President Sata warns high ranking Government officials involved in corruption

PRESIDENT Michael Sata will not spare anyone, including high ranking officials in his Government, if they engage in corruption. This is according to a press statement made available to the media and signed by Chief Government Spokesperson, Kennedy Sakeni.

In the statement Mr Sakeni further warned that civil servants in particular should take note that they would not be spared if they engaged in corrupt activities or acted as conduits of corruption simply because some of their collaborators could be high ranking officials.

PRESS STATEMENT

GOVERNMENT would like to remind all national leaders and public servants that His Excellency Mr Michael Chilufya Sata’s call for a spirited fight against corruption is not limited to the former regime and the dirt it engaged in.

This administration has undertaken to fight corruption whenever and wherever it is found. Therefore, the President will not spare anyone found acting corruptly or entertaining corrupt instructions. Civil Servants in particular should take note that they will not be spared if they engage in corrupt activities or act as conduits of corruption simply because some of their collaborators may be high ranking officials.

Make no mistake; no civil servant is obliged to carry out instructions that amount to corruption. If a minister or indeed anybody senior in Government requests a junior officer to do something unlawful, they should not do it.

If they decide to participate in the corruption they will only have themselves to blame when they are fired and later on prosecuted.

On the Roads Development Agency (RDA), the President has decided to take the unprecedented decision to assume direct oversight over the RDA because there are unscrupulous people who have been trying to use his name to acquire Government contracts at the expense of delivering quality services to our people.[pullquote] Make no mistake; no civil servant is obliged to carry out instructions that amount to corruption. In taking oversight over RDA, the President wants all the procedures and processes meant to protect public resources and deliver sound infrastructure development to our people to be fully observed. The President wishes to assure the public that in doing so he is within his full legal rights and privileges as Head of State and will work to respect the mandate that our people have given him.

The impression created by opposition UPND leader Hakainde Hichilema on this matter is deliberately misleading and opportunistic. If Mr. Hichilema was a beneficiary of the RDA in the manner it was supervised and operated previously, then hard luck to him. Mr. Hichilema should be the last person to school Government on good corporate governance; knowing fully well the ethical eyebrows raised by the manner in which he handled the privatisation of various parastatals.

Unlike him, President Sata’s record in public service is spotless and at no point has he ever extracted personal benefits at the expense of the general citizenry when mandated to preside over a specific national programme.

  3. PF in fighting. when did sekeni become the president’s spokesman? these views do not represent the presidency but that of sekeni the gorilla. It was issued to collaborate membe’s story on GBM. they are all corrupt including sata himself that is why he wants to be awarding RDA contracts at state house. so that he gives the likes of GBM contracts. is the Eurobond safe? lets wait and see

    • Positive move If the president really means what he is saying. To successfully fight corruption is not just about making statements but putting measures on the ground and there is need to change the way the civil service operates dept like Lands,Councils  should have a stipulated time frame on processing of document. organisation like ZRA should have a clear way of calculating tax based on the cost of the item and not an individual officers evaluation, and information concerning awarding of huge public tenders should be made available to the public media and not only to a few individuals.

But grabbing a department which oversees multibillion kwacha projects (RDA) and transfering it to one’s house and office (state house) unconstitutionally amounts to corruption and we love this in the opposition. wow! We have now real issues to decampaign PF. If he is really serious with corrpution, why is he not firing GBM his relative and funder who has taken over all big tenders vertually in his ministry? It is just lip service. we love it this way so that these guys can go quickly.

  9. I normally dont comment on politics but Mr Sakeni’s language and personalising issues leaves whatever he wants to say lost in details. If its refuting, just refute than always compair and redicule others. Dont forget you soon will leave that post too. What is his educational level?

    Secondly, does he know his boss paid an admission fee for corrupt practices on mezarf flats? Spotless????? Dont get on the job of governing, you have less time to deliver than you think. The late President took over the MMD account as a sole signatory and did the abuse end? Transfering one function to Statehouse does not mean it will done well. Why then not transfer everything including health which is in great need of overhaul?

