Opposition Members of Parliament (MPs) yesterday walked out of the House in protest that they have not been officially informed on who is acting Finance Minister since the holder ALEXANDER CHIKWANDA was acting President.

The MPs lead by MMD Nalikwanda MP GEOFREY LUNGWANGWA, walked out at 16:58 hours despite Speaker of the National Assembly PATRICK MATIBINI giving several rulings on the matter this week.

MMD Kabombo East DANNY CHINGIMBU remained in the House with UPND Nangoma MP BOYD HAMUSONDE who was out at the time his counterparts walked out, but remained in the House until adjournment at 17:489 hours.

However, all MMD appointed Deputy Ministers remained in the House with Patriotic Front (PF) members, Cabinet and Deputy Ministers with leader of Government business Vice President GUY SCOTT.

The walk-out followed Professor Lungwangwa who wondered whether it was in order for Government not to inform the House on who the acting Finance Minister in place of Mr Chikwanda was.

Professor Lungwangwa said Mr Chikwanda, as a mover of motion on 2013 national budget presented last week was supposed to be in the House to take down concerns raised by members during debates.

He wondered whether it was in order for the members to continue debating in the absence of Mr Chikwanda or any acting Finance Minister to take all pertinent issues on budget debates and respond.

But in his ruling, Speaker of the National Assembly PATRICK MATIBINI said the leader of Government bu8siness Dr Scott was in the House and that Cabinet Ministers and their Deputies were always present to hear what other members debated

“I still consider the order unsubstantial because the Honourbale Chikwanda is still Finance Minister and there is disfunctionality and I don’t see any constitutional crisis and the debates can be conducted,” he said

He said if members were not happy they could ignite the process because there was parliamentary democracy and members had right to do so.
Home Affairs Deputy Minister STEPHEN KAMPYONGO also raised on a point of order whether opposition where in order toa walk out at the expense of listening on behalf of their people, in respond, Dr Matibini said it was not in order and all members needed to be present in the House.
Several PF MPs said the budget would give a proper direction on where the ruling party was delivering development to uplift people’s welfare.

As the speaker said the leader of the National assembly the Vice president is there to lead the house, so where is the problem of not having Mr Chkwanda in the house? You Opposition has run out of ideas and now us Zambians know that your resolve is to frustrate the PF government on non-issue arguments. Please you are a big shame to us who voted for you…Shaaa.

    • Its a pity you do not understand how National Assemblies (Parliaments) work the world over including Zambia. I do not blame you. I blame your illiteracy on Constitution. Go back to the University. The Speaker knows as much as other Learned colleagues that what the PF government is doing is unorthodox but he is allowing it to pass because he was put in that seat by the PF. HON CHIKWANDA SHOULD NOT HAVE PRESENTED THE BUDGET TO START WITH. PLEASE PF DO THE RIGHT THING. DONT USE SHORTCUTS. THAT IS WHY YOU FIND THE FINANCE MINISTER ACTING AS PRESIDENT WHEN THE VICE PRESIDENT IS ON SEAT!!!

  3. The problem is that the speaker is a PF cadre. all his rulings have been in favour of the PF. it is simple appoint a acting finance minister that is all. PF has to be careful they don’t have the numbers to pass legislation like the constitution. they taste their own medicine as did to the NCC. am very disappointed with some of the rullings by Matibini

    • Bwalya there is no issue or conflict in the house Mr. matibini is a learned layer and a professional and people must respect his ruling. Lets not waste our time talking about irrelevant issues! there are more important things to talk about.

I URGE THE OPPOSITION MEMBERS TO BE MATURE AND NOT BE PETTIE ON NATIONAL MATTERS.   5. #8, kwena ulichikopo zoona, you dont know that Miles Sampa is deputy finance minister and for your own information, such acts by the opposition just show how ignorant many so called law makers are on the proceedings of the house. are we at war or we have a civil war within our boundaries that requires the president to be in charges always. if you father is out and your mother is there, have you run out or parents representing you? mmmmmmmmh mwanya bane and you think its the PF that will suffer, come elections and this time around the MMD and UPND will be left crying that their members have been stolen. Zambians are not fools and once they decide, you will hear how useless chaps like Lungwangwa will cry. I call him useless because he contributed to destroying UNZA’s reputation.

    • Pipo, the opposition may have over dramatised this thing now. This is what happens: When the budget (or any other bill is being debated) relevant senior civil servants led by the PS sit in parliament to listen to the debate and take note of the points raised by the MPs. The PS responds to these directly and sends answers to the Minister (or the Deputy) so that she/he can respond immediately. If the question needs background research, the PS and the ministerial team will prepare the ministerial statement to be read by the minister or deputy in parliament. So as long as Sampa is in attendance (and of course the Chola Boy Veep) the situation is under control from the govt’s side (no matter how chaotic the PF govt appears to be!)

