Guy Scott comments on running mate clause, his money donation, MMD and windfall tax

VICE-President, Guy Scott has expressed doubt over the running mate clause proposed in the Draft Republican Constitution being workable in Zambia. The first Draft Constitution has recommended that the Republican President and his vice should be running mates in an election.

Dr Scott, however, said the Patriotic Front (PF) Government would not influence Zambians on their input to the Draft Constitution. Speaking when he featured on Musi-Oa-Tunya Radio in Livingstone on Saturday night, Dr Scott said his remarks on the presidential running mate clause were personal.

“We are not forcing clauses in the first Draft Constitution on people. I have my doubts on the Presidential Running Mate Clause. This is my personal opinion,” he emphasised. The Vice-president yesterday left Livingstone for Lusaka after a two-day working visit.

On the Parentage Clause, Dr Scott said a lot of Zambians were excluded in the current Constitution and he was happy that the first Draft Constitution had removed a clause which excluded many Zambians on account of parentage.

He said he was an interested party in the Parentage Clause because he was currently one of the many Zambians who were excluded on the basis of the existing Constitution.

Asked on why he had not acted as President whenever President Michael Sata was out of the country, Dr Scott said it was the prerogative of the Head of State to appoint who should act at any particular time.

On the election of Dr Nevers Mumba as MMD president, Dr Scott said the former ruling party had a lot to do to redeem its credibility. He said Dr Mumba would just be there with a few people in his party even if he had been elected as MMD president.

Dr Scott also said the PF Government had made several efforts to create jobs for Zambians while commercial bank interest rates had been reduced. PF Southern Province chairperson, Joseph Akafumba, said he had applied to re-contest the parliamentary seat. Mr Akafumba said he would abide by the decision of the PF Central Committee on whether to adopt him or not.

He also defended the decision by Dr Scott to donate K13 million to Livingstone’s Potters Market, saying the market needed funds for development.

Meanwhile, the Vice-President has supported calls for the mining companies to consider processing copper into final products locally as opposed to exporting raw products. Dr Scott said it was the desire of the PF Government to add value to local products as much as possible.

He, however, said the challenge to value-addition was on how far the process could be enhanced practically. Speaking at a media briefing at Royal Livingstone Hotel yesterday, Dr Scott said the Government would like to encourage companies to invest in processing plants.

Dr Scott also said the concern of the PF Government was to ensure tax compliance to the existing tax structure as opposed to reintroducing a windfall tax in the mining sector. “There is no need to change the tax formula for the mines, but our concern is to ensure tax compliance. If the current tax system was compliant, there would be no calls for the reintroduction of windfall tax,” he said.
Dr Scott also said there was under-development in Livingstone despite the city being the country’s tourist capital.

He said although visitors at Sun International Hotel were given newspapers from around the world and the hotel environment looked like that of South Africa, people outside the premises were living in abject poverty.

Dr Situmeko Musokotwane campaigned on a tone laced with tribalism. He argued that it was time for someone from his province to rule the country but he forgot to talk about his personal attributes and what he would do for the people.

    When final results were tallied, it was therefore not surprising that Musokotwane had not even made it to the second round.

    Another politician that tries to trick voters with a trible appeal is Hakainde Hicilema and never learns despite 3 rejections.

  2. Ah, so it was the PF candidate who commented on Guy Scott’s donation. I was expecting a comment from him. The candidate is not the right person to comment because he has a vested interest.

    The donation only punctuates the need to reform the legal system. And the failure of local government to perform their function. Ruling parties should not be allowed to get away with holding the masses in their poverty until elections are around the corner.

  3. Dr Scott is entitled to his opinion because Zambia is a democratic country. The people want a running mate, the people want windfall tax and the youth are still waiting for jobs that PF promised. How are these jobs going to be created if PF don`t raise the funds through taxes. The tax base is Zambia is too narrow. Very few are contributing to the national treasury. PF should find ways of broadening the tax base by collecting taxes from the informal sector. The Government should introduce vendor licenses which should be enforced by ZRA. The Council Police and Zambia Police should just ensure compliance.

    1. Windfall Tax – no is the anwser from Sata and his govt
    2. Running mate- another no
    3. Do not donate what we do not have – fuel to Malawi
    4. Separate the govt from PF – Wynter is # 3 in govt and a spoke’s person
    5. No cadres in govt – Over 50% DCs jobs for PF cadres
    6. Fight corruption – Sata protecting M’membe and Nchito
    7. No tribalism – Sata appointing over 60% from his Muchinga province and from a particular tribe

  8. So the Vice President stands on the podium at a public rally just before a bye-election to hand over a wad of cash to some fellow dressed in party regalia and says this is not political campaigning…… really?

    Putting aside the question of how stupid Guy thinks most Zambians are to believe this line, at the very least his stunt shows poor judgment. PF came to power promising something better, not more of the same! Or….. was it only “donchi kubeba” that brought PF to power in which case Dr. Scott could soon be disappointed to learn another meaning of the phrase he claims to have coined.