  11. There is no need for all this literature, the one thing that is needful is to FIRE GBM or else the masses will think the President is weak and can touch other ministers but not GBM.
    Do the Kaunda way, firing was done without even notifying the person being fired, he or she hearing his or her dismissal on a press conference. Not this time where a person to be fired is called, counciled, comforted and then stage manage things.

Stupid belief SATA was the first person to benefit and involved in corruption in warding Merzaf contract to his gay friend, purchase of uniform for nurses for the whole country when he was a minister of health. We also involved in a lot of deals when he was Governor at Lusaka city council with Kabimba, and minister of portfoil. So, stop tellling us lies we know more than what thing of yourself and CNP.

I am sorry, I might be ignorant here, but I know for sure that a black man and corruption goes well in a sentence, not hitting anyone here under the belt or to offend anyone, there is a reason why most of the British prisons are corwded by black people when in essence they not as highly populated.

  19. Sata as usual is good with the mouth and bad at acting. The character of trying to appease everyone causes this dilemma. Please name GBM in person and suspend him and instigate investigations.

GBM has been corrupt since the 23rd of September 2011 and no ACC has visited him. the only action from ukwa is fire or transfer anyone with dirt on GMB. ask Panji, the head of procurment at ZAF, ZNS purchase of a 1.5 billion kwacha house from his brother the rot goes further with his childrens supplying govt printers etc

The fact that the president can issue such a statement simply means that he knows the high ranking corrupt officials in his cabinet, he dines and wines with them daily and instead of the rhetoric he must do the right thing, fire them today. Zambians are sick and tired of cheap talk, act now to cleanse your administration.

  30. I believe it is important that govt produces or manufactures evidence for HH’s wrong doing with regard to privatisation and jail him. This idea of just accusing him without evidence is just sickening. On the move to have RDA taken to state house while looking like a good idea is not. Just imagine if with president’s oversight, we still see corruption in RDA, how is he going to handle it. We need to put in place systems that check corruption at every level. Otherwise all offices or institutions will be transferred to statehouse. Look at Councils, Ministry of Lands, CEEC, Police, Army recruitment and supply, should all these be transferred to statehouse. We need systems that do not depend on the kindness or goodness of the president which in fact calls for reduction in presidential power.

  37. GBM is today quoted in The Daily Nation as warning that those who want to discredit him with corruption allegations should stop with immediate effect because they will soon burn their fingers.

    “I have more information about these people than they have about me”. So why do you want to close the zambian watchdog if you know that the info they give is correct and you want them to keep quite, only wen u disclose then they disclose?? Mwanyafye

  41. GMB appears to be holding the president to ransom. He seems to have him by the organs and contributing to the president’s unpopularity. If he bankrolled the election for the president, that was a private arrangement. The president should settle with him without causing the Zambian people unnecessary grief. The clown is virtually carrying like he has Zambia in his pocket. The president must act, or he will loose the plot completely. The guy has engaged in corrupt practice and the president must wield the axe as swiftly as he has done with other government official, lest this fat slob will sink him.

The President has the restructured ACC to accomplish the job through the rule of Law. Are we witnessing nepotism at State House.

  43. @ Pilato, your observation is good except you don’t know how much corrupt the all civil service is. Start from just a small government school! You will see. What I dom’t know is whether a government minister can’t do business with the government or not. The fact is he/she should follow layed down procedures.   45. Fire Goat’s Boring Meat and we will know that the rule of law is at work. Many people have been retired and fired on the grounds of corruption and non performance, why not Generally Big Monkey? This boat was belt using wrong material, soon it roting and sinking under because it has a lot of holes in it, and time is now running out. Every one in the boat is now busy trying to safe guard their katundu before it is completely submerged. Generally Big Monkey has used a life jacket and arm bands but unfortunately it has slow puncture and his weight can not keep floating for a long time. You will see very soon.