Chikwanda should come to Parliament and defend his budget. This is the problem of having kaponyas as leaders…..these bunkums think that rules and procedure are an inconvenience! The Reports that the budget was never even tabled before the Cabinet must be true. The Speaker is also useless after ruling that Chikwanda was still the substantive he should follow it up by ordering him to bring his arse over to Parliament and defend his Budget.   23. Constitutionally I feel the opposition has the point to walk out. It is the duty of the Finance Minister to drive the economy of the country let alone getting budgetary post-reviews. No way should the deputy make policy statement without prior approval from the MoF therefore lendering the debate unattainable. Mind you, the MoF need to deliberate with the technocrats as well (ZICA/EAZ) on how the budget will be implemented. It is not the cutting of the tree but what matters is where you cut from! I can assure you that by not having the acting MoF, this has stalled the post-budget debates. Professionals need to know the significancy of some budgetary allocations in tandem to economic development to spur job creation and GDP. ZESCO benefitting on Euro Bond? ZRL?

There are so many developmental issues to deleberate on but tbey focus on trivialities! Why not introduce loss of a day’s pay for walking out of Parliament? Its like opposition is ever opposing anything. Even where there is sense they see nonsense, what strange opposition where the is no interaection set with government apart from monthly pay. How can that development you talk about ever come when you block everything and every day. Ask yourself in that medulla oblangata what caused them to walk out in the first place don’t just yep like a kaponya at Lusaka Intercity Bus Terminus or KMB; in fact that is an insult to such kaponya because they actually know which bus is supposed to be loading.     • Hey…I am not hiding for anyone. I am only disappointed that people who seem to be educated like you keep advocating for the law to be stretched for the sake for the parties you support. I have never been such an advocate and I really pray that every Zambian including politicians should adhere to the letter of the law. If they want it to change then amend through the right channels. Pick up the perceived archaic law, rush to the Legislative Dept at Min of Justice and let it go through the right procedure and it will end up in the same Parliament where it will be debated. Don’t do short cuts and expect a poor person like me to adhere to the law when are leaders are failing terribly. That is wrong and it should be condemned. Floyd Chitalu that is my view!

  26. For once, I agree with MMD MPs. Patrick Matibini is new to Parliament and he should listen to the seasoned Parliamentarians as well as look at precedent instead of behaving like a PF cadre.
    A Minister MUST be present in Parliament to answer questions on their motion. That is procedure and I think this PF govt is setting a dangerous precedence and seriously threatening Parliamentary democracy.

  30. PF has thrown all rules out of he window. Matibini does not live up to Mr. Disciplinarian Robinson Nabulyato. Matibini would allow Guy Scott to address Parliament naked and say, “It is what he is saying which is important and not what he is wearing or showing.”

  31. Hon Godfrey Lungwangwa raised a very important issue and opposition MPs were right to walk out of the House. It may sound simple as some people are taking it. The President should have appointed some one else to as Acting Finance Minister knowing that Chikwanda was going to act as President in his absence. A deputy Minister cannot act as a full Cabinet Minister far from it. A deputy Minister is not a member of Cabinet and does not attend cabinet meeting. We need order the way we conduct business in the House.

    Sata needs to appoint an indigenous Zambian as Veep if Guy Scott cannot act as President that way Chikwanda won’t be running two important offices at the same time,the President does not attend parliament everyday,it is the Vice President who leads ruling MP’s and Ministers, now that the budget was tabled before parliament,the Finance Minister has to be in parliament to defend his budget but it is not clear in what capacity Chikwanda is in parliament as debates on the budget start and the Speaker has not made it clear so what do you expect the opposition to do? It’s to walk out so that there’s clarity next time.

  40. #21 ENKA RASHA, You are right. Going by blogger’s commentry approval of how PF govt want to conduct parliamentary business is shameful. That explains how on earth they have a non functioning VP. Chikwanda presented the budget in parliament and his presence is undebatable during members debate over it. PF govt rules by defacto style and get caught up in the web of rudeness to effect matters on their own terms. Constitutional offices have rules to be observed. To appoint Chikwanda as acting president, one should have been appointed to act as Finance minister to answer and hear members of parliament debate the budget. Its not procedural to claim Dr Scott and others are present. Rules do not accept that ‘tatty’ thinking.

Alexander Chikwanda as a young Finance Minister in the 1970s and later as holder of several cabinet portfolios is experienced enough to be aware that as acting president he could not at the same time unveil the budget. The responsibility should have been handed over to the acting finance minister who is either unknown or non-existent at the moment.This is flawed and scandalous considerating Chikwanda shied away from defending his own budget in the ensuing parliamentary debates. Unheard of anywhere! Even the worst imaginable govt would do a better job at least to defend their budget.Chikwanda tell the nation, is it your selfiness, ego or naivity to want to hold on to two important offices you cannot fully discharged? For how long shall we put up with this failed administration?

