Mabenga accuses Sata of opposing the upgrade of 6 Western Province Health Facilities

PATRIOTIC Front leader Michael Sata proposed the downgrading of six health facilities to clinics in Western Province when he was Health minister arguing that a single province could not have six hospitals.

The six health facilities were consequently reduced to a status of clinic or health centre. MMD National Chairperson Michael Mabenga said Mr Sata could not today claim that he loved the people of Western Province when he was openly opposed to the development of the area.

Mr Mabenga also said Mr Sata as minister without portfolio had instructed the department of marine in Mongu to move a dredger (a special boat used to enlarge water ways) from the province to take it to Luapula Province.

He said in Lusaka yesterday that Mr Sata’s hatred for the people of Western Province was well documented and that he would not cheat them today that he was their Messiah.

He said in an interview that the opposition leader had decided to down grade the six hospitals only because he has no regard for the people of the province.?He said Uka hospital in Kalabo, Mangango hospital in Kaoma, Luampa also in Kaoma, Sioma hospital in Shang’ombo, Litambya hospital in Senanga and Mwandi in Sesheke all had their status reduced on account of not meeting Mr Sata’s standards when they had operated for many years as hospitals and their standards should have just been improved upon.

Mr Mabenga said the ideal situation was for Mr Sata to up-grade the hospitals and ensure that they met his prescription and also wondered what was wrong with a district having two hospitals.?He said as a result of that, the hospitals were reduced to health centres and their bed capacity was reduced from around 120 to 60 in certain cases.

Mr Mabenga said Mr Sata was telling lies when he claims that he liked the people of Western Province but that he merely wants to ride on their votes to get to power and the province would be left behind.?He said Mr Sata did nothing to show that he appreciated the people of Western Province when he was minister of Health and then Local Government and Housing.

Mr Mabenga, who is also deputy minister of Lands, said Mr Sata had nothing to do with Western Province even when he was Minister without portfolio.?He said the people of Western Province only remember Mr Sata for threatening to withdraw the recognition of the Litunga of Western Province as a traditional leader.

Mr Mabenga said Mr Sata was a traitor who lacks the vision to develop the country and wants to cheat the people of Western Province because he had been lying on many occasions.?He said Mr Sata would fail to deceive the people of Western Province who were very clever and understood his background having worked in an alliance with United Liberal Party (ULP) president Sakwiba Sikota.

Mr Mabenga said Mr Sikota tried very hard to campaign for Mr Sata during the 2006 presidential and general elections but he could not win a single seat and said the PF would always be rejected in the province.

He said Mr Sata had failed to show the people of Zambia his road map for national economic development but had only concentrated on character assassination of President Banda who had performed very well and that people were able to see.

Mr Mabenga said Mr Sata should reflect on his performance in Western Province when he was minister and assess if there was any value that he added to the welfare of the people in that province.

  1. Cheap politics indeed…..it’s unthinkable that politics can sink to such levels……. I challenge seniors citizen to make constructive comments about the state of affairs on the political scene and not make biased opinions!

  2. This id.iot is a liar. Kaoma District Hospital, Luampa ECZ Hospital, Mangango Hospitals in Kaoma District, have always functioned at Hospital level. For Luampa, it operated at full capacity under SIM missionary Doctors, until 2002 when an American Doctor, Rob Congdon, was threatened at gun point by local people that they wanted him out because he had brought pro-qualified staff policy which deprived their local people job opportunities to work as dressers, CDEs. That time Manjata was the Luampa MP and Cabinet Minister, and all these happened with MMD’s full knowledge. 2003, more Civil servants were harrassed by the local people and left. All these were being done by the MMD Councillor led gangs, and the former councillor is now at the Zambian High Commission in SA.

  3. What has Mabenga done for the people of Western Province as Minister and MP, after all (if I am not mistaken) isn’t does he represent a district in Western Province as MP?

    In fact UTH should be down-graded to a clinic. It does not qualify to be a teaching hospital (a hospital associated with training our future doctors) in its current state. To fault one Minister (Sata) when the Nations budget is the responsibility of the entire cabinet is ridiculous, to say the least. In fact the President has more say on the budget (has the power to “veto” certain expenditures) than a lowly minister of Health, without portfolio, or whatever! By the way, why hasn’t the situation improved since Sata left as Minister of Health more than a decade ago? This is a collective failure of MMD, period!!

