Police have formally charged and arrested Chisamba Member of Parliament Moses Muteteka for motor vehicle theft contrary to section 281A of the Penal Code Cap 87 of the Laws of Zambia.

Police deputy public relations officer Charity Munganga Chanda has confirmed the arrest of Mr Muteteka in a statement to QFM News.

Mrs Chanda says Mr Muteteka is alleged to have fraudulently and without reasonable excuse of lawful authority converted a Mitsubishi Canter Registration number ABX 3529 valued at K75 million into a personal property pretending that he had purchased it when in fact not.

The said vehicle belonged to Chibombo District Council.

Mr Muteteka has been released on Police bond and will appear in court on Monday 20th August 2012.

  1. Why do these govts continue to use the same old FAILED strategies, failed methods, failed tactics and approaches to?zambia’s development agenda?  I now come to the conclusion that:

Two things are infinite; the universe and human stupidity, I don’t know about the universe….

Government is not the solution to our problems, Government is the problem…..PF must learn quickly and change for the better. WHAT LEGACY,WOULD SATA LEAVE BEHIND??

    • Stop being childish Sir.
I believe the computer you are using is a duo processor and runs multiple jobs at a time or you want one day to own one coz its faster.
Why then do you want government to only focus only on strategies and leave corruption which they promised to fight.
If they leave it even current MPs will do it and what development is that coz while you are busy building others are breaking.
Lets not be petty and support government in all their efforts

  2. This is what happens when the privilege to lead a country is misconstrued to mean OWNERSHIP of the country and all its resources! This may just be a tip of the iceberg – let him reveal what others also did….

  3. Parliament should have a code of conduct. If it is true then we need a costly bye election. We should not tolerate corruption in Zambia from anyone PF, MMD, UNIP, UPND or anyone. Sata can have a legacy as the president who ended corruption in Zambia.

  4. MMD, whats your comment on this one, full of thugs, how do you bounce back to power
with such behaviour, buried for good, another Liato behaviour

  5. Here we go again with this rotten Justice system of Zambia since when has a motor vehicle thief been released on bond.

  6. the non-bailable part of the law was changed by RB and company at the same time they changed the abuse of office clause. Muteteka is free to go on bail and the courts are following the law. Meanwhile, if Muteteka stole the vehicle, let him answer and pay for the offence whether it looks like a political move or not

  7. If an offence is non bailable, how can it be bondable? I hope this is not one of those witch hunt tactics by those in power to silence the opposition. But if the Hon. MP fraudulently and without reasonable cause did convert the property in the M/Vehicle to his own person then let the fierce face of the law deal with him accordingly

  8. Motor Vehicle theft now bailable can someone explain to me.Has the law been amended for muteteka to be granted bond.Awe nomba elo lwalanya bapompwe will take advantage.

  9. We have so many centuries to go for as to develop as long as we don’t change our status quo “politicking” we need to go ecomic engineering ! We need Good Governance.

  10. He was reported to the police by Nevers!!! Witchhunting has now started in MMD to cleanse itself of the “corruption tag”.

  11. #2 YOU ARE VERY DULL. TO YOU POLICE MUST STOP TO WORK AND ALSO ACCORDING TO YOU START TO CONTRIBUTE TO THE NATION’S DEVELOPMENT. MY FRIEND, POLICE ARE LAW ENFORCEMENT AGENTS AND THATS HOW THEY ARE CONTRIBUTING TO THE DEVELOPMENT OF THIS NATION- BY ARRESTING AND PROSECUTING LAW BREAKERS. POLICE, JOB WELL DONE. ARREST ALL THE WRONG DOERS.

  12. #4, SATA WILL DEFINITELY HAVE NOT ONLY THE LEGACY OF ENDING CORRUPTION BUT ALSO THE LEGACY OF BRINGING REAL DEVELOPMENT TO ZAMBIA. ‘LAWS MAKE BUSINESS’, MIND YOU.

  13. @ Monk Sq Analysis – After Sata was jailed on tramped theft of motor vehicle charges the law was charged because most MPs knew they would be targeted with the same law. As for Moses, if it is true that he has converted a property of the council to be his own then, the law should visit. However, let us not apply the law selectively, Mtumbo Nchinto and company own government over 14 billion, can the law also visit them. For surely if we are following up on 75 million, we should even be more zealous in trying to recover the 14 billion plus. If Sata wants to protect his friends let him pay for them from his recently increased salary

  14. No#2 Wat do you think is the solution if Govt is not? Jesus said you should pray like this” our father in Heaven……Let your kingdom come” to do wat? to bring peace to peace has it is in heaven(mathews 6:9) also Rev 21:4

  15. Iam confused here but I thought Sata and ka Chiluba made Morter vehicle theft a non bailable offence what’s this guy doing outside let him go to jail

  16. MMD – AND THE THE SONG CONTINUES TO PLAY: MMD CORRUPTION/THEFT. SORRY PASTOR MUMBA, IT APPEARS THIS SONG WILL CONTINUE TO PLAY FOR SOMETIME – TILL 2016.

  17. Surely there must be some mis-communication issues between Police and opposition MP’s to stop these time wasting events. Hon. Muteteka has enough money this is just a small issue that doesnt require to be news. Need to focus on bigger issues.

  18. We have a representative of the people stealing from the same people who put him there. What is this really? Please put him in cells for the offense he has committed is non bailable….why is he out side the cell? Lock him up so that other thieves may learn from him. Law is law and no one is above it. Amen.

  19. We have seen some people being sent 2 jail for steeling a chicken simply because they are poor.Let him go to jail.Somebody is saying its a simple issue. Is steeling a public property a simple issue?Shame on you.

  20. While the media is busy reporting on sensational stories like that, there are developmental initiatives and efforts being made quietly that are not reported. They are not of interest to you at early stages. But you will be at the edge of your seat to listen to such news and the media has stauff to report. Otherwise, a government does a lot of things at the same time. Just look at the number of ministries, agencies, units, parastatals it has. It tell you a story. The investigative wings are working….. that must be your logical observation, not this blame reactions of yopurs which lack appreciation of issues at hand. If nothing is done, you would corruption fight is rhetoric.. Whaz up bangwele.

    • sorry number of ministries and agencies if too many is a drain on money for development so do not boast on the number of ministries. you are the one that needs to wise up ngwele

  22. Be cautioned, sleep with your left eye open otherwise by the end of Sata’s term the whole Resrve Bank will be in his pocket and the pockets of the relatives. Walobala wa siyala, zwisa kapai fa meto.

  23. @THE CRUSHER. Someone converts government property into his own, thereby depriving the council of much needed transport, and you bring up HE MCS. Totally unrelated issues. This habit of illegally converting government vehicles into personal ones has been going on for too long and must be stopped period!

  24. Hehe…gov’t properfy should be Raspected for the use of the comon man that voted in this and many other guys. They are even paid loads but still the rob from the power. And they should be called leaders aight?

  25. Moses Muteteka people were using you to insult the former president Rupiah Banda when you knew very well that you are a problem. Why stealing a vehicle this time? mwamona this is what people do not insult elders because you will need them for advise. Sata alakunyela walachimona!
