NAREP tells govt to find good legal advisers

Time Posted: February 11, 2012 2:41 pm

National Restoration Party leader Elias Chipimo jr

The National Restoration Party (NAREP) has advised the government to be engaging in broader consultation with the stakeholders before making any policy decisions.

NAREP president Elias Chipimo says that there is need for the PF government to explain the rationale behind the creation of districts and also indicate to the Zambians the cost implications.

Mr. Chipimo notes that creation of the new districts is most likely to create temporary jobs that will come with the construction of infrastructure among others adding that government needs to come up with decisions that will have long term positive effects on the lives of the Zambians.

The opposition leader has also asked government to make public the costs involved in the reversal of the Zamtel sale to lapgreen of Libya.

He says that even if the government has a right to repossess assets that may seem to be of national interest, it is important for it to understand the consequences of such actions.

Mr. Chipimo has further advised president Sata to engage high calibre legal advisors to avoid lapses  in the operations of government.

He observes that government cannot rely on the attorney general alone as he is occupied with so many things in his line of duty.

Mr. Chipimo was speaking to journalists in Lusaka today.

And Mr. Chipimo has noted that there is no harm with the chipolopolo boys doing the “don’t kubeba”style when celebrating the scores on the pitch.

Mr. Chipimo says the copper bullet boys should be allowed to celebrate in the manner in which they feel like adding that soccer is not about politics but a unifying factor that should be used  bring people together.

He has since wished the chipolopolo boys the very best into tomorrow’s final encounter with Ivory Coast.

Good boy. At least you are not under five but still you have to be careful. Sata is just fulfilling what he told us the electorate he will do. In his campaign he said he will decentralise government.

Elias, you’re a sensible bloke unlike Hakainde. Sadly, you don’t have any meaningful following. Best you can do is join King Cobby and help him stop the madness going on in PF. Alternatively, join forces with Mutati and give Cobby a run for his money! HH & UPND are dead and are nothing but a sheer waste of time and space.

No Elias CHIPIMO has lost his sense here. I agree with his other points but we can not have the boys celebrate ‘donchi kubeba’ dance on the pitch. We cannot assume that everybody in Zambia is PF, not every player is PF. Donchi Kubeba IS NOT a national slogan. If ka Chipimo is looking for a job from Sata let him just send his CV directly to Sata and we don’t want to know because we have more important things to do. Chipimo is behaving like Nervous Mumba…always looking for opportunities to look for a job. What is happening to Zambia? the general IQ that used to be high has dropped so much, most people now speak with their backsides rather than with their heads. I’m very disappointed with Elias. I think HH is beginning to show signs of leadership and should keep at it.

This is maturity and issue based reasoning. HH could learn a lot from this young man. About donchi kubeba, Dandy Krazy made a catchy tune. Thats all I can say. Nothing wrong with Katongo liking that song and dancing to it when he scores. Infact, it is quite a unique “choreography” which adds appeal also for viewers from outside Zambia who dont know the politics behind it but just see the style of celebrating a goal. It is not such a big deal that it is also the PF slogan. And Chipimo is simply following the laws of common sense that there are better things to make an issue out of, which need attention, than how a guy dances when he feels good about scoring a goal.

chipimo is sensible in his speech but the Pf government has got enough Legal brains to do the job in Sebastian Zulu, Nchito, The Attorney General, Musa Mwenye and many other young Lawyers. Elias i just hope you are not asking for a job from SATA.

@Dollar: Firstly, if the PF has enough legal brains, which good examples you have given, then it means there must be something wrong with how they are co-ordinating as government because the president is making quite a string of legal errors even where the intentions are genuinely positive. I dont think Elias is looking for a job by putting things into perspective, but if he is, I dont see that as an automatic negative. If his “job” contributes positively, which seems likely frrom the way he has been carrying himself and the things he’s been saying, I dont see whats wrong with that. He could also use the experience of being an insider for his presidential ambitions.

Eastern Power, you are right on elitism and the common voter. I believe too that Elias should Bembalize and Nyanjalize, while maintaining his current attributes. His intellectuality is a great asset. He should on top of that just learn to walk the common man walk and talk the common man talk, or have a right hand man like with bikloni ad diffikoti attributes who can compensate by adding that attribute to the image of the party.

