President Sata accuse HH of misleading the nation on Salary increments for constitutional office bearers

President Michael Sata has advised politicians and government leaders to be factual in the statements they issue to the public. President Sata said that it is regrettable that opposition leader Hakainde Hichilema is misleading the nation by claiming that the government officials and other constitutional office bearers have awarded themselves hefty salary increments.

Mr Sata said that the statutory Instrument which effected the salary increments for members of parliament and the President says nothing about a hundred percent salary adjustment.

Mr Sata then handed the newly appointed deputy Ministers statutory instrument number 43 on presidential emoluments and called upon them to defend it.[pullquote]Dr Msiska also said that the President’s Salary was increased by 57 percent and not 100 percent[/pullquote].

The President also handed copies of the statutory instruments on constitutional emoluments to journalist and challenged them to read the contents and establish, if indeed Mr. Hichilema was telling the truth.

The head of State has since directed the government officials to clarify the facts surrounding the salary increments for constitutional office holders which are being misrepresented.

President Sata was speaking at State house when he swore in Harry Kalaba as Deputy Minister in the office of the vice president, and Stephen Kampyongo and Nickson Chilangwa as Deputy Ministers in the Ministry of Home Affairs.

The President has also sworn-in Ronald Chitotela as Deputy Minister of Labour, while Christopher Mulenga is Deputy Minister of Health.[pullquote]He added that this is also in line with the government’s vision of offering competitive salaries and conditions of service that would enable the public service attract and retain the best professionals.[/pullquote]

President Sata has also appointed Patrick Kangwa as the Disaster Management and Mitigation Unit Coordinator in the office of the Vice President.

And deputy Secretary to the Cabinet Roland Msiska has said that the salary increments for constitutional office bearers has been done to harmonizer and rationalize the conditions of service across the three arms of government.

Dr. Msiska in a statement released to journalists in Lusaka today said government has decided to revise the salaries for the president and other constitutional office bearers after observing a lot of distortions in the conditions of service.

He added that this is also in line with the government’s vision of offering competitive salaries and conditions of service that would enable the public service attract and retain the best professionals.

Dr. Msiska said that harmonization of the salaries is an on-going programme that government has embarked on and will be done in phases in order to cater for all the government departments [pullquote]Information Minister, Kennedy Sakeni has justified the appointment of three Deputy Ministers in the Ministry of Home Affairs.[/pullquote]

Dr Msiska also said that the President’s Salary was increased by 57 percent and not 100 percent. Dr Msiska said that some people are mistakenly calculating the increase by lumping two adjustments effected during the MMD regime and the latest adjustment.

And Information Minister, Kennedy Sakeni has justified the appointment of three Deputy Ministers in the Ministry of Home Affairs. Mr Sakeni who is also the chief Government spokesperson, says the ministry has so many facets which need equal and dedicated attention.

They know they can walk to Govt Printers and buy SI docs and compare the figures there  to last year’s. Nobody did any lumping you are talking about. Your work must be hard having to tell lies. How do you sleep?

    Anyway, whichever way you swing it 57 % salary hike is still way high in a country where inflation is running at about 6%. What is the justification? To attract a better president? Who told quality Zambians shun from contesting the presidency because of low salary? 

    The POST Newspaper tells us humble Sata lives on little resources, why did he not just take a pay CUT instead?

    And these Deputy Ministers get a Salary that could pay for a significant number  primary school teachers or health workers. This for sure is waste and I abhor it.

    What happened to small cabinet and small Government? Did somebody forget to save  that page in the PF Manifesto?

The president cannot hold a press conference because he knows that international media is waiting with a thousand questions for him, which he will fail to answer and the world will then know him for what he is. I need to know coz civil servants who are professionals were not awarded that 57%. Maybe they think everyone is as illeterate as they are. I rest my case……

The president’s new salary is 320 million which is nearly double. In simple langauge when rounded off to the nearest that is 100% and not 57%. Dr Msiska must be ashamed of himself when trying to justfy the unjustifyable. UNZA produces better graduates than that, please dont Zambians to be fools.

Selfishness, greed, that feeling of I, me and myself, is the major problem. If we can share equally, if we can trust one another, if we can love one another…. They offer ministerial posts to some, they refuse but at the same time they want to get what is not due to them. I remember UNIP, I remember MMD, those in opposition always have trouble even at looking at obvious things, they chose to differ on anything. How can the opposition  live happily with the ruling govt? In USA, UK, German, Rwanda, Libya, Egypt, Syria, Zimbabwe, South Africa, name any country, when in opposition you always see things differently, nothing makes sense from those in power. Life!

    Now D/Ministers, I thought these people wanted a small government to save the mearge resources. We hve more Deputies than Chiluba’s govt which had 2 deputies for some ministries. Now we hve 3.   47. I am sorry Dr Roland Msiska. What harmonisation? There is nowhere in the world where Ministers have to earn more than the civil servants in their departments. In the UK, the Prime Minister earns far much less than the most senior Civil servants. Town Clerk equivalent earn in excess of the local MPs or city mayors! In the US, it is the same picture. We do not have to pay public workers who we elect just so that they do not steal. If they are poor, they should not run for office FULL STOP!

When sata was potrayed as humble, simple man, he hoodwinked Zambians that he can eat from the same plate with the poor, yet he has upgraded himself a better Zambian above the rest of us. So he can increase his salary and thaot of his own, meaning that the previous rulers were fools to keep their salaries low in line with the poverty standard of the rest of Zambians.   54. I honestly think there are two things happening here, either Sata is lying or he is just plain stupid & wholly incapable of simple addition. To begin with, can Dr Msiska list for us the so called numerous distortions in the conditions of service for constitutional office bearers that prompted these SATAnic increments? Secondly, all the adjustments enacted during the MMD regime were effected bringing the salary of the president in particular to K167 million when Sata took office last year. Now, the GRZ Statutory Instrument No. 17 and 18 of 2012 raised this K167 million grudas salary to K320 million representing a hefty 91.6%. This is to the nearest 100%. It is not HH who is lying here, CNP has been caught pants down, stealing!

Objectively speaking, when most countries are adopting LEAN MANAGEMENT due to labour cost constraints, I find it totally un acceptable to be creating three positions of deputy ministers that do not even add value to its operations. How did they come up with these three positions? Was any job analysis and design done to determine the relevancy and need for such? At a time when civil servants are being given 15% salary increament due to budget constraints, is not only logical that such creation of positions defies common sense? These cadreism appeasement policy is what has destroyed our country. It is a shame and Dr. Msiska would do better by not commenting on these issues.     So 327,593,805.00 – 164,120,016 = 163,473,789
    AS a % 163,473,789/164,120,016 X 100 = 99.606%
    99.606 is for sure almost 100%.

  77. How can you manage to sponsor me when Hakainde himself at his farm. Just at Hamorny primary school right at the gate of his farm, the school looks like it survived a war in afganistan, Hakainde has never donated a nail to improve this school, shouldn’t that be a shame?
