$2.5 billion deal shows that incosistencies in PF government are getting out of hand-HH

United Party for National Development (UPND) leader Hakainde Hichilema has charged that the PF Government’s inconsistencies are getting out of hand. Mr. Hichilema has wondered whether consultations are made in the Patriotic Front Government before any decision is made.

Mr Hichilema cited the latest development were Energy Minister Christopher Yaluma was quoted as saying that his ministry is not aware of the US$2.5 billion agreement signed between the Zambia Development Agency (ZDA) and Basali Ba Liseli Resources of Angola for the construction of a petroleum pipeline, and that deal was null and void.

He said that there is need for the PF government to be consistent in its policies statements and spell out its clear vision for the country. Mr. Hichilema told QFM News that such inconsistencies in government pronouncements have the potential to compromise the fight against corruption.

He said that if there were no consultations and correct procedure was not followed, the construction of the pipeline might be linked to corruption.

Earlier this week, Minister of Mines, Energy and Water Development Christopher Yaluma said that his ministry is not aware of the he US$2.5 billion agreement signed between the Zambia Development Agency (ZDA) and Basali Ba Liseli Resources of Angola for the construction of a petroleum pipeline and declared it null and void.

The agreement, which was witnessed by Ministry of Commerce, Trade and Industry permanent secretary Stephen Mwansa and some diplomats from Namibia, Angola and Botswana, was signed by ZDA acting chief executive officer Glyne Michelo and Basali Ba Liseli Resources executive director Walumelo Kalabo on Friday.

At the signing ceremony, officials revealed that the project would be executed under the public private partnership under the name Angola Zambia Refined Petroleum Multi-Product Pipeline, expected to create 6,000 jobs during its two-year construction phase.

But Mr Yaluma, in an interview said the ZDA went ‘a little bit too far’ in signing and announcing the agreement and should not commit Government to deals such as the US$2.5 billion for the construction of a petroleum pipeline.

“The ZDA is not a custodian of the energy sector or the Ministry of Commerce and it is not responsible for such agreements, someone jumped the gun and as far as I am concerned, the agreement is null and void,” he said.

The ZDA falls under the Ministry of Commerce and Mr Yaluma stressed that it is his ministry that should have handled the deal in question. The project involves construction of a 1,400-kilometre pipeline for refined products from Lobito in Angola to Lusaka.

Mr Yaluma said his ministry makes plans for the energy sector and it is still engaged in consultations with various energy sector players on the best way to handle matters relating to fuel.

Mr Yaluma said Government will make sure that proper channels are followed when engaging companies in the supply of fuel. He said he has the mandate from the President to preside over matters concerning petroleum and to give Zambians the right information.

Mr Yaluma said every project concerning supply of petroleum has to be evaluated by his ministry.

Meanwhile, when contacted for comment, Minister of Commerce, Trade and Industry Bob Sichinga said he was not ready to speak. “We have to wait until I study the full report of the agreement before I can make any comments,” Mr Sichinga said.

    How could the energy minister be in the dark as is the minister of commerce in regard to the $2.5b deal?How could a foreign company come into zambia and sign such monumentous deal without their knowledge? It suggests that zambia is being run like the many roadside shacks that Sata approved by semi illiterate & detached PF loyalists.

    HH has raised a very valid issue. Whether at MOU they should be sull consultation of all stakeholders. How do justify leaving out ministry of energy in this deal. But let me be quick to mention here that HH and Chipimo should start social mobilization. There is something wrong with our ‘qualified’ politicians, they are not mobilizing the grass root and this is the reason why this country will continue being ruled by weird politicians who seem to have no plans beyond getting to stake house. I do not see any reason myself why HH should concentrate on campaigning in Southern Province where he knows he has an automatic vote. Equally you Chipimo, how are you communicating those brilliant ideas to people especially the youths across the country instead of just issuing statements in Lusaka?

    t is just an MoU to share information between ZDA and BBLR, a Zambian company. BBLR did not sign a deal. They need to raise capital to come with a feasibilty study, come up with a proposal to be tabled before the PPP unit of Government. Thus there is no deal yet only the beginning of a process. The media report is misleading and I guess the Minister was reacting to this. Lets support progressive ideas and not just condemn from a point of ingnorance!

    Bravo HH, we need checks and balances in order for PF to perform, they did the same when MMD was in power though the advise was falling on deaf ears hence their loss in the last elections, I hope PF will learn lessons and rectify the issues being raised by HH. And those who feel it is not the right time to comment be honest and objective, life does not come to a halt just because someone has died, there is other news going on in the country irrespective of the funeral, I want to believe QFM was asking HH a number of questions and Lusaka Times chose to publish this particular one, so why blame him?

    I am liking this under 5 for raising real issues, forget the myopic comments mufana, I liked Sata when he was in the opposition because he also did exactly the same as HH and this made the public become aware that MMD was doing wrong things. Whether you like or hate HH, the truth remains that PF has to put their house in order, consult each other and speak with one voice to build confidence in us. We will not allow any more mistakes now because the probationary period is over (90 days) besides you claimed to have more experience than the under 5.

    I am surprised that an engineer cannot connect high fuel consumption and rise in mining activities taking place in Zambia. This is the same problem we have concerning the consumption of electricity and mining activities and people should visit the country before making lame comments.

    HH is on the money on this one.
    Personally don’t really care that much who is responsible for procurement (though I believe it’s the ZDA’s responsibility, refer to Dora Siliya CoI on Zamtel and Radars), but all the stakeholders must be notified in the very least. There should be discussions and consensus by all stakeholders (ministries, agencies, etc.).
    Just what do they discuss in Cabinet Meetings for the Commerce Ministry to be involved but the Energy Ministry not even aware at all? I thought this stuff is cabinet level stuff, not in Zambia anyway. Will this country every get anything right? I mean they can’t even get their own protocol right… remarkable!

    It’s a simple matter this one, Barotseland where the pipeline shall pass is busy seceding so the Bembas running Zambia have grown some serious cold feet given what is happening to the pipelines in Sudan. Sata also wants either Mulenga, Bwalya or Kasonde to head Basali ba Liseli, not Wakumelo Kalabo.

    Imwe bantu. There is no “deal” here. MOU are not binding documents – they simply show intention to cooperate toward a goal. Although still shocked that such a mega energy project is not know by the ministry of mines. Things in perspective, this is not an agreement in the legal sense.
