Malupenga refutes assertions that most Post Newspaper reporters were appointed to Government positions as compensation for doing PF a favour

Ministry of Information, Broadcasting and Labour Permanent Secretary Amos Malupenga has said that all the appointments made in government are based on merit and not political affiliation or compensation for doing someone a favor.

His comments came after Shiwang’angu Member of Parliament Steve Kampyongo said most staff from the Post Newspaper have been appointed as compensation for covering the ruling party and cited Mr Malupenga as one of the beneficiaries.

The Permanent Secretary was taken to task for what they called underperformance of the Zambia News and Information Services staff in the districts whom they accused of not delivering to the expectation of the public.

Chairperson of the committee Kabinga Pande explained that ZANIS reporters in the district were never available whenever he and other MPs visits their respective area saying the merger of Zambia News Agency and Zambia Information Services have not worked to the advantage of the public as there have been no improvement.

But in his response Mr Malupenga said ZANIS which is a government mouthpiece was operating more than a mere a Public Relations department of government but noted that he will not take underperformance from his staff.

And Mr Malupenga has said that unprofessional coverage of the public media during the run up to the September 2011 polls has left government with debts amounting to billions Kwacha resulting from law suits.

Mr Malupenga said his ministry has so far settled about K20 million debts incurred by Chanda Chiimba’s documentary which was aired on the Zambia National Broadcasting Corporation (ZNBC).

Speaking when he appeared before the Parliamentary Committee on Information, Broadcasting and Labour yesterday, Mr Malupenga said his Ministry has a lot of debts resulting from unprofessional conduct of the Public Media which include ZNBC, Zambia Daily Mail and Times of Zambia.

Mr Malupenga told the committee that the Ministry has realized that Public resources were being used on such unbeneficial expenses and has written to the Attorney General to seek legal advice as to whether government should continue paying the debts or not.

He disclosed that the previous government committed itself to settling legal fees resulting from such law suits which he said was not fair for tax payers whose money is being used without their consent.

Mr Malupenga who appeared with his team to submit to the committee on the conduct of media houses during election time and whether they abided by the provision of the electoral code of conduct, he said the media operated below professional standards hence their failure to offer fair and balanced coverage to all players.

He noted that the media had in the past operated under the influence of politicians from the ruling party and the government which he said compromised their professional ethics.

He however observed that the Patriotic front Government has de-politicized the media by giving them a leeway to carry out their work professionally without any political interference.

He said the current government would like to leave the media operate independently hence the intention to offload 35% from the public media to the public so that government can have no control over the media houses.
He said the move will make the public media’s operations more professional and responsive to the expectations of the general public.

He further observed in his submission that the private media on the other hand were perceived to be pro opposition as they gave more coverage to the opposition than the ruling party which he justified that cannot be hanged as they are privately owned and controlled.

The Post news paper The De-facto government of the republic of Zambia has employed Mr Amos Malupenga as a Permanent Secretary in its Ministry of Information, Broadcasting That how this story must read who does know that MMembe and his cronies are running amok in every facet of governance in this country and they use The Post newspaper to hoodwink the masses with a false sense of bliss all the while the are busy playing a game of chess with Zambia’s future (you can fool some people some time but not all the people all the time(-ism and schisms games)

What merit appointment when civil servant there in were overlooked for an under educated political stooge? What methodology was used to come from a tabloid to become a senior public service officer you are ill qualified for?

  7. Why shd Amos deny that. It is the first time that pipo from the private media have been appointed to such high positions in government. It is clear that they were working for the PF in order to get those jobs. Imagine Chansa Kabwela and her husband are both in diplomatic jobs. Chella is at State house. Only a dull person would deny such facts. U have been compensated ba mambala.

    • Do you really think the MMD, who were arch rivals of the Post, would have spared Fred if there was something wrong regarding the Zambian Airways deals? It was just an allegation that they failed to prove!  Shamefully the PF are also begining to fail to proof allegations that the MMD was a corrupt government. Why is taking them so long to bring serious cases before court?

The employment of Amos Maupenga, Chella, Chilaizya, Chansa Kabwela and many more Post journalists into Govt and diplomatic services is a clear case of rewarding the Post Newspapers for heaps ofd misinformations to propel the PF into govt.. The flooding of Bembas and well known crooks into higher into various wings of Govt is the worst form of NEPOTISM ever recorded on this continent of Africa.   22. I am surprised at how much Zambians know this guy called Amos Malupenga. Most of the descriptions of Amos above are very accurate. If I were him, I would keep my mouth shut. This guy knows nothing, his appointment is the biggest insult ever thrown at the permanent secretary position in the history of the nation. Fred Mmembe also did receive his windfall when the PF ascended to power.

  27. I feel like I try to be positive and work on my confidence and self-esteem a lot when I am the only Black person at work, although to be honest I feel white inside, but I get so tired of having to try so much harder than all the people around me with everything!
    Keeping up appearances, trying to be talkative and keep people interested in what I’m saying, things to do with work, the list goes on. Even if I try, it’s still not even good enough,there’s not one thing I can do naturally without using up so much effort!!! (Except maybe sit at home and being at LT), being surrounded by all Nick’s family does not help I feel belittled because of their deep accent!
    I haven’t been down in a while, but today I’m just feeling so exhausted and sick of it, I hardly have energy left

  30. If Mushota does not see it worthy to comment on Malupenga, then you know what he is worth. Surely Malupenga should know that the media is now worse than under MMD in that they both sing empty praises for the ruling party. I mean look at the editorials in the Post and the state media today, they are probably written and edited by the same person. Mmembe has installed himself as the fourth and most powerful wing of government, just see what he has done to the Judiciary after silencing Sebastian Zulu.

  40. There is no way Malupenga can accept that PF has compensated the Post journalists. Unfortunately since PF came into power the Post is no longer the paper that digs deeper. Instead it has become the vuvuzela of Sata and his PF.

I do not know what merit Amos Malupenga is talking about.What about George Chella who was permanently attached to PF covering Mr Sata during the campaigns of 2011.Throw in another Post employee Chansa Kabwela who is in Foreign Service.Though not a Post employee,there is Edith Mutale who most of the times speaks Bemba than English.According to Malupenga all this is merit.

  42. The Post Newspaper was given a milking machine in exchange for a cow. Media ethics can be looked at as having been compromised and not when these spineless stooges joined government but when they decided to side with an opposition party. What we have now is a government bereft of Zambians wanting to serve but simply people looking to fill their pie holes.

  43. its not easy to maintain one’s principles. as human we incline to something/one/where. In this world of survival, one has to choose between being principled or livilihood. I salute Madiba Mandela, he has tried to remain principled in whatever circumstance. PF is my case study. Let us watch & see.
