Ministry of Finance issues new statutory instrument to empower local entrepreneurs

The Ministry of Finance has issued a new statutory instrument which seeks to empower local entrepreneurs under the preferential reservation scheme in public procurement.

Citizen Economic Empowerment Commission Board Chairman Dr. Overs Banda says local entreprenuers will be empowered by reserving certain public procurements to Companies that are citizens influenced, empowered and owned.

Dr. Banda says a circular will be issued by Zambia Public Procurement Authority -ZPPA to instruct all government institutions and parastatals to commence implementation of the preferential regulations.

He says all procurement of goods not exceeding 3-billion kwacha will be reserved for the mentioned companies.

Dr. Banda told a media briefing that under building construction works, reservations will be up to 20-billion kwacha while for civil and road works, the thresholds shall be up to 30-billion kwacha.

He says other provisions of the instrument include providing for adjustment of bid prices during evaluation so that it favours citizens influenced companies and citizen owned and empowered companies.

  3. Bribing people to vote MMD, this is the trick. Why start the money games now? It is not in our interest to develop tenderprenuers who will not influence the well-being of the majority since all tenders that will be available may not be done within the current political life of Zambia.

  4. De idea is gud but hav u done yo homework to reflect on past failures. Most of our local contractors lack capacity. Out of a total road network of 91,440 km only 20,117 km is paved and 71,323 km unpaved (2001). Despite that government has spent colossal sums to date we still doing the same jobs, due to poor workmanship…..RoadSIP 1,2,3……whateverrrrr… Plz give jobs to pipo with equipment, not piki na fosholo. In kaunda days a road took more than 20 yrs b4 developing potholes, why shud it take one rain season today?

  5. Let’s be serious. Zambians need Capital from the Banks and not this crap. You need to have at least K2 BIllion for you to go and tender for a K3 Billion business. It’s a milestone just to get K1million from the banks. Can we have serioussness from the MMD lead government please.