  12. Even, if Guy Scott is part of the PF government that should not take away his freedom to express his personal views. He says he (as himself) not PF, does not agree with the running mate clause. Period!

  13. Is it that people do not understand what it means to be a country president or VP? Whatever these people say is in part policy and in line with what the sitting govt is thinking. VP and SG passing consitant message on running mate it implies it is the PF position. Stop hiding things in the name of Dochi kubeba. Selita Chanda (dear sir/madam) the day Scot agreed to be in that position is the day he decided to be part of the PF govt and whatever he says should be in line with PF govt, if at varient then he should step down so he can express his private thoughts.

  14. I knew that MMD party president would either be Dr. Mumba or Mutati. Presidential running mate as a vice president is a tricky situation which might bring about problems in executing the manifesto of the party in government by the vice president who happen to be in opposition sine in most cases the ideologies of the two parties will not be the same. It is not easy for the vice president to scam to the ideology of the other party. In the process problems may arise. Let us think deeply not just talking without considering the consequences that will be regrettable and expensive to reverse.

  16. Running mate VP is fine, it works in USA. We should not concentrate on the negatives. The positives outweigh the negatives.

    What we need is to list all teh possible secenarios – Advantages of having a VP running mate versus Disadvantages. If we go with a VP running, we will at least have already knwon teh disadvantages so that we put in measures to minimise them or eliminate them. Certainly the current system does not work well for Zambia. We have a vice president who can be fired any time. When a president dies, instead of teh VP continuing the term, we hold costly elctions, only to vote the same VP into office. Zambia cannot afford such costs.

    We can try teh running mate thing and review it after 10 yrs. Why not?

  17. At 15 Avinochaya, educate me are you saying the running mate to the president is from the opposition? I though these belong to the same party and therefore a conflict of interest does not arise. I stand to be corrected

  18. When you stand as president of the party, your running mate who should be your VP is also picked from your party. Whatever votes you win as president, your running mate wins the same number. When you are sworn in as president, your running mate is worn in as your VP. In an event that you die, he takes over. In short he rides on your back all the way to become VP. For this reason, he campaigns for you and the issue of undermining you does not arise unless you completely don’t know what you are supposed to be doing as presidednt.

  19. Yielding to popular calls from the masses, with internal consensus MMD is for the

    1). 50+1,

    2).  Running mate and

    3). Dual Citizenship  adaption and enactment in the new constitution.

    I can bet you with facts, President Sata is viciously opposing all these but unfortunate for him, he will be humiliated because these will pass in the new constitution.

They are now belaboring to kill the wishes of the masses by knocking off every progressive and popularly included clause in people’s  draft constitution. These PF throwbacks are authentic enemies of progress, the people and national peace, democracy success. Can they get away with it against the people? Let the battle of who holds real powers begin.

    May be, you need to be reminded: RUPIAH Banda’s government’s indifference to the plight of Zambians will be the deciding factor in the 2011 general elections, says Edith Nawakwi. “Can you imagine Nigeria is a far much greater economy than Zambia but they have introduced windfall tax on their oil, but here we don’t have? The people in front of us (leaders), they have eyes but they can’t see, or they can see but are not just interested,” Nawakwi said. “These people must be fired before the people of Zambia fire the President this year.

  23. In Malawi the presidency went the opposition party created after the VP fell out of favour with the president because the running mate could not be fired.

  24. well ,my comment is do not target on chinese contractors only , they are so many powerful contractors from south african , or any other countries ! open your eyes GRZ , YANGZJIANG CONSTRACTION IS A FAKE COMPANY , THE DIRECTOR IS OLD FOX , XU JIAN XUE (MR ) , pretend he is a professional engineer , but hence he is just english interpreter. he bribed a lot of money and goods to former GRZ , yet he still does that now , he will never stop do that ,because he needs more contracts for his company , he is one of the director at collum coal mines , that company is shameful company to chinese investors , making huge amount of profit but offer lowest wellfare to the employees , he managed to buy alot of luxury house / loft at sydney,perth in Australia ,, and huge amount of money in swiss bank ,

  25. start investigate him , BA SATA . i know you know him long ago , but fight against curruption does not mean to zambian only , even currupted chinese contrator / indian , whites as long as they commited offence ,do not leave them survive luxury . PF show us you are working , i agree alot of road constructed recently , is now in poor quality , i wonder if the bidder did that because of they did not receive enough money from the budget or they are just doing artificial work to the public to show that they have worked . RDA or concerned authority please have the road work checked before giving people access , because the bidder will say : the road did not get ready , but people have started access . Hence the bidder did that deliberately. they are so many of the stories like this .

  26. If the VP is running mate from the same party, then the clause is welcome, but if it is from opposition it will be conflict of interest.
