President Sata effects more cabinet changes

President Michael Sata has made a mini reshuffle and fine- tuned three government ministries.

The Ministry of Local Government will now be Ministry of Local Government and Housing with Professor Nkandu Luo carrying on as Minister.

President Sata has also announced that the Ministry of Education will now be known as Ministry of Education, Science, Vocational Training and Early Education and will be Presided over by Dr John Phiri as Minister.

Additionally, the President has transferred Christopher Yaluma to the new ministry to be identified as Ministry of Mines, Energy and Water Development.

Meanwhile, Wilber Simusa will be the Minister in-charge of Lands, Natural Resources and Environmental Protection.

President Sata has accordingly written to the Speaker of the National Assembly for the appropriate action to be taken following the minor adjustments.

Meanwhile, President Sata has transferred Dr Ngosa Simbyakula from the Ministry of Justice to the Ministry of Home Affairs as Deputy Minister with a special responsibility of spearheading the creation of district attorneys’ chambers countrywide.

President Sata says the move is meant to enhance and guarantee professionalism in the prosecution process by speeding up the dispensation of justice.

Dr Simbyakula replaces Obvious Mwaliteta who has been transferred to Southern Province as provincial Minister taking over from Miles Sampa who has been brought to the Ministry of Finance as Deputy Minister.

President Sata has also reassigned Finance Deputy Minister Alfreda Kansembe to the Ministry of Justice in the same capacity.

This is according to a statement released to ZNBC news by State House Special Assistant for Press and Public Relations, George Chellah.

  4. ‘Ministry of Education, Science, Vocational Training and Early Education ‘.I thought education si still education whether early,elementary,secondary or higher.It seems like duplication.Though the realigning of early education dept makes makes here than the Local Govt and Housing. Donchi Kubeba and Kaseba says Sata’s a visonary leader.

    HENRY BANDA was in London for a month at the time when Mmembe was spreading lies that the chap was hiding in Kenya in the Presidential Palace. Henry was moving about in London freely and yet the Solicitor General is saying Interpol is looking for him. He was seen in a restaurant on 16th Feb 2012 at 17:45 hrs in Chelsea with Thandiwe Banda’s elder brother who is an IT Director for some top reputable American Institution in London and some took a picture of them on a cell phone that has been posted on YouTube. 

    • Just what is the big deal about Henry Banda. 90days and counting…Henry Banda is still making news? Is his arrest going to bring food on the table, give young people jobs?

  8. I have always wondered what the CRITERIA for ministerial portfolios are. It looks to me that there are none and it is TRIAL and ERROR. RB’s cabinet was the most stable of all cabinets in Zambian history. People need to be allowed to settle down and LEARN what they should do. This looks like KK’s cabinets. KK used re-shuffles for patronage.

  9. Shuffles and reshuffles don’t really help, its a matter of removing inefficient people and replace them with competent people. Also the realignment of Early education is applauded, I’d previously wondered how they were aligned.
    But I’m not happy with their stance on allowing or at least contemplating to legalise homosexuality!

It is like every morning people wake up have to call the telephone operator to find out the new telephone numbers for these ministries. When asking God for something we should not go with our own answers and expect HIM to endorse them.   24. When a president lose direction here is one Serpent Cobra Sata. Have questioned his appointments before and now i still do. If i look at the background of Obvious Mwaliteta my bus driver from Kafue to Lusaka now being moved to Southern Province as minister, is he serious going by the tension going on? The Serpent Cobra Sata needed appointments with substance and not the likes of Obvious Mwaliteta who uses eyes and not brains when openning his mouth. Serpent Cobra Sata needs to be adviced to be scientific when making decisions and should not ride on poor souls like Mwaliteta.

In beginning we thought GBM was the worst appointment, but we were wrong, GBM has kept away from chaos, and is behaving like a soldier, thank God for having Panji as a deputy.
    Sampa & Kambwili can’t run anything, and especially taking Sampa to Finance is same as callling Zambians that mwabe ifyenu..

I can imagine how some of these fellas are feeling right now. Gosh,this is turning into comedy.Whats the difference between ministry of mines & water and the ministry of Lands +natural resources?.The mines,water and land are all natural resources.I’ve said it before that Sata came to rule (not governing).Governing means going by a set of rules with clear rules and goals but being a ruler like Sata is doing whatever comes to your mind however misguided it may be.

  43. Ichi Chizende playing “musical chairs” with government. I shudder to think the confusion that will be reign in government at the end of five years. I thought Wilbur Simusa was the one appointment that was appropriate from the first cabinet. He was in his element and hit the “ground running”. I concluded the Cobra had outdone himself with that one, but with the change he proved my praise came too soon!. Sampa, in the ideal world would have been dropped for incompetency, having demonstrated without doubt that he is not endowed with appropraite leadership qualities for government.
    As for for the recent move, its just to the placing of a nephew in a vantage position for uncle and crony to “milk the cow”.