Furthermore, these Church led Hospital are run in such a way that frustrate qualified Zambians, as they favour members of the responsible Churches, and give leadership positions to church memebers regardless of their qualifications. For the rest of the Hospitals, they suffered a lot of qualified staff losses when the Central Board of Health was being phased out by Brian Chituwo, and DHMTs could no longer hire workers directly, as the system was being re-centralised again. All these started happening under Levy P. Mwanawasa (MHSRIP) with Chituwo as the architect.

    Cheat the ignorant, because we will expose you. Sata was not there when these hospitals were scaling down due to staff shortage and high running costs.

    MMD stopped taking power to Luampa because they lost in 2006, .

  6. #2 thanks for an insight. It appears that MMD are now at a desperation point. How could Sata possibly instruct to remove a dredger when infact there was a different minister in charge. All Sata has done is to address Westerners on their concerns where Kunda failed. Mabenga should give our people in the western province some respect as they are capable of making up their minds on their own accord. Swaying them with lies is just an insult to them.

  7. Infact, the Hospitals he has mentioned performed better 2002, especially the Mission Hospital. Luampa Mission Hospital was like a Provincial Referral Hospital, until Stephen Manjata started interfering using Politics as he thought the ECZ Bishop would one day contest as an area MP.

    The new Kaoma District Hospital has been funded by the Dutch Doctors, calling themselves friends of Kaoma, because for a long time, Kaoma Hospital was being run by Dutch Hospital until 2003, when Zambian Doctors, a couple, now at CIDRZ, took over from the last female Dutch Doctor who was/is at the Dutch Embassy. MMD just came in towards the end to contribute about 10% of the cost, and I’d not be surprised that they are timing to open it before election.

    Liar, Sata was not there. Lies won’t win you votes.

  10. Michael Zondwa Sata cannot be divorced from the activities of the MMD between 1991-2001. He used to be the Minister without Portfolio (third most powerful in the Chiluba cabinet). He then became Minister of Health. According to Kaponya legend this was when he improved the health sector. Kaponya’s praise him to high heavens because he introduced ‘trousers’ for nurses! My foot! The other of the cobra’s so called achievements during his reign as health supremo was the introduction of the so called Central Health Board with its accompanying Provincial and District Boards. Hospitals became Management Boards. The problem with this is that the cobra took Medical Doctors and turned them into administrators at these Boards. Doctors are not administrators! Levy came and scrapped the rubbish!

      If you don’t understand how health institutions work, it’s sometimes very good to keep quite. A doctor is & will remain an administrator. Who do you think is occupying the District Medical Office, Hospital Medical Officer In-Charge, Provincial Medical Officer, PS MoH HQs?

      The system is still the same, it’s just the change of name from Directors of Health to Medical Officer. The only change that took place was the abolition of CBoH because MMD was finding it difficult to abuse Donor Funds for its Political activities. I hope you know what happened from Kashiba Bulaya & one branched Bank in Lusaka to Kapoko’s issues & GRZ paying back Global Funds.

      Let us wise up, & see things beyond political stupidity, it’s a common man suffering & is paying the price.

  11. What a political misfit. People may I ask, is this not tribal somehow? Trying to influence people to vote on regional or tribal lines. Leaders of this kind, any museum for them to be parked as national heritage for failed politicians. These may include the Winas, just busy boot-licking for survival. Let Wina go and make a rally in Western, not even a mad/stray dog will attend. Mabenga just prepare lies on what to tell people about your shootings of your subjects over the BA. Kucakobe kamuutwa when your subjects are dieing by the gun. We will see.

No one is saying he should not campaign, but just advising that crocodile tears are not a good way of winning votes. He can cheat kids but not adults like him.   20. I will not be surprised if MMD claims that Sata is the one who instructed the police to shoot and kill unarmed and innocent civilian demonstrators of the BA1964 in January 2011. Big Lesson to all politicians… Never take people for granted…see what is happening to MMD? They have no idea on how to effectively respond to what has hit them

Every politician from the ruling party to all opposition parties are talking about him. Even ba miyanda . I can tell you that if the word sata meant development zambia would have been the richest country in the world.

  22. It is not debatable that Sata in Western Province will still lose to HH and probably even to Milupi. RB is still taking that province with at least 55% of the vote, Period. You PF muppets who just sit behind your laptops, read the post online and start hallucinating that PF is popular in Western Province are lying to your souls. The best Sata will get in Western Province is 10% or 11%. I may actually be flattering him with these percentages. Despite the CDF scam (and Sata had many scams in MMD) Mabenga is saying the truth.

