Dual Citizenship will create more Zambians and lead to loss of jobs to foreign nationalities living in Zambia-President Sata

President Michael Sata has said that amending the law to allow dual citizenship has its consequences. Mr Sata said that if the law is changed, there will be more Zambians and jobs will be taken away by other nationalities living in the country.

The President was responding to a question from a Zambian living in England during a dinner hosted for him at the Zambian High Commissioner’s residence. Mr Sata has advised Zambians living abroad to return home and compete for jobs with their compatriots.

The President also said that he has a duty to protect the majority of Zambians especially poor citizens.

Agriculture Minister Emmanuel Chenda has urged Zambians in the Diaspora to acquire land which he said is readily available for economic development. Mr Chenda said that about one hundred thousand hectares of land is ready for investors.

      Nonsense . . .does not make sense. Laws affecting acquisition of Zambian Citizenship WILL not change. Its Zambians who want to gain in other countries who renounce Zambian citizenship and acquire other or in some cases you dont renounce, you acquire other citizenship and violate zambian laws that require u not to gain another citizenship if u a a zedian . . . . .how will foreigners become zambians to steal zedian jobs….this is result of retardrd thinking capacity . . . . ma grade 2

    Ok this is a new one..I need to digest the president views and triple check if this is what he actually said before I am accused of disrespecting the office of the president.

    At least it is in the draft constitution and I hope it will make it to the referendum, but again most of the voters are kaponya who don’t even know how to spell Dual and Citizenship. Fellow Diasporaeans ..we are in “maningi” trouble on this one.

      Much as you are a pain in the butt, on this one I concur with you. And hell, do I care if they restrict us as long as our relatives and friends are able to get “umuzulu ne ntundu tu batumina,” i will care less about investing in Zambia. After all, every jim and jack in the name of relatives, friends, etc have only been chewing what we try to invest. Unless they get rid of western union, let alone the banks, the country has more to lose because I will continue helping those close to me period. But please, refrain from always insulting the president because when you do that, you sound like a man with a boil on his ass.

    If this is actually what the President said, I would say such an off-the-cuff demeanor would sometimes lands him in the headlines, but much to the chagrin of the current State House myopic perception of the real essence of Dual Citizenship.

    How would loss of employment occur to foreign nationals in Zambia? If they are foreigners now, nothing allows them to acquire Zambian citizenship. Dual citizenship is most about Zambians acquiring citizenship in other countries but still remain Zambia and not the other way around.

    The smart people of the Zambian Enterprise deserve better and even if the premise was true, it would be a temporary issue and constitutions are not written to solve short-term problems, they are to stand the test of time.

      I don’t know if it does, but even if it did there is a process for someone to acquire citizenship in Zambia, it is not just automatic. To me this is a myopic way of talking about an issue that wants to restrict fellow Zambians. 

      The fallacy here is that if we denied dual citizenship we would compel Zambians abroad to come home, to the contrary … Zambians abroad may not be interested to come back home if they are offered better jobs abroad for instance but would be more compelled to invest at home using their earnings abroad if it would be easier for them to enter both countries of residence without restrictions.

      In either way, Zambia would be the net recipient of new capital in flows from Zambians living and working abroad and not the other way round.

      Yes, dual citizenship is about Zambians abroad being able to move in and out of Zambia easily. We want to work here and invest home where we will come after retirement. Understand this simple logic? We are not enacting a constitution for foreigners; this is for Zambians please. In fact the money we will bring will benefit us.       Brave, I just aired similar sentiments. After all and realistically speaking we have nothing to lose and the investment we could have been prepared to do for the good of our country, will end up with our nuclear, extended families and those childhood friends we have shared life with. I am hoping the president was misquoted because if he wasn’t, he just scared multi-million zambians with financial resources to re-invest in the country we love.

    I would care less about Dual Citizenship,Being close to swapping the green passport to a burgundyone, I think the president is right not to accord this, the only people advocating for dual citizenship are the people like myself who have abandoned their passports and have acquired others

    It is only fair there are laws to defend those poor Zambians who are not as privileged and hence there shouldn’t be anything like duo citizenship. It is toxic, end of

    I am not a fan of the president, but my core believes it is a selfish request driven by innuendos that care less about Zambia

      With all due respect Mr PHD student,Dual citizenship is for any Zambian who wishes to remain Zambian even after acquiring the citizenship of another Country.If you don’t wish to remain a Zambian,you are free to renounce it at any time.The fact is dual citizenship is not going to take away anyone’s job in Zambia because not everyone what’s to return to Zambia when they have established themselves in their adopted countries.The reasons that these  politicians are giving do not make sense at all because I can invest in Zambia even if I am  not based in Zambia.This is just a case of why should they have two!

      @mwana, my condolences. Then only problem is that we have zambians probably imbued in their overstay in foreign countries such they tend to believe they are now foreigners. What happened in Mpulungu was sad and unfortunate. My prayer is that those that lost their loved ones take comfort in the fact that we have been mourning with them for their unfortunate loss.