It’s ridiculous to see all these unnecessary comparisons to HH. Chipimo stands alone and should be assessed alone. No, he is not a messiah – the only ‘quality’ he bears is that he is Bemba; that is the only real reason why some anti-HH bloggers are praising him to high heaven. But he really has no future in politics. Why for instance did his Secretary General Phiri ditch him so early in his political career? Phiri might have seen that there is no future or hope in NAREP. Indeed, why should the ‘donchi kubeba’ slogan be treated as if all of us are PF or as if all national team players are PF? It is not even a national slogan!

#16 Chimbayambaya: I don’t agree with you that the only “quality” Chipimo has is that he is Bemba. Such tribal thinking is very retrogressive for a country like Zambia. Donchi Kubeba is not a PF slogan for your own information. That is a song which was done by a non politician. I am not Bemba neither am I Tonga. Chipimo is just an intelligent guy who speaks a lot of sense. If you can”t see the sense in what he says, just stay but don’t tribalise issues.

Actually, this problem is not unique to Elias. Our education system teaches us to think in terms of high class and low class, and to see academic success in terms of prestige and rising above the others. This has various levels of effect. To the individual it may put one in social circles of similar ideas where one can exercise their intellectuality as well as function on their level of education, which detaches them from the circles of the majority. There are lots of exceptions as well, of course, intellectuals who can talk and walk the common man’s walk and talk. To the un-educated majority having nothing can easily cause envy and remorse and feelings that they are not doing well because those who seem to be doing well have stolen everything.

The main problem here is communication and understanding each other, formatting information in such a way that the average guy can understand it without the technical jargon. Someone has mentioned translating the manifesto into the local languages. This is a good idea, but Chipimo’s case is just a sympton of a bigger issue. Our intellectuals in various fields have not found a common language with the masses. Many people who read the newspapers understand the political stories and arguments, but when it goes legal or philosophical or macro-economics a lot of people drop out. This is not because they are incapable of understanding for lack of education. This is because those who have acquired that knowledge have not found a way of translating and sharing it.

Our languages have a limited vocabulary when it comes to science, philosophy, politics and may other things, hence our need to use English for academic purposes. Zambian languages have not yet adopted the culture of translating scientific and philosophical terms into the local language, such that a local chap does not have to know the latin word but can still know the concept and function practically with it. Even adopting the same technical terms spelled the Zambian way, like “loojiki” (logic) for example, and then defined in Bemba as “Imisango sha mitontonkanisishe”

This way we can discuss human rights, self-preservation, innovativity, science, national development, the law and many other subjects such that even us Kaponyas can participate, and will also contribute as well as understand immediately what is required of us in a given situation so that we may act accordingly. It helps when we the majority understand the nature of the man-made political and economical environment we live in and the ideas that govern it. Its not a bad idea for those of us who think we know something to try these ways of connecting with the majority so that those of us who dont know much can understand whats going on as well.

Anather fellow Bemba running to the defence of a fellow Bemba under attack for politisising soccer. I think us Bembas can defend evil as long as it is done by a fellow Bemba. Some of these chaps can support genocide as long as it is committed by a bemba. I see nothing wrong with what HH said for this PF side kick to react. HH said soccer is a unifying game, so it shouldnt be dented with political slogans

The Only qualification for Chipimo is that he is Bemba. If he was Tonga, he would have received insults for sying what he is saying. Bemba tribalists will always dream that he is the next one. They forget that people have worken up and are regrouping against us because of our greed. Sata got only 43% votes and that was a census of Bemba people. We cant have 51%. Even that 43% included some Lozis, Tongas, Luvales, Chipatans, Lundas, Kaondes, Nkoyas, Lambas and Tumbukas. If you knock out these voters, the Bemba vote could only have been 27%

There are educated Bembas and non-educated ones. Chipimo is an educated one, just like other educated non-Bembas. Chipimo is not just educated, he’s also intelligent and in tune with issues. That has nothing to do with ethnicity and more to do with a person who takes time to read, observe, study… Some say dont compare Chipimo with HH, so I wont. I’ll just say Chipimo is my man for the next government. He has his weaknesses, such as seeming not to be talking the talk of the common man, but he needs advice, not condemnation. Most of his characteristics are very desirable indeed. I dont mind that he’s Bemba. Mazoka was a Tonga and I liked him too because of his wisdom, vision and maturity. No one called UPND a bantustan party then. Ask yourselves why it is so today and answer honestly.