  24. # 17 dont mind # 27,,he doesnt know what qualification an hospital  administrator should possess. let me tell him,,Public Administration(B.A Degree or Diploma) is the first priority qualification for hospital admin,in case u dont know find out. A doctor can only be a director at a district level,period. no wonder educated levy scrapped off the nonsence introduced by the illiterate myopic sata. Mind you kaponyaz dont think MMD is losing this 2011 elections,not at all. we kno all the corners and we have vast experience.

    I am showing off, just merely stating that some of are one step ahead of the most, and need to be given preferntial treatment respect and due.   26. G.K. The patriot, thank you. I agree with the writer that sees the way these so called leaders promote division on tribal grounds. What a shame. The one thing that is next to impossible to attack Sata on is how he run the Ministry of Health. Where as many ministers opt to use this opportunity to steal from the pubic the man actually brought change that was felt by both government health employees and the general public at the time. That rather than build on it we have this kind of politicking shows how selfish the none-transparent thieves in this country are. If my brothers and sisters in Western province were to fall for this I would say we as a country would regress. But I feel confident they like many Zambians see through this cheap propaganda.

    • I absolutely agree with you. I’ve been to the remotest places in Western Province where health services are only offered by CDEs (Classified Daily Employees) without any form of communication to call for an ambulance from the nearest hospital more 100km away, and the place is only serviced by a sandy track (not a road) which requires a 4×4.

      If Western Province falls for this irresponsible propaganda, Zambia will indeed regress, but they’ll be the ones to continue paying the heaviest price. They’ll do better to liberate themselves, and joining hands with the rest of the well meaning Zambians.

    I feel really sorry for people like you who are very blind to reality. I wonder which health care system you are referring to, definitely not Zambian. A hospital administrator, regardless of his/her qualification is an auxiliary hospital worker without any medical technical know how who serves as eyes for the Medical Officer In-Charge, to see who has and who has not reported for work, manage non-medical supplies, e.g. food for patients, laundry, fuel, transport, etc, but operates under the supervision of the Medical Doctor.

    For your own information, I know the Zambian Health care system inside out; show your fellow ignorant people your ignorance. Learn to give well researched/informed responses on this blog, and you’ll learn and understand issues better.

If I were Mabenga, I will start making preparation by contacting possible “refugee” destinations abroad because when this Sata comes to power, the likes of Mabenga may as well live out the rest of their useless lives in jail. And if the experience of the Barotse activists is anything to go by, the likes of Mabenga, Dora Nullity Siliya, Kunda, Bwezani and Shikapwasha will never last long before they kaput in Chimbokaila. Only time will tell but the future is very bleak for the MMD plunder zealots.

  32. # 38…i wonder what qualifications u have and it seems its those diplomas which are connected without base. let me tell,,most of my friends with Bachelor of Arts Degree in Public Administration from the university of zambia without any medical or health qualification at all are in health sector of Zambia as Hospital Admin and HR positions in most of the Zambia districts. i guess u are claiming to know the health system but u are not aware of the fact that the health system has been restructured and doctors in districts can not be administrators…get me.

    What is your argument here? If you look at my post, I do agree that there are HAs and HRs in our Hospitals. And you should know that the position of Hospital Administrator was strongly factored in the system by the health boards. Yes, the MoH has undergone restructuring to meet new challenges, but my point to you and everybody else was that the offices that were occupied by Doctors as Directors of Health/ Medical Superintendent at every level are still being occupied by the same Doctors. HAs and HRs are subordinate to the Medical Officer-In-Charge, ask your friends who is in-charge of those Institutions where they are working.
    It’s just titles that have changed, roles of MOs hasn’t.

    Your questioning of my qualifications is infantile. Debate issues.

    When I say a Doctor is an Administrator, I don’t mean he carries the title “Administrator”, NO, far from that. What I mean is that Doctors carry out administrative duties as head of the Health Institutions or District/Provincial Medical Offices. In the context of that principle, that is why I said a Doctor is and will remain an administrator, not that he/she’ll assume the title Hospital Administrator. Hope that alleviates your misunderstanding of my posting. I rest my case. People can find out on their own.

The record of SATA as a Health Minister beats them all who ever worked as Health Ministers because I worked under his tenure and compared with the rest none could beat what SATA achieved as a health minister! He also caused us to be motivated as workers a feat not so easy to achieve in Zambia at the time. Accuse SATA on something else not as a Health Minister because my 12 years were the best during his time! Stop witch-hunting Mr. Mabenga!