What is evrn suprising is that the two clowns, sata & chende are telling people to go back to Zambia and invest while on the other hand they dont want to unlock the key driver for Zambians in the diaspora to invest which is the granting of dual citizenship. People in the diaspora have access to investment funds from banks by virtual of being citizens of their new countries. Without incentives like DC why would one make an effort by heavly investing in Zambia when an ***** like sata can get you deported on a technicality for not being Zambia? Plenty people have lost properties & investmenst after these senseless deportations that government use as an instrument for vindication. See Ghana which is progressive by DC

    Mr Sata are you embarrassed that people will opt to be more loyal to their adopted countries than yours?  

    Give people what they want…create jobs, be democratic, and don’t stifle popular demands like this one for dual citizenship, and people shall naturally and with good reason become loyal to your Zambia.

    The constitution is not about what the president wants but what the people want. We respect our President because he has the mandate to lead the smart people of the Zambian Enterprise but he has to respect their will because it is their will that put him in State House to start with.

    If they want Dual Citizenship, let them have dual citizenship because next time they will remove him from office and put someone else who will do what they want. It works both ways, nobody should be delusional about this, not even the President of the Republic of Zambia … times have changed. God bless Zambia!!!

    Which research is Mr Michael Chilufya Sata deducing his findings that Dual citizenship will more Zambians and lead to jobs loss to foreigners? I can hardly comprehend this statement as facts stand today. Are there jobs back in Zambia and are these jobs taken up by foreignes that dual citizenship will make it worse of job losses to Zambians living abroad? There in lies need of quality leadership able to interprate merging situation correctly. Its too hard for Mr Sata to make sense of the current position with regard to employment and unemployment. Employ youths in Zambia as promised before you convince Zambians in diaspora. Only Zambians with Sata connections are employable and being employed. Assess workers at the Canadian Zambian embassy, all in line with Sata family. Employ others too.

      Even if we created more Zambians, that would not be a negative in itself. It will be a huge plus because we would have a huge tax base to start with and more tax means a larger GDP, larger GDP means GRZ can invest more into infrastructure development, education, health, social services and other transfer payments.

      Secondly, more Zambians means larger market … a larger and stronger market is a competitive market, China for example pulled 300 million people out of poverty in the just the last 20 years. The same time the MMD were in office destroying our economy.

      Improved middle class with new entrants of 300 million people made China a tourism destination for the first time, the airline business is booming, their auto industry is now first in the world, in every way they are winning.

    Wow!!! What are these one liners we keep getting from the leadership in our country? First, dual citizenship would lead to more criminal acts and now job loss?? They are unfounded and misleading. Who exactly are these foreigners that will take jobs from Zambians? Are they more qualified than the native Zambians living in Zambia? What jobs are we talking about exactly?
    Furthermore, look @ who owns most businesses in Zambia, Zambian foreigners, Indian, Greek, Chinese, Senegalese, etc.! and they will employ their own. So, I’m not sure how that will change with dual Nationality!? Focus on opportunities for native Zambians.
    I would really appreciate a thought-out response rather than these one-liners meant to confuse the masses. Unfortunately, most of you eat it up and take it as fact.

      You can not pay tax in 2 countries especially on employment income. you pay tax mostly in the country where your assets are located and where your income is earned. for most western countries you pay tax if you are domiciled (Where u regard your home to be) in that country regardless of citizenship eg even if i have a european passport and iam resident in EU im not required to pay tax on income earned in zambia forinstance because im not domiciled in the EU unless i remit that income to the EU.

    The issue of dual citrizenship is just intellectual legal argument. u pipo know very well that if you want to be a citizen of another country that supports duo, go that way as u wont be required to denounce your zambian citizenship.

    when u return home,  u are still zambian unless someone wants to take u for intellectual argument. For example, is Dr Kaunda a zambian, stateless or malawian? He can always claim either of whatever he wishes based on his own thinking. If he went to malawi , will they deny him?

    There are two current MPs who were in the diaspora who obtained citizenship in foreign countries, and this matter has not been raised before parliament and yet most pipo are aware of this including ruling party MPs. I can even mention there names.

      Ba Nkupi…it’s actually an offense in Zambia to be a citizen of another country and still be in possession of the Zambian passport. Someone I know went to Zambia and checked in with the Zed passport for convenience but wanted to leave the country as an American…he had to answer to the authorities, ended ugly!
      Having said that, we have dimwits in power voted in by their friends so what else would you expect?

    How can a foreign national residing in Zambia, make a bee-line to the passport office once this becomes law and start competing for jobs with locals…most foreign nationals are business owners and not everyone in diaspora is looking for a government job or another other job.
    Some people thrive to be employers, investors only when you Mr President is shown tried and tested case studies and a cost benefit analysis of such laws implemented in Ghana and Nigeria will you see the economic benefits to Zambia.
    Why can they be open-minded about this issue??

      I voted for him and personally I regret, if there was ever a way of getting back my vote I would. I envy those that voted for HE MCS and are still in support of his ideas. I envy them so becasue my heart is bleeding for what wrong I did on the 20th of September 2011 at Chimwemwe. Believe me, dual citizenship, is not even the issue that has brought about my regret. So Wanzelu I am really reaping the fruits of my vote. I don’t know whether I should actually vote next time around.

