what American lawyers on TV are head to say, ‘It goes to character, Your Honour.’ The past that determines how a person will behave in the present and the future. The Law does admit of reformation but there must be certain provisos. If a man cheated in a secondary school examination at 17, that is not a problem compared to one who swore an affidavit to alsify his age from 22 to 18! A teacher who lies to his Head Teacher commits a lesser offence than a Minister who lies to Parliament. Once wrong, especially under oath, always wrong!

A man swears at his wedding, ‘Forgetting all others, I will cling only to you.’ That is an oath which holds as much force as an oath of political office, NAY MORE force, because it is made in the ‘presence of these gathered and before God Almighty!’ If such a man now wants to run for the highest office of the land, how can we trust him to keep his oath if he has been unfaithful to his wife and gone on to sire children outside wedlock?     By the way, can the author mention one, just one, Cabinet Minister in Rupih Banda’s administration who is a total opposite of what he has said about Sata? If not, shouldn’t that tell him something about how most African governments operate! To blame Sata for Chiluba’s blanders is like blaming a bus conductor for an accident caused by the driver’s negligence. Just because the bus conductor is part of the crew does not make him responsible for the driver’s mishaps. Chiluba was the President and he, and him alone, should pay for his sins. Mr. Mpombo’s situation says a lot, doesn’t it?

  49. Sulapwa well said dear, this is the same Mulongoti with his close friend late Tentamashimba (MHSRIP) accused many times in Zambian politics. The same Sata who was for 3rd Term in Chiluba government, Minister Without Portifolio and key advisor to Chiluba in whose term Zambia only managed to build a fly-over bridge at Manda Hill. Nothing in him and his friends has changed to deceive Zambians that he is better today than yesterday, overlooking the saying that old people find it difficult to learn new tricks. If there is need for change in Zambia then it should be systems change not necessarily having the Mulongoti, Sata and Mpombo replace RB.

  50. By the way, Zambians would do well to realize that the Rupiah Banda accused by opponents today has made tremendous achievements envied by many countries. He has managed to continue where Mwanawasa left and grow our economy with impressive macroeconomic stability. Give him one full term of his own and if he messes it up then you can talk about change. Now that Sata, Mpombo and Mulongoti are close friends, Zambia should expect the same management style like in Chiluba times and be ready for the worst change that ka Catholic Priest is preaching about.

The truth really hurts. for those that are demanding a balanced article on all candidates, i believe we have read how Daimone has in the past trashed RB. his is like a book with so many chapters and let us take this as one of the so many chapters. thE worst thing to happen indeed is to allow MCS to rule. there has never been a day when i have herard MCS artiCulate issues but only insults and innuendos, suing zambians that are reminding him what the Post wrong abt him. he is simply intolerant to criticism. there is no way MCS can be distanced from FTJs misrule when infact he was more powerful than vice presidents! FTJs fear of making sata veep was that other tribes would complain. the post has simply backed the wrong candidate and this they know. they as a paper have lost credibility

  54. Why do we fear Change. We did not make a mistake by voting out KK and UNIP. The mistake we made was to keep and allow MMD to manipulate the constituition. We need Change and continue making changes to the government.

    deal with the well articulated issues raised. HH was not a minister or powerful government figure in the MMD govt of Chiluba. He was just a young employee of an international accounting firm that was hired to carry out work on behalf of Sata and Chiluba. He had no influence whatsoever on the the Chiluba/Sata govt. Sata on the other hand was Chiluba’s principle adviser and trusted confidant who had access to FTJ and had a lot of influence on what he did. Sata was also one of the principle defenders of Chiluba when he was being procecuted for plunder until 2008 when Levy died and FTJ opted to support RB. Aren’t you people be ashamed of hypocisy please!!

What is the problem with mmd? instilling fear in voters not to vote for sata will not work. he is jst attracting more sympathy votes. if sata commited all those mistakes u are saying while in govt then he has the xperience to do much more better. he was in govt and has bn with us the pipo as an opposition leader for 10 years seeing mistakes commited by govt, injustices of govt. so he is better placed to offer change than the boys in diapers.

  57. The author is mixing up facts or he doesn’t know what he is talking about. Is he insinuating that we should have kept KK? If KK had stayed, would the things have become better? Zambians know that the economy had collapsed. Vigilantes were beating up people. KK himself had become a dictator. Innocent people were being tortured, people like Chame Chakomboka, Brig. Miyanda and many others. Should we keep the MMD because Sata was part of them? Not at all. We are talking about a government that is corrupt, has failed people and does not care for the common people.

