JCTR demands explanation for PF Government U-turn on Windfall tax

The Jesuit Center for Theological Reflection (JCTR) has demanded an explanation from government over its u-turn on the re-introduction of windfall tax.

The JCTR said that government should publicize its reasons for not re-introducing the windfall tax regime for the mines a u-turn on its campaign promises.

JCTR programmes manager for economic equity and development, Geoffrey Chongo said that it was unfortunate that the Patriotic Front government has Lost a golden opportunity to re-introduce windfall taxes because mining Companies after the PF’s victory, were ready to start submitting.

Mr.Chongo said that JCTR feels let down by the fact that the PF government has suddenly gone soft on windfall tax without offering a concrete explanation to the masses that voted them into office.

He said that JCTR was not against the government u-turning on its campaign promise to re-introduce windfall tax, but wants an explanation.

Speaking at a media workshop in Lusaka today, Mr. Chongo said that it was also unfortunate to realize how little the mining sector contributes to the country’s tax revenue considering how important the sector is to the country’s economy.

He said that there was still need for government and investors in the mining sector to strike a balance in sharing profits from the mines.

  3. Windfall taxes still exist, they are just called some else now. Instead of government taxing profits, the government is now taxing revenues, this topic just needs to be better explained to the public.

    • You mean MMD had it right all along and PF just used a more popular term to get MMD out of power?  Of course, you are right.  But the kaponyas don’t know that.  That is why they voted for PF.

  4. “Windfall tax” is a campaign terminology designed to create class welfare. In the west, it can easily be synonymous to,”taxing the rich”. In real life terminologies like these never work. Tax is tax, whether windfall or on the rich and everyone has to pay a fair share. When marketed without stereotyping, it always works. Bill Clinton was the first president to successful increase taxes on the rich while increasing social programs (a wealth transfer system) and it worked due to terminology. Dangerous campaign rhetoric and class welfare is hard to translate into practical policies after elections. Use terms like “tax breaks” you get away with murder but terms like “windfall” head no where. If taxable entities come back and say the “wind is not falling” any more, what say you then?

  5. Let JCTR obtain an explanation and publish it, no problem. It’s not hard to understand but they should maybe help to spread the message

  6. UNIP held fast for 27 years. MMD had 20. PF had 90 days. I’d say a lie is as long as a piece of string :) 

    The government of the day always needs time. They take on the legacy of the last one then hit upon harsh realities. I’d say this government has faced open criticism from day one which is a change from the past when people just went along with it. It’s good to be held up to a higher standard but there is also a lot of unnecessary negativity mixed in. I’ll wait for the half way mark in order to ascertain what is working and what is still shaky. These are early days. Diversification from mining, infrastructure building, investments, job creation and more private sector innovations and engagement from citizens at home or abroad along with transparency will be my pointers…

  7. @ 13 ha … If they run away, we just take over the mines and find other equity partners and tell them (the new equity partners) we are the boss, and we now own 51% of the assets.

  10. The Catholics should just admit, like all kaponyas, that they were cheated by lies, lies, lies from PF.  That was the real Donchi Kubeba. Sata has no obligation to explain anything until the next election.  Just get over it and continue wallowing in poverty.