    This generation of freedom fighter politicians has to move on for someone with a global mentality if we have to move past this issue.At the moment we have a reasonable number of Zambians who have lived abroad for a long time have had children some with citizens of their country of residence.
    THIS IS A MESSAGE FOR ALL YOU PF LONDON. How would I invest my hard earned money into a country that does not even recognise me as one of its citizens.being British I just jump on a plane to any country in the EU when need arise.Can you imagine applying for a visa and waiting for a response before you can travel to that country.In an ideal competitive world it is first come first served.

    Put it this way. Which Head of State has come to UK to ask for investors? Zambian. Has PM Cameron or Obama ever gone to Zambia to ask for Zambians to invest in UK or USA respectively? NO.
    So, it is Zambia that will benefit from Dual Citizenship. It is not Britain or US, or Germany. In actual fact, the term Diaspora is a misnomer. I am not in the diaspora, I am in a country in which I was not born. I wasn’t chased from the country of my birth and I did not run from anyone or anything. I am free to go back or stay put, BUT there is something in me that wants to HELP people whom I left behind. I can do so without changing Passports.

    We now have facts that PF has given jobs and businesses to his close relatives and cronies. Winter Kabimba (nephew to Sata) will supply crude oil to Zambia under the name Midland Energy Zambia Ltd. This is what we said Sata can never fight corruption and most likely Sata is part of this Midland Energy Zambia Ltd. Another one is Sylvester Manza who was Guy Scott campaign manager now based at the Zambia’s Permanent UN mission in New York USA will also supply oil to the Zambian government. We have no problems in these people doing business but the issue is; How and when did these two do fuel and oil business? what is their profile in this business ans was the Zambia tender committee transparent on these two? PF govt is corrupt. More news to come on PF scandals.

    I think the president is just speaking like any Zambian with the democratic right to participate in the constitutional making process. He should be treated just like that one more voice in the 13million voices that are debating this issue of dual citizenship. If from his perspective, the dual citizenship is not ideal, that should not imply the same to be true to majority of zambians who believe otherwise. The president should indeed be advised that, this constitution will go through a referedum and he will have his day when the campaigns begin. I only hope, this is not in anyway meaning that, this constitution will not be people driven. Such pronouncements are kind of alarming to say the least. At the end of the day, Zambia stand to benefit more from this dual citizenship clause.

    I lived in Zambia until the age of 12 and through my Fathers Work we moved to the UK. I have been in the UK for 20 years, however I love Zambia and visit regularly. I would like to return to Zambia on a more permanent basis but there is no way that I am going to give up my British Passport for a Zambian one. I would say that not allowing dual citizenship discourages foreign investment and expertise, and we all know that Zambia needs this!

      Simple math actually shows that countries with dual citizenship have higher remittances than those without. Unofficial estimates are that there is roughly 2 million highly educated/skilled Zambians living/schooling abroad and each of these just sent $100.00 home every month, there would an extra $2.4 billion in disposable income generated by Zambian human resources.

      If they had dual (double) allegiance, that number increases to real investments such as housing, farms etc and with an average value of $10,000 collateralized assets reach $20 billion. Wealth!!!

      Zambia doesnt need people who have run away from it. We have citizens who have managed to build big investments just in Zambia here and are exporting to your UK. Some have joint ventures with British citizens. If you want to invest, come as a foreign investor and since we have the same roots, we will do business together properly.

      Thanks for the comments. I must stress that I do Love Zambia and I havnt ‘run away’ from the country. I was only 12 years of age when my Family moved to the UK. However I want Zambia to progress for the sake of the people. I do hope to be there one day soon more permanently. I would like to add that the current policy for investment may suit larger Companies, however in my opinion it doesnt encourage individuals or entrepreneurs.  A minimum Investment of $250’000 ( this was the level when I last enquired) is far too high under the current economic circumstances.

    Those people who qualify for dual citizenship in Zambia will not be foreigners but Zambians. If I get a job in Zambia I will get it as a Zambian.     We need to address this matter more concretely; i) Dual citizenship was there in Zambia years back. Kaunda later decided to abolish it on the criminality argument ii) There are African countries that have dual citizenship and are economically better iii) It is extremely myopic and silly to ask Zambians who are abroad why they left. There are a myriad of reasons. This is a gobal world. The UN recognises the free movement of labour, educational opportunities and even the simple choice of living where one wants to live. It also recognises that people will still have various attachments to their countries of birth through relations, culture, heritage etc. Therefore it doesn’t stop countries from having the dual laws. Which country has only indeginous people?

    This President is a lunatic and this announcement has just driven the final death nail in any future ambitions that Zambia will  attract direct investment from the diaspora. This is the kind of thinking will ensure that our citizens based in Zambia continue to wallow in poverty and disease. Please, President Sata don’t **** yourself, there is a correlation between dual nationality and economic development. The most industrialized countries on earth have no  problem with dual nationality. This is the problem with illiteracy and the general lack of global trends. Zambia has had the same number of formal jobs (400,000) since 1969 and when Sata says foreigners will take away the jobs which jobs is he referring to? Nearly half of these jobs are in the civil service(unproductive sector).