The author does not have anything to counter the growth of PF and its leader, but ask silly questions about where Sata was when Chiluba ran amok with corruption. What he does not ask is why has Sata not been ensnared when FTJ and his gang have all been convicted.     49 has a point. Mwanawasa was condemned just after the elections. He was given a chance and he proved all of us wrong. RB has been given a chance and he has messed up. HH talks well and analyze issue intelligently. The Question is, Does he have the numbers? SATA- We know him to an extent, how firm he can be when it comes to discipline. There is so much we don’t know about him as he has never been president before. As a registered voter, I will give my vote to him, and allow him to prove himself just like we allowed levy to prove himself. The bible says Judge not.

  62. In one of his in fact very gullible questions, Siulapwa asks; Where was he when a law was being introduced in Parliament by then Minister of Legal Affairs Roger Chongwe to deny former UNIP leaders like Grey Zulu their dues thereby effectively rendering them destitute?

    What this actual gullible MMD/UNIP cadre Siulapwa is saying is that MMD cadres must be paid by government. Siulapwa cannot delink the party from the government. Grey Zulu was Secretary General of UNIP, not the Cabinet. I would have done the same. Not pay Grey Zulu pension from government coffers. This statement/question from Siulapwa shows how dull he is, how he does not know what he is discussing. In essence, he is saying that Government must Mr Sata, Chitala, Katele pensions since they were Secretaries of ruling MMD.

  67. Actully the author of this article is generous in his criticism of Sata because their is much more evil associated with Sata. Most of it will come out in the Chanda Chimba III publications. Even Sata himself is now panicking because he knows the weekly newspaper will reach the compounds and remote villages were voters who don’t have TV’s will read them. Sata will not succeed in burying the truth about his past and all you PF blind loyalist supporting him won’t be able to hide behind the usual ‘why does MMD hate Sata’ nosense anymore. You can scream your lungs out about you continuing to vote for him(we know you have been voting for him anyway) but the most important thing is most undecided voters will be reminded of his past and persuaded to vote against him.

  68. I will not vote for Sata. Want reasons? 1. He demoslished Kanyama with a few months of MMD coming to power in 1991. A baby was crushed to death in that fiasco. 2. He took pangas to Chawama and hacked people there just for losing an election to Samukonga. I dread to think what he would do as head of state. 3. He took 2bn parliamentary money and flew it in a helicopter to an MMD convention in Kabwe. 4. He is intolerant to divergent views. his abductions and beatings of his supporters for which his henchmen have been jailed and the hiring of thugs to attack Siliya in Northern Province is proof enough. Add to that what happened in Mufulira and the fact he has never held an internal election in PF to legitimise his hold to power.

  72. 10. I am a Christian and I beleive leadership comes from God. God chose LPM and RB over Sata even when these two at the time were not as active in our politics as he had been. Actually we beleive that one was waken from sleep and the other was recalled from his farm to come and lead Zambia while Sata was in the political field flexing his muscles.

  73. Zambia needs fundamental change, not just changing individuals but leaving the system intact. We can change the individuals as many times as we want but if the system remains the same, we will keep facing the same problems. Currently, political leadership is too ceremonial in nature. We need a system that is more managerial in nature. In ceremonial leadership, too much emphasis is placed on the powers and privileges of leaders than on their performance. Politics in Zambia has become lucrative because of the power and privileges that come with political positions. As long as accountability and performance are not attached to political positions, we will keep crying for change which will never come.

  77. I totally disagree that plunder is the number one reason that Zambians are experiencing poverty. Poverty is a function of global economic imbalances. Zambia now has the largest copper mine in Africa, DRC has the largest deposits of Cobalt, but why are there no metal exchanges in Africa or commodity brokers? This is the reason Sata and the Post must never be allowed to use plunder as a way of getting into state house. If PF is interested in governing, let them build a credible economic plan that will counter that of the MMD, and so far PF’s economic plans are murky. No more lies of 1991 and MMD is coming back strong.
    HH and Chipimo represent the future.

It seems to me that the Zambian “townies” can be quite myopic and one hopes that the peasant farmers will come to the rescue again. We have lots of bright talented young people in Zambia. Let us all work hard, use our brains, to modernise the country, grow the economy rather than recycle Mr Sata and his ilk. Come on all we can do better. As for the alternative that is a toughie. My suggestion is simply this. Give this Government another chance to continue this economic trajectory.

Mr. Ramseys use cases of rogue non-compliant collections that should land anyone in prison. In summary his speil is a load of crap from 09. Collection agencies were the wild west back in the day but have cleaned up or at least sued into oblivion. These days most agencies are super compliant. And all the rogue collectors left, because they just don’t make as much money anymore.
