Opposition Patriotic Front President Michael Sata has promised to re-visit the Mun’gomba draft constitution within 90 days once voted into power.
Mr. Sata said that the country only needed a strong constitution that will protect all citizens in the country unlike the current situation where citizens are not secured.
The PF leader said that the constitution of the country should be left to provide security to civil servants whom he said are not secure as they can be kicked out of employment at any time without proper guidelines being followed.
He was speaking in Lusaka today during a public forum by the Post Newspapers’s Press Freedom Committee.
Mr. Sata said that it was unfortunate that the draft constitution failed to pass due to the selfishness of Republican Vice President George Kunda, who he said appointed himself commissioner of the National Constitution Conference in order to make money.
Mr Sata said that the office of the Republican Vice President carries too much power. Mr Sata claimed that the Vice President has too much power, enough to make the incumbent manipulate the running of the economy.
Mr Sata could not however state exactly what his party plans to do in order to restrict the respective powers once elected into office.

In their 20 years of solitary rule, MMD has failed to establish a consensus with the civil society in order to hammer out a new constitution – only endless sittings and national conventions. Well, if given a chance, maybe PF can do it. That’s what democracy is all about.

Leaders are put in place by the electorate and only the electorate has powers of taking them out. I cannot begin to make sense of this man’s message. After having been number 3 in government for years, he should be able to know that our vice president’s office is largely ceremonial. Crucially he should know that the executive does not make laws, so if he wants to revisit the constitution it can only be done through parliament. The question therefore is – if he became president, how many MPS does his party expect to get in the house in order to implement all these changes? Journalists, when you are reporting news do you take particular interest in carrying out what is called research? If you read the Mung’omba draft constitution, you will be able to know what the Mung’omba recommended as powers and limits of the office bearers such as that of the republican president and vice president. Dont be lazy by relying on hand out speeches. It is your job to dig into those documents and tie up news coherently and professionally.
What has happened to people’s memories? Sata was part and parcel of the current constitution. I remember us demonstrating at UNZA in the 90s when Chiluba signed the constitution. I guess Chiluba could have even used Mr. Sata’s pen to sign the current constitution. What has changed now for him to revisit it? Please spare us Mr. Sata.

We need a good constitution. We will get it either by ballot or bullet. These old people have fooled us for a long time. History had it that countries that have gone to war before have a good system, and that is the constitution. We voted for him on that message, but as soon as he won the election, he made false allegations on the innocent magande over the zambia airways, whose report to date after close to 4 years we have not seen. He fired Magande just for exercising his right to stand as president in MMD. Magande was not allowed to be president even if many zambians preferred him, just because he will not allow corruption, and is too clean. Visit any ministry and experience the fear among civil servants and find “permanent secretaries” deputizing ministers in day to day running of the ministry. What His Excellence is talking about can only be understood by persons with mature brains, we do not need 500 commissioners to write one book for two years. What we need is to find a nice quiet room in the out-skates of Lusaka and a dozen or two of eminent Zambians to locked away for 3 months(8hrs/day) with strict instructions that they come up with sensible a document from the Mungomba draft constitution. Civil Servants cannot easily be dismissed without the due process put in place. In any case, civil servants are the most secure employees in Zambia. Regarding the constitution, what is it that he will do because it still will be Parliament to deliberate. Is he saying as President he will hijack the process and ensure that everything is completed within 90 days? #97 Please moderate your language. Even if George Kunda was receiving instructions from RB, do you think the two could sway the thinking of the whole NCC? In the first place, did you have a chance to read the draft document? Members of Parliament in the opposition were just being political and wanting to play to the gallery, otherwise the document contained almost all the things that we have been crying about. It was only the 50% + 1 that was not there. Even then, it was referred to a referendum. So what else is Sata coming to do with the constitution if not adopting it the way it was drafted by the NCC? There was no truth in what he was saying, and for your own information I doubt whether Mr Sata has any understanding of what a constitution is. He thinks it is a story in the Post.

I would just like to add this. Mr Sata has lost 3 elections in the past 10 years. To me it is worrying that he continues to run for the presidency. IF Mr. Sata was concerned about Zambia and its development he would focus his energies on consulting and using his networks to help build Zambia via NGOs and other charitable means.
In addition if he was concerned about Zambia’s democracy and the establishment of a good constitution where was he in 1996 when Chiluba implemented the current flawed constitution or in 2000 when FTJ again wanted to make changes to it so he could run for a 3rd term. Perhaps you all have short memories, but I for one will not be fooled into believing that Sata has suddenly changed. Its that sort of naivety that destroys countries!

I want to add this, if Sata is truly concerned about the state of the Zambian democracy. He should show it by resigning his commission as PF president and letting another candidate run as PF president. I can not take a person who doesn’t practice what they preach seriously.
Sata has tried and failed to be president 3 times already, if he was concerned about democracy he would have resigned as PF president in 2001 after he lost the first time, and he would have helped build a democratic party by insisting that new aspiring candidates be fielded that way the door would be opened for new leaders with credibility and a party power-base to run for president. As is however PF might as well be called the Michael Sata Party with him as leader in perpetuity.

A society that refuses to believe the facts given to them is a foolish one. If Sata wins this year and Zambia regresses politically and economically we all know who to blame; sheepish and blind PF supporters who somehow believe the lies that Mr. Sata has fed them. I can’t understand how anyone can support and vote for a hypocrite like him. He called Levy a cabbage and insulted him and now he is saying he will build on his legacy? A legacy he claimed didn’t exist when Levy was alive. He supported the FTJ 3rd term and now he wants to be a constitutional reformer? He was part of the MMD when it was most corrupt and now he wants us to believe that as powerful as he was he knew nothing?
You know what I want in the next constitution? A clause that says any opposition party leader who has lost at least one presidential elections will be barred from contesting again so as to insure that the Zambian political scene is not stagnant but constantly allowing for new leaders to emerge within established party ranks.