    I wish someone could write a paper in support of the President’s point on this hot issue. Why have I said so? Because it does not make sense. A case study of countries such as Ghana would be a good starting point because they seem to have benefited from it. Time when people took what a leader said as gospel truth is long gone. We have a lot of educated Zambians in Ministries who I bet cannot dare to offer a different point of view for fear of losing their jobs.

    The other thing that worries me is that we have a President that rules by decree. I have never heard or read about him articulating policy issues. Colonial politics does not have a place in modern society because people are better informed and better educated.       Ba Biggie: Most Zambians I know abroad can afford $100.00 extra a month. In fact, most are highly skilled individuals whose productivity is so high you wouldn’t believe it. The competition is so hard out here that the survival is only to the fittest. Having said that, just check with Western Union and find out how much money comes into Zambia through remittances. India tops the world, there nationals abroad contribute more money in terms of disposable income to their relatives in some cases those remittances supercede certain sectors in their economy. What most people don’t realize is that any country’s largest resource it’s human capital and the smart people of the Zambian Enterprise need to celebrate each other. It takes a special breed of individuals to leave home and make it.

      Ba Peter: No, it is not but it is the marginal benefits that you cannot overlook for example. Say for instance a US Citizen with GRZ citizenship is allowed free movement in both countries, he/she would be free to spread assets more evenly thereby allowing for equity distribution.

      Countries like France, Switzerland, South Africa, Nigeria, Ghana, Jamaica, United States etc have increased flow of capital attributed to dual citizenship. Wealth distribution is a precursor golem that harmonizes a countries ability to generate more wealth. Say for instance realty increased to $20 billion, that once collateralized would then generate new businesses, new jobs and new income.

      Investor visa for any one with $1/2 million dollars would bring in new in flows to be attributed to GDP growth, etc

That constitution is a ‘we’ have decided and this chap is tailoring it to his wishes. When ‘I’ become president ‘I’ will rescind the decision. Nonsense. Just see what other countries are doing and allow people mobility or you infringe on people’s rights. What has a poor villager in Shan’gombo got to do with my desire be also a citizen of Zimbabwe or Angola? Just put a decent process with restrictions in place to allow decent foreigners to be Zambians if they wish, after all we need the numbers and not all Zambians living in Zambia are good citizens, Ukwa for example!

      The financial institutions likely to give a Zambian money are those dealing with venture capitalists but you are required to be in Zambia as they do not do business in the Western countries. Funnily enough there were several Swiss bank reps at a Zambian investment conference in London a few years ago. Sadly the ‘delegates’ were more concerned with pushing for dual citizenship than networking. It was kinda ironic.

      A Zambian Bank… Get back home. You will get a loan. The problem with you chaps is you think you can only get money by sweeping london streets. There are a lot of well meaning Zambians expatriates in Diaspora who are investing in Zambia without asking for duo citizenship or loans from western banks because they have decent jobs. The problem is that you want to steal money ( by pretending to get a loan there) using UK passport and run back to Zambia.

      I personally haven’t come across a Zambian street sweeper but one who wasn’t too proud to do the job of sweeping is now our President. What’s with dissing people over jobs? I’d like to think that each generation gets a fair shot so someone working hard at a job gets to see one of their kids go one better or are dreams only for the wealthy? My dad constantly told us growing up how he painted roads, was a fire fighter and more but I didn’t get it cos he was on a whole other situation throughout my life. Now I’m grown I see why he chose to speak of those jobs as they helped make him who I thought he was. Witness asked a question which can be answered minus looking down on others for choosing to work and not live off the dole :)

Like others in your situation you seem to suggest that dual citizenship is for benefit of Zambia as a nation: but from the truth is what you have said in 70.3. Its about “I will be able to…….”. The solution to your pseudo problem is for you to get a british passport and not duo citizenship. You will then be able to get loans and do your business in Europe and visit Zambia when its winter if you get one. There is no requirement for duo citizenship for you to get a British or EU passport.

    Ba Peter: No, it is not but it is the marginal benefits that you cannot overlook for example. Say for instance a US Citizen with GRZ citizenship is allowed free movement in both countries, he/she would be free to spread assets more evenly thereby allowing for equity distribution.
    Countries like France, Switzerland, South Africa, Nigeria, Ghana, Jamaica, USA, Namibia, etc have increased flow of capital attributed to dual citizenship.

    Wealth distribution is a precursor golem that harmonizes a countries ability to generate more wealth. Say for instance realty increased to $20 billion, that once collateralized would then generate new businesses, new jobs and new income.

    Investor visa for any one with $1/2 million dollars would bring in new in flows to be attributed to GDP growth, etc

    Having listened to Sata’s speech yesterday at the high commissioner’s residence I have come to the conclusion that the man thinks every Zambian in the UK is a station sweeper like he was when he was here.     Mr Sata has not made sense of what he has said.

