Speaker refuse to give guidance on Kaingu’s speech tearing case

Speaker of the National Assembly Patrick Matibini yesterday afternoon called for patience from Members of Parliament over Dr Kaingu’s tearing of the president’s speech because the matter had been referred to the parliamentary committee on privileges.

The Speaker was responding to Kanchibiya Member of parliament Davies Mwango who rose on a point of order in the house.

Mr. Mwango asked the Speaker whether it was in order for Dr. Kaingu to discuss and defend his decision to tear the speech on a live phone-in programme in Mazabuka when the matter was before the parliamentary committee.

The Kanchibiya parliamentarian read an article in one of the tabloids where where Dr. Kaingu was quoted during the radio programme as saying he had no regrets for tearing the speech.

Dr Kaingu is quoted justifying his action because the copy he tore is not the one the Republican President read when he officially opened Parliament.

But Dr. Matibini says it will be inappropriate for him to give guidance on the matter because it was already before the parliamentary committee on privileges.

Michael Kaingu’s case of tearing the presidential speech has been referred to the parliamentary committee on privileges.

Dr Kaingu is Mwandi Member of Parliament and also MMD vice president for politics.

He tore a copy of the presidential speech because according to him, it was not the true copy of what the president said during the opening of the second session of the eleventh national assembly.

He argues that the a copy of a speech presented to Members of the National Assembly is not the one president Michael Sata read when he opened parliament.

  1. Kaingu has a valid point. seriousness on policy and govt business to instill confidence in all institutions of governance is demanded…

    • His point may be valid, but his manner of communicating was childish. Had he just argued his case rationally, or made a press statement for example, we would not even be discussing this, we would be discussing the real issue he would have raised, by the method he chose is making us discuss trivials instead of the issue he was trying to raise. Mismanagement of communication opportunity.

  2. Zambian Watchdog is reporting that Kaingu has been suspended from parliamentary business for two weeks! He was completely out order, that was totally unparliamentary and one should thank the level headedness being demonstrated by the PF administration. The President has not even watsed his breath on this! RB could have been panting and out of breath and Dr. Kaingu could have been harrassed by now. He had totally allowed himself to be overtaken by emotions!!!

  3. Boldness and courage is needed in such situations. Only in SATANYOCRACY irrelevance is acceptable and not in democracy

Actually, that thing on his head is borrowed from British nobility coming from a time when they had to wear wigs to show that they are the higher class, because with those wigs they could hide the lice and their dirty hair, since bathing in the England of those days was not a common thing. Even Queen Elizabeth the first was said to bath only twice a year, and that was a big ceremony for the Brits. So much for tradition.

Honourable members please discuss the speech that was delivered by Sata to the nation live on radio and television. Please feel free to tear up any rubbish that the PF will purport to be their great leaders speech to the august house!

Dr. Kaingu is Great son of Zambia, that is the courage we need in Zambia bcoz UKWA SATA is a worse dictator who does not respect any institution even the judiciary he wants to dictate it to do his own wishes. The truth is that no other President embarrassed himlself like UKWA SATA DID in that Parliament

    I will never return to Zambia unless when i am coming to be under 10 feet. It is harder to make it now in Europe especially the UK as can be attested by those who are here but even though they are here, I would count with my hand anyone doing better than me

  8. Dr. Matibini is a handsome man but the judicial robe he is wearing makes him look ridiculous. I think time has come for the Speaker of the National Assembly & judges of the Supreme & High Courts to discard the silly old garb of wigs, coifs and gowns. Moreover, the Judges of the UK Supreme Court and the presiding officer of the House of Commons in England no longer wear this absurd attire. To the modern mind, judicial dignity and solemnity has nothing to do with this outmoded relic of English pomp & ceremony. Let’s do away with this colonial hangover!

With due respect, this is ridiculous and insane and shameful! Don’t we have some imagination to replace these clownish attire with something more African? And is it even necessary to look like a performer in some weird play to dispense justice or carry out simple parliamentary duties?
