Failure by Ministers to articulate the party manifesto doesn’t mean the party in government has failed to deliver-Kabimba

The patriotic front (PF) party has said that failure by the Ministers to articulate the party manifesto does not mean that the party in government has failed to deliver development.

Speaking in an interview with QFM, PF secretary general Wynter Kabimba those especially the opposition claiming that the PF government has not delivered in the past four months are not being realistic.

Mr. Kabimba noted that what the PF has done is that it has been reviewing and re-planning some government programmes in order to re-align them with the party manifesto.

He noted that soon most developmental programmes in line the PF Government’s manifesto will soon take off.

Mr. Kabimba said that he is optimistic that his party will deliver to the expectations of the Zambians during the tenure of its office.

Last week Mr Kabimba dispatched 200 copies of the party manifesto to all the district commissioners in Southern Province. Mr Kabimba said that he hoped that reading the manifesto in detail will clear the air about re-alignment of districts in Southern Province

“We are receiving divergent views from the people of Southern Province because probably they have no access to the PF manifesto. Before I came here (to the studio), I dispatched 200 copies of the PF manifesto so that people can understand how the PF government is tackling the development of the whole country, not just some parts,” Mr Kabimba said.

He said when more people read the PF manifesto, they will understand that the government is doing things in good faith. “We have clearly stated in our manifesto that we want to devolve power below the district up to village level. It’s all there in our manifesto,” Mr Kabimba said.

He said even when the PF was in the opposition, it had two chairpersons for Northern Province, one overseeing Muchinga and similarly, Siavonga had two district chairmen, with one in charge of Chirundu.

Mr Kabimba, who is an authority on local government, said the PF realised in its early days of opposition that to develop the country economically, decisions that directly affect people must be made by the people themselves.

“One of the impediments in developing the country economically is the issue of making decisions from Lusaka,” he said.

Mr Kabimba said people in villages know better than the people in central government what they need most.

The PF stalwart said President Sata is passionate about the devolution of power and the issue was ‘seriously and clearly addressed’ in the party manifesto.

Mr Kabimba said re-alignment of districts will shorten distances between the power centres in the districts and the people.

“We want to give confidence to the people that the decisions that they will make will be respected by the central government. The job of the government is not to tell people that you need a bridge. It is to finance the bridge,” he said.

Mr Kabimba said the re-alignment of some districts will enhance access to decision-making centres.

“During our time in the opposition, our consultation was done through our manifesto. For five weeks, there was a pull of our manifesto in The Post. We marked our social programme and we believe it was on the basis of that, that people voted for the PF,” Mr Kabimba said.

He said the re-alignment of districts is not an afterthought but something on which wide consultations were done.

“We have four core sectors in the following order of priority: education, health, agriculture and local government, and we are following just that,” Mr Kabimba said.

  10. Well, we were told that the MMD will deliver on all itys promises within 90 days. Well, now four months into their term the promise has all of a sudden changed, and to quote Kabimba, “soon most developmental programmes in line with the PF Government’s manifesto will soon take off. So belated as it were already coupled with the aimless and endless cabiner reshuffles, only a fool can believe Kabimba. I doubt Kabimba himself still believes in what he is saying. And if they indeed wanted to devolve power below the district up to village level, why would they grow cold feet restoring the BA64 because this agreement is all about devolution of powers in Zambia, not seceding from Zambia as they seem to be going about scare mongering people. FAILURES, ZWAAAAAAAA!!

  11. PF is working and they will continue working. People may be in a hurry to see results but the fact is the Government is working. The stance of involving people even at village level through out the country is excellent. Better things don’t come so easy and requires hard work. Unlike MMD era where we used to read about good economical statistics but people continue living is abject poverty, PF will achieve better results in fighting poverty. We are behind you Kabimba, remain focus and don’t be derailed by these corrupt *****s who failed us for over 20 years.

    • You must be one dull person, whoever you are.  Sata has always hated Lozis.  It is him who instigated a reduction of Lozi coverage on SABC because he wanted Bemba to be on SABC as he claimed it was a major language, regardless of its zero connection with Southern African countries like Namibia, Bots, Lesotho and SA.  Sata means harm to Lozis.  Get over it.  Your supposed saviour will kill you one day.

  15. Now now now, if PF ministers are failing to articulate the PF manifesto, good lord knows we are on a SataNIC auto pilot. This explains why Sata is making all decisions by himself and blundering everyday, the chaps called PF ministers are clueless. I mean, who believes in what Kambwili or Bwalya Mambwe say? The only sensible ministers in this government seem to be Lubinda, Inonge, Chikwanda and Gy Scott. The rest are just catancrous lumpens, just like Zondwe himself.

    I like your logic: devolution is more like decentralization but these dreamers are RE-alligning districts that are supposed to be a source of revenue for SP so that its revenue base is reduced…..there is something sinister, which even the biased Mmembe is ignoring.

I hated anything blue, worse, when i lost a sibling due to utter negligence at the hospital, i have never respected MMD, will never respect thieves and those that side with them. If people are clever, how come a grade 7 became a president? Believe!!

  23. PF is one of the most worrying parties in the world. It is like they want to replace the constitution with party manefesto. Kabimba which law did you study, no wonder your track record in the court is questionable? Why should this country be ruled using the manefesto and not the constitution? No wonder your own ministers are lost, it seems only you and Sata understands the govt program which should not be the cast. For your own information that manifesto does not leave to high stands to replace our constitution. By the way what is the position of your manifesto on gay issue? PF supporters you can help him too.

The party of gay supporters who do not know how to manage its ministers, disemination of information to its members and the populace.Where are the structure to help cascade party manifesto through the ranks? Its not long before you overstay your welcome! You have ridden on popular support, but have failed to lead and the people will show you the door. You should not take the Zambian people for granted. PF government can be summed up as having a lot of “length and breadth and no depth”. Who are the thinkers in this party to give it direction? You cannot have one man as the bulwark of the party and hope to command longetivity.

  31. What Kabimba is saying is tantamount to saying ordained pastors failing to preach the word of God! If the ministers have failed to interpret the PF manifesto, it simply means they have failed to perform. That explains the many flip-flops and on-the-cuff pronouncements, and hence the many realignments of ministries, ministers and deputy ministers. Gosh!

  33. HH has been vindicated for real when he said, he could not win elections with people who have no agenda for the country. PF for real has no agenda for the nation, aparty with a plan for the nation would first start with critical needs like health where in a country after 47 years of independence there is no medicine in hospitals, only to be prescriptions no matter how poor you are. Many feel development can find you anywhere as long as there are good roads connecting from point A to B, hence realigning of districts is not one of the critical needs at the moment. Kanyama, Chawama etc are in floods and Lusaka province only has 3 general hospitals compared to Southern with 9 general and mission hospitals. In short pf has failed no wonder they just yap anyhow without tangible results.

  34. Many of those appointed in pf are just after jobs and the party should be careful, as some are likely to ditch them for better alternatives. Some even feel embarrassed to be associeted with pf as they say it has no agenda.