  45. It is my hope and belief that the Pf Government has now done enough home work and the new re-allignment of ministries seems sensible. In particular, putting together Lands, Natural Resources and environmental protection makes more sense than under Local Government.
    Simmillarly, putting Mines, Energy and Water Development is also credible. However, the PF needs to ensure some stability if they want the civil service to deliver, otherwise a whole year will be lost without meaningful productivity and it will be difficult to change that. My other belief is that Cabinet has been fully involved and has thought through the new structures and provided necessary documentation, not the drama that has been going on since September.

  51. Ministry of Mines, Energy and Water Development.
    This is absolutely disasterous for natural resources in Zambia. Over 90% of energy in Zambia is hydro generated, so you cant have one Minister deciding on energy development and water uses. Ofcourse he will be inclined to favour the use of water for energy on the expense of other uses. He will also allocate all the energy to the mining industry on the expense of other sectors. Mines if not monitored are the worst polluters of water. Now you have one minister incharge of allocation of both mining and water permits. Have separate ministries for Mines, Energy a, Forrestry, water and natural resouces. Leave Tourism as stand alone ministry. We have our priorities all mixed up. God help us. Nephew and Uncle running finance. Fighting corruption!!

    • It is an idea stolen from Botswana where incredibly the responsible ministry is probably only second to the Presidency (the minister actually acts as one when the Pres and VP are away) in authority.  The Mines are the biggest forex earner, Energy/Power is critical and requires massive investments, and for Bots, Water is allocated out like the Catholic eucharist.  This is a super-ministry, way more powerful than any in the country.

For example Drogba you are not scoring hence from now ownwards you are going to be the central defender and John Terry you will now be the striker….lol. Do expect to perform as a team. The answer is simple no, no, NO. Sampa is an irresposnible leader and he should not hold a leadership position period,if Alfreda Kansembe fails MoF he will not perform elsewhere.   63. Better the ground is tested earlier and changes made in good time than to wait for 20 yrs like MMD. Atleast PF is able to acknowledge wrong alignments of ministries and respond to such matters at the earliest moment. Puting Mines, Energy and Water Resources is a good thing. We just need a sharp Minister to manage these resources and make informed and objective solutions to our use of these resources. Removing environmental protection from Local Govt is a great move. How can ECZ or ZEMA, in the earlier arrangement, regulate its own mother, the local govt (councils). Ministry of Lands, Natural Resources and Environmental Protection, is good thinking. Lets not just yap yap but think beyond the mob sych.

    • “Mines, Energy and Water Resources” is an idea stolen from Botswana.  This should account for 40% of economic activity in Zambia and it is probably 70% in Botswana because they have not enough water.  The only thing missing from this super-ministry is Agriculture and Lands.  Every thing else does not matter that much as it is socio-political based and not economic.  A bad idea is a bad idea.  One with brains can instantly see it as such.  There is no need to agonbise over a stoopid idea.

  64. Realignment in the morning, realignment in the afternoon, realighnment at night. Surely, it seems the dust will never settle. H.E. Sata has agreed that the old Ministry of Local Government and Housing was just ok by going back to the old MMD arrangement. Ministry of Education, Science, Vocational Training and Early Education should also revet to the old name of Ministry of Education. It makes no justification in loading names to a Ministry which deal with the same thing. For exmaple child education and vacation training have to deal with education. Science is also taught in schools, colleges and universities. So why have a length title? PF is experimenting too much and shows a great deal of lack of understanding and knowledge.

Tongas didnt want Sampa and Sata has listened and responded in their favour. These are good comments. Lets be objective and smart in our arguements. I believe we are the educated fellows and should make comments that are different from those by kaponyas.

    • Unfortunately you have no sense of trend analysis.  Just as a single crow does not make a Zambian August, however a strong north westerly wind with dark clouds in November surely means that the rains are near.  The accumulation of four months of Sata’s madness surely gives a sense of direction (or lack thereof) that Zambia is taking.  You may have eyes but surely cannot see; or you may have no brain at all to think with.

  66. @ 70 – To those bloggers telling us to read the PF manifesto, i would like to remind them that the PF manifesto IS NOT government policy.  

    Changes happen. These changes need to be given time to show their result. What is worrying is that the President has not consistently communicated his plan to the Zambian people. He should explain how theses appointments and reshuffles contribute to the more money in the pockets objective. 

    These appointments currently seem arbitrary and ill planned. Makes one question the President’s recruitment process and strategy. It is a poor reflection of the government.

    At first, I was afraid that Sata may just become sensible,overcome his madness and become a moderately successful President.  That would have been a shock, nice but still a shock.  But no, madness is madness.  It depends on the position of the moon.  Is it full moon now??????  I knew deep down in my bones on 24 September 2011 that Sata would be the worst President Zambia has ever produced.  We would become the laughing stock of the World.  My worst fears have come true!!  Sata belongs in the same club as Ahmedijadine, Bokassa, Chavez and Idi Amin.  ZAMBIA IS GOING NOWHERE OVER THE NEXT 5 YEARS WITH SATA.

Look at Mutati, who I thought was a great leader.. He’s organising for an opposition caucus meeting to discuss whether the ABUSE OF OFFICE CLAUSE should be re-instated or not. Through ZCCM-IH the Zambian people could get a lot of money (several billion dollars a year ..) but nothing … you do nothing.