    If people from other countries applied for Zambian Citizenship, and the Citizenship Board of Zambia gave the applicants the Citizenship status, those people cannot be classified as people of other nationalities. They at that stage become Citizens of the Republic of Zambia. Consequently, they will be entitled to compete for jobs in Zambia. Therefore, it will be entirely up to the Zambian government to decide how many such applicants are allowed to become Zambian Citizens in the light of the job market.

    I think the President lacks clear headed advisers on crucial matters of national interest. If this is how the President is going to treat the Constitutional review in progress, it is another waste of time and resources for Zambia.

    The President needs to adopt the posture of “Chair of a meeting” who must not influence the voting partner of voting members, but facilitate for fair and free voting.

    Let the people comment on the document in circulation, bring it to a referendum or find a fair and cheaper method of fairly and democratically deciding the matter.

    If the president is correctly quoted, this is the first time I am going to differ with him. Truth be told as others in dispora have iterrated, we have this far survived without this clause. You are asking us to completely owe allergiance to a country that’s just learning to develop at the expense of what we can contribute just like other countries with dual citizenship have. The choice is for all Zambians to decide what’s in the best interest of the country. Otherwise, either way, I couldn’t care less except my investment will be restricted to my nuclear and extended family when every Zambian ought to benefit. I pray that wisdom will prevail more than the jealous and hatred for Zambians abroad because, we certainly do not need this kind of incumberance as long as we help our families.

    We as Zambians abroad have EQUALLY FAILED APPALLINGLY to market this issue across instead have merely resorted to asking Cabinet officials this question in different variations when they are abroad. We have DISGRACEFULLY FAILED to make a more powerful broader intellectual case for policy reform. We have LAMENTABLY FAILED to place the dual citizenship question at the heart of policy development in Zambia. 
    As a result our brothers and sisters at home only see this issue of benefit to us and are ignorant to the tangible economic benefits to the nation as a whole. You shouldn’t expect Politicians like President Sata to sell this for us as it’s of least importance to the electorate its not a bread and butter issue to them …whom matter more to the politicians.

    Dual citizenship has more disadvantages than advantages. Let us not rush into copying things from other countries without analysing the consequences that will be costly to reverse.     Sata does not understand dual citizenship. He thinks that those Chinese who are in Zambia are going to ask for dual citizenship which is not true. Dual citizenship is about Zambians who are living outside Zambia and are eligible to have citizenship of the country they are living. His reason for refusing dual citizenship is very old fashioned. We must organise for combined petitions through out the world where ever there is a Zambian embassy. Sata is a brutal man so if we take him kindly we shall end up the Mugabe route.

    Our kateka’s logic and rationale worries me at times! I was hoping he was misquoted but this is reported by ZNBC. Is this surely a reason one would give as justification against dual-citizenship? Our brothers in Ghana have dual-citizenship which benefits them greatly. Their people in the diaspora legally live/work/settle abroad while still enjoying citizen rights back home (land ownership etc). As a result, Ghana received more than $15 Bio from their diaspora in 2011. God forgive our people for voting this man into office, we’re definitely cursed.

If a policy for dual citizenship were put in place for zambians, it would also follow that those foreign nationals in whose countries they are allowed dual citizenship, would also be able to get Zambian citizenship as well thereby increasing the zambian population & every foreingn national will have the same rights as any other zambians as they too are zambians!! its a TWO way thing doesnt jes work for one country!! you want to be a citizen of another country but u dont want citizens of that country to be citizens of your country??

    the dual citizneship issue needs to be treated with caution. At the moment the majority of Zambians are still very poor and lack solid financial resources, therefore by accepting the dual citizenship citizens might be disadvantaged by other nationals from better off countries who might have more resources e.g. at the moment investors have been buying off huge chunks of land, what will stop a foreign national from simply getting dual citizenship to have easy access to national resources easily. think people think dont just copy fancy things.

      And who would these foreign nationals paying when they buy off these huge chucks of land? Native Zambians, right??? So, at that point the native Zambians would have the cash they did not have in the first place, right? What is wrong with that? Now when these foreign born Zambians buy these huge chunks of land, are they going to run away with the land or will it remain in Zambia? 

      It will remain in Zambia because land is the only resource that does not meet logistical transposition. So, when this land is developed, what do you call that? Development, right? When industries are build on this land and people are employed by these foreign born Zambians, what do you call that?

      Employment, right? So, what is your problems there. The net benefits still outweigh the current myopia, right?

    Worth pondering upon. Weighing out the pros and cons. On the bright side it would increase investment. But what is built in Zambia remains in Zambia. Tight controls. Job creations to be given to local Zambians first. It’s tricky and risky but maybe just maybe it will open the gates for Investors to invest in Zambia. It could be what Zambia needs. Worth thinking about! What we don’t want is for Zambia to be used and abused and have people enrich themselves and then leave. No. Equality for all when employing. Opportunities for all when employing. Worth pondering upon. Could be what Zambia needs to do to boost the economy!

