Constitution making process lacks stakeholder participation-Musokotwane

Lea-Lui Member of Parliament Situmbeko Musokotwane has observed that the current constitution making process lack the involvement of the other stakeholders in the country.

Dr. Musokotwane notes that it is for this reason that most people in western province, seem to have shunned the constitution making process.

The opposition parliamentarians claims that the PF seems to have imposed the constitution making process which it had opposed the time the ruling party was in opposition.

Dr. Musokotwane has told journalists that the PF government has hijacked the constitution making process and made it less inclusive.

But the government has on several occasions tried to explain that what is important now is to adopt the views of the people that were captured by the previous regime 4 constitution review Commissions.

Another legislator from western province Professor Geoffrey Lungwangwa noted that the technical committee drafting the constitution has delayed the distribution of local language version of the draft constitution.

Professor Lungwangwa said this has disadvantaged people that would have wanted to study the local language version as well as make submissions on the draft constitution.

  1. The only thing you know is sending toxic torrents of criticism against PF. Which stakeholders are you referring to- all the Lozi fratenity?

  2. And what are those stakeholders being sidelined? You guys issue statements that you will not work with the govt of the day, and when the govt run without you, you turn and complain that the PF govt is not involving you in key issues of the country. Do you want the govt to be following on to your door steps begging for your inputs and support? As responsible citizens do what you can to help the govt of the day. This will not benefit you only but the future of the country at large. My advise to you and others in the opposition is that you must put the future of country above politics

  3. Incompetent President, presiding over a clueless cabinet. The first thing they did was fire civil servants without reason, then accused them of hampering their work. Then they told each other to reread their own manifesto again (what a joke). Like Simon Peter denied ever making 90 days promise, even called us lunatics for asking for windfall tax, told students that 90 days was for kaponyas (quite true, but that means everyone who voted for them are kaponyas). They hold the record tribal imbalance and with a straight face accuse others of being tribal. Like children they lie to us about thing we see with our own eyes, and have a self proclaimed saint mmembe, kissing their….. Well trust me PF nothing last forever, nothing.

  4. Mathematically, it is prohibitively expensive to ask every person about an issue.Call it a census, and yiu may understand it better. But if a representation is sampled, albeit based on stratification, the results could be inferred on everyone (population). Well, this constitution, for me has consumed too many resources; involved too many professionals hence it cannot cook. Imagine designing and redesigning a road or bridge every year; for four years; and you still cannot agree on the best design. Shall we say: you cannot legislate for every isssue you could envisage; make good principles, finish the task and we move on to other things. Democracy, law and all these things people talk about every day are important; but i sometimes feel that they are being abused by those that benefit from it

  6. But when the committee comes to your constituency,you are the first one to tell your people to stay away,what kind of opposition does our country have?they complain about everything and when it comes to have them offer alternatives,they say the government does not want to work with us.

  7. I THOUGHT THE GRZ EVEN WENT FURTHER BY TRANSLATING THE DRAFT CONSTITUTION INTO VARIOUS LOCAL LANGUAGES TO ENABLE ALMOST 100% PARTICIPATION. IF THE PEOPLE ARE NOT PARTICIPATING ITS SAD AND THEY ARE TO BLAME. FACT IS THE OPPOSITION ARE OBJECTING TO EVERYTHING. JUST ABOVE ANOTHER LAIR IN THE NAME OF MILUPI IS MISINFORMING THE NATION ON SIM CARD REGISTRATION.

  8. the usa presidential cadidate mitt romney(republican,opposition)did not mention his foreign policy in his acceptance speech mainly becoz obama has done excellent job in this field,likewise the opposition in zambia should not always critisize viable programs that the govt is implementing without indepth study just for them to appear in news media,the pf govt is doing an excellent job by implementing /continue with viable programs left by the mmd,the social problems are all the same the only difference is which route is the fastest in resolving them.

If the people of Western Province choose not to participate in the constitution making process because they are hallucinating with secession, that’s their right, but one thing that must be made abundantly clear to the secession fundamentalists is that their hell bent ultraistic views will just drive them into self immolation developmentally and politically.
    If situmbeko is cheering them on by discouraging them from participating, the rest of the country will not beg for them…. We will surely move as a country with or without their contributions.

  10. Do you want it tobe like the NCC where you MMD and UPND guys and pastos stole our money? Who has prevented any person from participating? Day in and day out gonvernment urge people to submit their views, why are your people not submiting? Really this present opposition is becoming useless to us Zambians. there is no opposition worthy the name. All are just useless with no any clue of how to position themselves.

  11. I personally think that the PF GOVT. has given Zambians ample time to have a say than in the previous GOVTs. Musokotwane as an MP should encourage his supporters to submit their views. to the process. His stance is counter productive and one of sour grapes against the PF. Its time the opposition in Zambia recognised important national issues rather than this cheap politicking we are seeing.

  12. it is statements like this one that make me lose hope in the oppositions paties we have in Zambia. i mean honestly we can all see how the government has tried to include everyone in this exercise. they have asked everyone to get involved and they have provided means for a everyone to participate. which stakeholders is Musokotwane refering to? can he please do me a favor by mention them.  trust me if he was on the committee he was going to support this exercise, these are the guys that only support their bellies and they have no respect for the majority!

  13. The man speaking practices politics of the belly I am not surprised. If it suits him he supports and when not he condemns I wonder, that is why a degree will not equate to wisdom.

  14. There really was nothing wrong with the NCC, it was a referendum and the electorate were actively participating. At law we learn that this is the best method to make a constitution. The only con is that it is the most expensive. But hey if you want quality you have to be ready to pay for it. It wasnt right to rush things and end an on goin project. I think we are ending up paying more than we would have on the NCC. The constitution is the supreme law of the land and the completion of that process which is considerd the best process as a matter of fact would have been a cornerstone in the history of zambia. My question is why stop it halfway through , waste money already spent and opt for this style? How would an avarage zambian understand potential draconian laws in a constitution?

  15. I’m glad others have ably expressed my views. When you say stake-holders, please specify. When you encourage your people not to participate you dont blame anyone else. It is like UPND saying they wont let their members participate in government and then cry that they are being side-lined. Get relevant or get out.
