73 year old Italian owner of a construction firm awarded road contracts by RDA has been arrested

The Joint Government Investigations team has detained an Italian national Antonello Locci in connection with road construction projects awarded to his company Fratelli Locci SRI Limited by Road Development Agency last year.

Investigations team acting public relations officer Christopher Chibanku said Locci, 73, is the Director of Fratelli SRI Limited.

Fratelli Locci SRI Limited was currently working on Mufulira Roads LOT 2 and Ndola Roads LOT 5 under the Formula One Programme.

The same company had been awarded to undertake road works on the Pedicle Road.

Mr Locci was summoned to appear before the investigations team offices in Woodlands where he was interrogated before being driven to Woodlands police station where he was detained in police custody to help with further investigations.

The diminutive Italian looked distraught through-out the process of having his details taken at the police station until he was led down the short walk to the cell.

Upon seeing a horde of waiting journalists with cameras, Mr Locci who wore a blue suit concealed his face with a cap but as is mandatory when entering a police cell, his escort removed it from his bald head.

His soon to be roommates were excited to have the pleasure of a Locci in the cell especially with the loaves of bread from nearby Pick n Pay that his sympathizers supplied.

Mr Locci was in May this year linked in another case involving former President Rupiah Banda’s son Andrew.

In that case, Mr. Banda was alleged to have solicited a 2 per cent payment from Mr Locci’s company against payment received from theRDA on both current and future projects.

The solicitation was alleged to have been by way of an agreement dated 22nd June 2011 signed by Mr. Banda and Mr Locci and witnessed by Mr. Banda‘s daughter Ketiwe.

Out of the two per cent solicited, Mr. Banda is alleged to have actually received a sum of One K171, 065,700.00 from Mr Locci as Managing Director of Fratelli Locci SRI Limited.

    The world seems to be getting ever smaller for Henry, isn’t it?!

  5. Woodlands Police and the VIP cells!! I hope the police have evidence. Right now the DPP is dragging his feet on taking Andrew Banda to court continuosly adjourning the case. And this is the guy alleged to have pocketed the commission from Locci. Now you wonder all this time don’t they have a tight case to nail Andrew Banda. After all the big talk in the papers one would expect a speedy trial

This investigation s should also be looked on the tenders been given to individual and hardware shops who are conniving with procurement officers in this ministries the guys are making fat money by reaping govt it should be looked into seriously as many of these zambians per zed will be arrested especially town centre shops

  14. The formular 1 was a big fraud. Some companies who had no equipment at all got contracts. Even Bakeries got road contracts then they started lining up borrowing equipment from companies that had equipment. If RB had won, this country would have been proper RB & Sons company will 20% commission to RB&Sons on any contract. There was a party every weekend for these guys with plenty of Whisky. Ask the Zambia National Team one dinner RB hosted for them. He was very drunk. Right now we are just waiting for PF to have enough MPs to start the immunity process in Parliament.