    The comentaries have been heard from both sides of the Dual citizenship proposal in the new Zambian constitution. Finally, all progressive Zambians shoud take comfort in this:- 1- Mr Sata does/can not make such a proposal fail to be law because the people’s will can not be trampled upon while Zambians watch. 2- The Constitution Making Committee equally have given it(Dual Citizenship) consent as a world progressive element of law. Who is Mr Sata (an employee Zambians) to go against majority of his employer- risk being fired. Based on this rationale Mr Sata like any Zambian was merely expressing an opinion that many of us do not agree with. The right law will will be made by the Committee Zambians have employed therefore, take heart your many views are correct and this law is coming.

    In the light of a senseless ranting from President Sata, let us draw our attention to Israel which has a population of 5 Million people which is two and half times smaller than Zambia’s population.  Israel has the second-largest concentration of business startups per capita after Silicon Valley in the USA. Israel has more companies listed on the NASDAQ than the whole of Europe, China and India combined. Many of the leading technology companies have established a presence in Israel.The question to President Michael Sata and his nephews is this: Could Israel have achieved this success without an input from its population in the diaspora? Do they have restrictions on dual nationality? The answer is no, so what is the big deal with Zambia?

I thought most of the people out there if who have thrown away the green passport for better passports are capable of creating more jobs in this nation if allowed to be Zambians again, and they would invest more at home than where they owe allegiance to at the current moment. hat security concerns are you talking about. lets be progressive people and drop all malice and petty jealousies. we need the dual citizenship clause and the argument by the state President holds no much water.

    There are many foreigners in Zambia is what many bloggers here forget the people looking for jobs in Zambia and would also want Zambian citizenship are many for example, The Congolese, Angolans, Rwandies, Sudanese and many others including the Chinese. Dont you see some Chinese working as street sweepers, brick layers and so on. Dont think because you are in a western country and are in serach for a job there it means that there are no foreigners in Zambia seraching for jobs. The pay in Zambia is better then many African countries. 2 The president here is merely expressing his view on dual Citizenship. He knows that the constitution is what the people agree on to be ruled by. The ones who will acknowledging this constitution is not PF or government leadership but the general citizenry.

    It is sad that this is what Sata is now doing to those who perhaps used the power of the electronic media to strengthen the technology savvy Zambians at home to campaign vigorously for the PF in order to have a new government elected.

    One now hopes we do not have the exact opposite of Godfrey Miyanda in President Michael Sata.

    By the way, if there will be any regrets in Zambians living abroad, it might not be the newly acquired nationalities they have, but it might turn out to be Mr Sata’s Presidency and his government. I hope not so. I hope the President will find people that will advise him correctly, people who are willing to say no to the President, people he himself can and will respect, and not “yes bwanas”.

    It’s sounded funny when Sata said most of you have to obtain visas to come to the UK except for people like Dr Matani. What he probably does’nt understand is that Matani illegally has dual nationality hence he does not need visas to enter Zambia or the UK. “Donchi kubeba”!!!!

    President Sata’s response in England is the most appropriate. There are Congolese threathening out national security. This has no impact for people living in the diaspora. Yes national security first, absentee citizen later. Zambia is not ready for Duo citizens yet.

    Not a worry to have dual citizenship but let them begin to start paying taxes as well…at least contribute to the nation in form of taxes…..you must declare all income and be taxed maybe not at the current 16/13 percent but say 5 or 6 percent failure to do so will be a crime this will ensure development……

    A proposal would be-to get rid of corruption in the Immigration Department and make laws that a foreigner would have to adhere to in order to be given Zambian citizenship. You can have a hybrid of laws but don’t just throw it out of the window. I mean if the Chinese or whoever is grabbing jobs from Zambians already then there must be something wrong with the system. All loopholes have to be sealed. 
    It is good that I am not even seeking dual citizenship but I have a number of friends and relatives married to foreigners and I am sure their children wouldn’t mind acquiring dual citizenship and in a way benefiting from Zambia and perhaps giving back to Zambia.

This does not realize that our children should have choices whether to stay in host countries or return to Zambia. The Zimbabweans were right to deliver a broom, and it was such a big one!

    If you have followed SA’s decision to register the Zimbabweans you will understand that it was an economic decision as everywhere in SA you find Zimbos working and working hard. The SA government never said or cried foul but realized they needed these guys, what with the professional skills they have brought to SA. Globalization means accepting new people, new capital, new cultures, conquering new markets.

    Even if we created more Zambians, that would not be a negative in itself. It will be a huge plus because we would have a huge tax base to start with and more tax means a larger GDP, larger GDP means GRZ can invest more into infrastructure development, education, health, social services and other transfer payments.

    Secondly, more Zambians means larger market … a larger and stronger market is a competitive market, China for example pulled 300 million people out of poverty in the just the last 20 years. The same time the MMD were in office destroying our economy.

    Improved middle class with new entrants of 300 million people made China a tourism destination for the first time, the airline business is booming, their auto industry is now first in the world, in every way they are winning.

