Nkandu Luo demands the dismissal of corrupt LCC workers giving out land illegally

MUNALI member of Parliament (MP) Nkandu Luo has demanded that corrupt workers at the Lusaka City Council be dismissed.

Professor Luo, who is Minister of Chiefs and Traditional Affairs, said it is a known fact that some employees at the local authority have been engaging in corrupt activities with impunity, thereby frustrating Government’s efforts in fighting corruption.

Prof Luo said this on Monday during a full council meeting which was also attended by Vice-President Guy Scott who is Lusaka Central MP, Mandevu MP Jean Kapata, Matero MP Miles Sampa, Kabwata MP Given Lubinda and Chawama MP Edgar Lungu.

Thirty councillors out of the 33 were present at the meeting which started at 14:55 hours and closed after 18:00 hours.

Prof Luo said there is an urgent need by councillors to “sit up and put systems in place”.

She said some council employees have been selling land in the city illegally.

“The issue of illegal sale of land is stinking and everybody is taking advantage of the situation,” she said.
Prof Luo said some council workers have illegally allocated land in areas meant for buffer zones to foreigners.
She challenged the council management to investigate and ensure that workers involved in illegal land allocation are punished.

And Mr Lubinda, who is Minister of Foreign Affairs, echoed Prof Luo’s sentiments on corrupt workers.

“The decisions we are making now should be good for now and for the future. Corruption must not be embraced,” he said.

Mr Lubinda said he is equally aware that some council workers make fake documents with official council seals and sell land on title to unsuspecting people.

“Let us stop illegal allocation of plots by council employees. They are frustrating the PF’s resolve to stamp out corruption,” he said.

Mr Lubinda said the council cannot be embracing corruption while the central government is fighting it.
“Corrupt officers should be dismissed,” he said.

And Lusaka Town Clerk Andrew Mwanakulanga said the council management needs time to deal with corrupt officers.

“Give us some time. We need enough time as some of these cases are even before the courts of law,” Mr Mwanakulanga said.

He said his management is doing its best to fight corruption among council employees.

  1. This should be done in all the councils especially on the copperbelt.Chingola is stinking with such high corruption in plot allocations.Am a victim of such and these council workers are chaning cars but get less money.Fire the fools

  2. The best way to fight corruption pay people good salaries…Just set 10,000,000 (as minimum take home) for those with qualifications

    • corruption is just an evil in our society driven by greed and selfishness. There are people who are getting much more than that but are still involved in corrupt acts.

    • MN according to me what causes corruption are poor salaries and long and cumbersome procedures to do or register things e.g getting a drivers license following the normal procedure it will take endless months but corrupting someone it takes just weeks.

  3. Everyone seem to be talking against corruption, but then who are these corrupt people?????? we have heard too much of this fight against corruption it time we started seeing action.

  4. When people talk too much about something, in this case corruption, check what they themselves are doing or have done. Most likely they are involved.

  5. These chaps don’t educate they just fire,hire and reshuffle..So is UKWA going to Korea this week(according to ZWD) and when he comes back who will be on the firing list ??

  6. Are these not the same chaps who dissmissed the MMD’s move to suspend the coucellors and they defended them. now they are admitting that their cadres do issue fake receipts to foreigners. Whay can’t you cage them? no time should be given to the council because they would like to hide their corrupt evidence

  7. Corruption is hard to fight, it’s easy to give lip service to the fight against corruption. What has to be done is improve the salaries of these council chap and give them proper autonomy to raise funds for services and if they fail to perform fire them. Decentralisation with the right people employed can also help.

  8. Ndola City Council is worse, just imagine give plot along kitwe ndola rd at hillcrest the buffer zone for lane expansion. Zulu Josephy is the calprit at Ndola city council.

  9. If Michael is really serious about this…she would have sorted them all out by now with the street-vendors if he let her stay at Local Government.

  10. So there is corruption in PF government and councils. Well,lets have the list of names PF will fire because of corruption.

  11. There is no smoke without fire. She came here to the states to sell the housing initiative to Zambians in diaspora.  A month after she was back she was removed from the ministry. And I he the guys at the ministry of local govt allocated themselves the same land that the venture govt was going to undertake. Can you believe that. I have the names of those guys, and when they came here on the entourage, I did not even approach them. I just felt uncomfortable with those guys! 

  12. And those in local govt are the PF cadres, it it was an opposition member you would have acted quickly. Ka Masumba kali na case in court but he is steal enjoying out there because he joined PF the ruling party, what a shame, and you think you are fighting corruption! Just deal with them as you have done with others. It looks like some animals are more equal than others. This govt. is the most corrupt. Pa Fiko sure.
