Creation of districts should be development backed – Mweetwa

The opposition United Party for National Development (UPND) says the creation of new districts will be meaningless if not backed by tangible development.

UPND deputy Spokesperson Cornelius Mweetwa says the concern is not about how many districts are being created by President Michael Sata but about infrastructure development in those areas.

Mr. Mweetwa, who is also Choma Central Member of Parliament, says he will not rush to state what benefit the creation of new districts will come with because he has not yet seen the benefit of Choma being the provincial capital of Southern province.

Mr.Mweetwa notes that what people need to see is not just the increasing number of districts in the country but proper development reaching them.

He wonders how the Patriotic Front government will develop the increasing number of districts when some of the already existing districts in the country are still facing a number of challenges.

Mr. Mweetwa has cited Mufumbwe as one district in the country that remains underdeveloped.

President Michael Sata has created a number of districts since taking office as part of the implementation of the decentralization policy.

  1. Michael Sata does not even understand the concept of decentralization. He is the least educated president in Africa and maybe even in the whole world. PF will fail and then they will start fighting each other. Just give them one more year.

  2. Mr Mweetwa, I thought Mr Sata says the reasons for creation of these Districts is inorder to decentralise so that development can easily reach the people. The previous Government centralised Government operation and everything was being done in Lsk, so lets wait and see what the current Government will do, after all they have been in office for only 8 months. On Choma being the provincial, i heard on news that K1Billion was realeased already for preliminary works

  6. UPND President Tonga, Spokesperson Tonga where are the other tribes? Make constructive critisism Chipimo is a good example.

  7. The problem with development in zambia is that it is GRZ-centric rather than private sector driven.Unless a robust private sector emerges all these GRZ created capitals and districts will be dead zones free of vibrant commerce that creates a taxbase.

  8. That is the more reason it might take 100 years for a Tonga to become president. We are too tribal. Like at UPND composition. President is Tonga, Vice is Tonga, thi younger bull is aloso Tonga from Choma etc. Please let us balance up our party if at all we want to rule this great country called Zambia.

  9. Mweetwa is right. Actually most Zambian districts are not only undeveloped but they are also lifeless. Even Livingstone the so called tourist capital of Zambia is just a dirty one-street city.

  11. That why HEMCS instrcuted mwaliteta to work with all political parties & traditional leadership in choosing the site and running with the project.. You should be discussing how you and your collegues are going to implement this, preferred choice of site and stuff you want to see and do.. Dont give us analysis and rubbish speeches.

  13. There must be the beginning. Creating districts is the beginning of what you should think of empowerment. The feeling that we are a district is so special and it encourages you to think and act more locally. That which was all consumed by fewer administrators in the few district will be distributed to many more people, at least it will trickle down to them and ignite creativity in the local people. The start is what is important and once you start ideas come as you go on. Action is more critical than plans which just remain in heads or on papers meant for the dustbin. If resources will be distributed fairly into these more districts even Mwetwa’s people will benefit. It is a brilliant idea. Let us see further more districts in Western Province and North Western. Big ideas and big visions.

  14. The status of a district will be lowered in the minds of the people….now that we have districts with stray dogs, chickens and pigs literally roaming the district centre.

  16. #1, you are a fake bricklayer, you of all people should know that a house begins with a foundation and PF are laying a good foundation. Number of degrees has nothing to do with good governance,our neighbour has a president with many degrees just look at what has happened to their country. The problem with us Zambians is that we brag so much about our qualifications instead of applying our knowledge to develop the country or add value to our economy through our applications of our knowledge. Under MMD, the learned brothers and sisters had become parasites, they were happy sucking the state for doing nothing. Development is not a one day thing.

  17. A point well pronounced i hope Ukwa is going to read it and get something out of it. Actually infrastractures should come first .