    Consequences here are a cautionary note. I do not think it has been ruled out. This fever-pitch excitement about dual citizenship reminds me of similar scenarios like “Zambianization – took us straight back to the stone-age by appointing Grade 3 Zambians to take over Degree-based jobs”; “Privatization – the consequences are still unravelling to this day”; yea, even “Nationalization – it is now called BAILOUT in the west.”.
    Examples are many. We WILL GET DUAL CITIZENSHIP. But when the consequences unravel, just look back to this day, folks… I hope the fears are never realized…

So, when this land is developed, what do you call that? Development, right? When industries are build on this land and people are employed by these foreign born Zambians, what do you call that? Employment, right? So, what is your problems there. The net benefits still outweigh the current myopia, right?

    Can someone explain to our president Micheal Chilufya Sata a former police constable in the colonial administration and apparently a railway station sweeper that dual citizenship does not mean that every foreign national living in Zambia and outside will become a citizen of Zambia. Other progressive states have recognized that and often offer citizenship to distinguished individuals so that they can contribute to national development. South Africa, Zambia’s neighbour in SADC region has dual citizenship clause and it is not every foreign national living in that country who has obtained citizenship in that country. Zambia is better advised to benchmark with their colleagues in South Africa than sit with outdated thinking.

    Mr Sata stormed out of the meeting in UK meet the Zambians because they asked him about many issues that have caused concern including dual citizenship. Mr Sata began the meeting by inviting questions before his address. When Mr Sata was asked about the 90 day promise to fix the economy, employment, B64A and new constitution he became incensed and walked out of the meeting. UK-Zambians were left wondering anf left without answers. The next thing they were told was that Mr Sata was on his way to Geneva. Typical of Mr Sata’s diplomacy. Information has it that he was not happy the way questions were asked and gave part of what we read of queer opinion that Dual citizenship will make more Zambians loose jobs to foreigners.

    If I were the one to decide I would advise that Zambians be allowed dual nationality.If the president is scared about an influx of foreigners taking up Zambian jobs why not raise the criteria in obtaining citizenship to include amongst other things 1. earning at least a reasonable wage,owning property in Zambia,belonging to a certain profession (like a doctor,teacher,nurse,scientist etc) and so on.If someone has something important to offer the country why should we lose them to SA?

    IF the PF are going to stand in the way of progress for Zambia, theirs will be a ONE TERM tenure of government, just as RB’s was a three year reign.

    Zambia’s hope will not be the MMD, the UPND or any of the limping political parties in Zambia, but a new positive and all embracing progressive political movement, which will not allow tired people who have before been in government in Zambia, be they from UNIP, MMD or PF, to play a leading role.

    The movement’s leaders will be fresh minds with vision and passion for Zambia’s place in the 21st Century. Make no mistakes, it will not be people living abroad who will and lead the movement, but the people living in Zambia who have been sufficiently exposed and believe that Zambia can develop without sloganeering.

    Ba Gundix: I agree totally, PF will be a one term party in government and His Excellence MCS should not forget that as RB went so shall he if he starts imposing his will on the smart people of the Zambian Enterprise. 

    They will give him only this term and the rest will be history, watch this space. We shall start organizing and do a lot more than we have done in the past. We shall put our money where our mouth is and we shall put up new structures that need to take the nation to the next level. 

    We are tired of the 20 years of destruction by the MMD and we won’t let another party take us backwards when the world is advancing. I am very annoyed right now and I feel like putting all my resources on the line to redeem my beloved nation. Zambia is greater than any single one of us.

    How the hell is advising this president? For me the failure is with the advisor because the president has to use well researched data for such claims. where the problem is with the president speaking any how is that the president’s words are government policy. That is why in some culture in Zambia chief do not speak any how is public because of their words are policy at local level and it always difficult to retract such statements.

    Zambians are abroad are helping government if one looks at this issue practically. While Zambians going abroad may be looked as brain drain it also contribute to “job creation”. Just image if all of us were back in Zambia, would increase competition for limited jobs. But having dual citizenship does not mean they are coming back tomorrow

    If dual citizenship is allowed it will allow zambians who have attained citizenship of other countries to invest the resources they have aquired in Zambia and help create employment in zambia.Just look at Ghana,Nigeria,Kenya,Uganda and South Africa who have gone this route!     Okey ! Please people let us deal with facts !!! Let us look at the countries where dual citizenship has actually been embraced. Has the dual citizenship actually contributed to the economic growth of those countries? As a result of dual citizenship, has it contributed to massive plough back by the citizens in the diaspora? Has these investments lead to employment creation? What hidden reasons could president Sata have against dual citizenship ? Has he studied the economic growth rate of countries such as USA, South Africa, Britain, Nigeria, Kenya, Uganda and Uganda ? This reason that he has given is actually very shallow !! And besides, it is supposed to be a people mandated constitution,, not a Sata one! If dual citizenship is not implemented, Zambia will continue to fall endlessly !!!!!!

    We as the people in the diaspora want a way of participating in the development of our mother land while holding on to our source of income in the diaspora. If we come back to Zambia, we wont have the same means of income and our families will suffer. There is simply not enough job opportunities in Zambia !!! Period !!! I have an opportunity to care for my family in Zambia with the amount that I am making here. If I come back home it means that I will just add to the many mouths that are suffering in my family back home. I am sure this is a similar case to most of the people in the diaspora !!! But if you feel that Zambia does not need my contribution, then, I will not be able to visit my parents as often as I can. It will also mean that i will embrace my American citizenship wholeheartedl

    This man and many other people against dual citizenship are scared of people in the diaspora. He normally assumes that we are MMD party supporters !! He is also scared of the learned people in the diaspora because they are more cognitive of the happenings in the country politically, socially and economically. That is why they surround themselves with the “kaponyas” who are the “dogs” they use in the scare tactics against people. Dual citizenship must be implemented !!! For the good of Zambia !!     @Mumbi Makasa. Lets be honest and explain in clear terms the individual benefits that we, in diaspora, will get if we get dual citizenship.
    1. What benefit will u, as Mumbi Makasa, get if u had dual citizenship? If we aggregate those benefits and compare with the aggregated downside of it, then we can have an idea of whether it is good or bad for ZAMBIA. 
    2. Will dual citizenship spur me participate in Zambian economic development if i don’t do now?
    3. Are we people the solution to problems we ran away from?
    4. Is Zambia falling endlessly economically? check the GDP growth data from WB and IMF and compare with the rest of the world.
    5. Are we more learned than the hardworking Zambians have made it a better place we want to be now associated now? We never asked for it in bad times

    One should ask families who have responsible loved ones abroad, they will tell you how much support they receive. This is especially good in a country where there is no social security, where the unemployed can claim benefits.

    Not only do we send money to feed our families, but we also pay their rent, medical and school fees. We also do the same for our close friends who have fallen victim to poverty and unemployment. We also build houses for us and for them. Some of our properties are put on rent, thereby alleviating the shortage of houses. By doing so, we are easing the political pressure that would have been exerted on government from this host of people who are benefiting from those who live and work abroad.

    Zambians in dispora with dual citizenship can bring cash to Zambia , Skills and qualifications to Zambia .
    They can also stimulate business having access to cheaper loans,and ease in trading with foreign businesses . They will employ Zambians , they are not a burden on the Zambian health infrastructure as they hop on a plane for treatment in their host countries if they are sick. It takes generally 10 years to be offered citizenship , the Zambian working for this overseas will have built up a sucessful career and wealth in that period. Not a threat , rather an asset .I think those that see this as a bad move are either extremely narrow minded, do not understand what dual citizenship means, or from extreme jealousy because they somehow resent sucessful Zambians coming back with new ideas ?

    I would further add that without dual citizenship why would I give up my high paying career, easy foriegn travel and excellent first world health care ? I would love to invest say £500,000 into Zambia and I dare say I am not the only one , but I don’t think I will bother UNTIL THIS IS SORTED OUT……..( Dear Mr President please take note ) ………………..It’s Zambia’s loss not mine . and a loss to the driver, maid , gardeners and other local Zambians I would be employing, to say nothing of the money I would be spending in the shops etc

    Too bad. It sounds like the President and his advisers don’t understand how this works. Nobody is diaspora wants to take away jobs. We just want our children to have a part of our heritage. Being Zambian. Every country has rules on how one qualifies to apply for citizenship. They need to know that we can right laws to protect Zambians and discourage those that want to abuse the clause.
    I will give an example. It takes ten years of being married to a spouse of the host country and also being a legal resident for some countries to let you even apply for citizenship. you will also need to have lived there all those ten years. In our case, we can introduce a law that might say that if on is married to a zambian and they divorse within the first 5 yrs of being a citizen, the woman takes 75%

    Pays child support. Basically keep western standards of divorce. Add a few tough regulations that will keep people from abusing the clause. People have to spend time and earn the right to become citizens. As of those living in diaspora, I don’t think the reason the want the dual citizenship is coming home to find employement. They left for that reason. Its for the children. They don’t need DC to invest in Zambia. Home is home.

    The Mungomba review commission’s original submission was to allow indigineous Zambians to acquire dual nationality for the benefit of Zambia not losing out on a human resource that has experience with cultural diversity. Besides under the current consitution foreigners can still acquire Zambian Citizenship after legally residing in Zambia for 10 years or more and giving up their original nationality. Foreigners are still taking up jobs meant Zambians under PF through work permits. This is a simple issue that can be tackled by qualifying the Dual Citizenship clause, such as those foreigners wanting to acquire Zambian citizenship by naturalisation must have a certian level of education and networth. So this arguement holds no water and as usual Mushotas comments are unresearched

There is a reason why people over a certain age are not allowed to drive or even maintain a bank account, and we let people like these lead a nation.     number 173 winnipeg: WALASA! thats a very good point and well articulated. you are absolutely right. where are the Presidents advisors? surely one cannot make such an emotional, irrational decision on a matter that affects so many zambians without looking at the practical things. there are 11.5 million zambians in the world ( and counting down due to HIV etc) . There are different categories such as zambians by birth, naturalization and ancestry. criteria can be set. but to decree that it will not happen is undemocratic. lets put it to a referendum if the government cant decide. we have more districts than common sense in our current administration!