  45. Opposition did the right move to bring sanity to parliament procedures in debating over important matters such as the budget. PF has ever since showed lack of knowledge in dealing with national matters. Pick and choose to conduct parliamentary duties is unacceptable. They dont have numbers in parliament, appoint leaders in hap-hip manner leading to dysfunctional parliamentary rules. Educated and experienced parliamentarians will not leave it to the whims of partisan and cronnysim politics at the expense of delivering services to Zambians. PF gov has to demonstrate maturity before they act. This incompitency was proved when Sata was allowed to over appoint people when rules didn’t allow him. What do PF think before they act?   47. acting president. Shallow thinking exhibited by some that Guy scott, Miles Sampa even Kabimba now are present does not add up with parliamentary rules. Yes, PF has even headmen in the name of Sakeni, Shamenda and others. That does not mean Zambians should just accept because Chikwanda is acting president. He Chikwanda did not present the budget as president, did so as minister of Finance as alluded to by the Speaker, why has it been hard for him to hear members debate the budget he presented. Technical legal knowledge is conversant to Matibini but he has shown to be in awkward position to be true to his legal proffession which is a shame.

  49. The opposition in zambia has no agenda. All they wait for are flimsy chances to attack Govt.They dont even care that people who sent them to parliament want solutions to their many problems. I wonder if they would ever walk out of parliament motel or forfeit their salaries/allowances on such absurd grounds. We used to have serious MPs in the past who made listening to debates exciting and not the current crop with nothing to offer apart from personnal attacks.They have really cheapened our parliament. Shame on them.

    • I think they are representing the law; if you want ask the parliamentarians to legislate and remove the law that has been there for a long time to suit the pf govt and I am very certain that they will gladly oblige. If the speaker is not acting in accordance with the law should they suffer and stick it out just for the sake of an erring govt? This will allow chaos because you will be bending the law all the time to suit some people. Let them walk out for gees that is what I say-i voted for them to follow procedure. I wonder what your basis was. What is wrong with the Prez appointing an acting MoF?

    • Spot on James! We we the Zambian tax payers want to hear is their views of the budget that was presented last week. Last time these chaps walked out it cost us tax payers money and they have done it again! I wonder how many millions we lose because of these walk outs? I suspect that these chaps did not expect such a good budget from PF and so have been caught pants down!

  54. It is really premature for the opposition to resort to moving out of parliament every now and then, this will not help solve pressing issues. They have to be in the house and put arguments strongly instead of chickening out every time. How many times are they going to walk out, this week only it is twice, this is not surely the way to go. We voted for these chaps to represent us and not themselves, I think they are being selfish and petty by the way they are conducting themselves in the house! As much as the govt needs to inform them who is acting Finance minister, it is not in order for them to walk out and bring the business to a stand still!

  56. I honestly don’t see a big problem that can take the so called honorable members of parliament to walk out of the house. I may agree with them on the point that they needed information to know who was acting at the time so that their concerns as they debate are taken into account. However, this cannot amount to walking out of the house as the issue is just to trivial. Opposition MPs, we are watching you and if you truly want to frustrate progress in the house watch out for 2016. Remember whether opposition or PF you have a mandate to serve the nation!

  57. Honestly what can MILES SAMPA know about economical issues, MPs are demanding Sata’s nephew to answer budget questions, that is like torturing Sampa by his balls. Sampa is the acting-finance minister.

  59. VIVA opposition. People, you remember member of parliament Monze Central asked a question – POINT OF ORDER – as to who was to present the Budget. Fulish Matibini thought he knew. This is what it means when people don;t follow the law, they promote lawlessness. This is a PF creation. Opposition MPs are right, period!

Matibini has become so stiupid that he fails to decern between PF and Governance issues. Parliamentary procedures take priority no PF matters ba Matibini, very dull!   65. If i were to ask god to grant me a wish in this regard, i would have Wesley Nyirenda as speaker any time of day! Those were men whose integrity was unquestionable. Matibini is an extension of the cabal of “con men” in PF in parliament who want to ride roughshod on the peaceful people of this country. All they care about is amassing wealth by every means possible at the expense of the people. Shame!

  67. I have scanned PARLIAMNETARY RULES this afternoon to get the meaning of the walk out by the opposition MPs and I still cannot find meaning. It is simply the nonsense that they are always coming up with to ensure that they attract attention from the Honourable speaker and members of the public. It is unforgiveable for our parliamentarians to walk out of the house for a lousy reason. We send then to parliament to represent us and we would have expected them to take the vice president to task on the absence of the finance minister from parliament. This kind of cantakerous behaviour by the opposition MPs has to stop with immediate effect before us the masses picket parliament to demand that each time MPs walk out of parliament their should be a loss to their monthly wage for not working.   68. Truth hates. Why is PFgovt failing to adhere to normacy of parliamentary rules by short circuting procedures just because they are in power. Being in power is not ‘Bamba zonke’ primitive style of governance Zambians voted them into office. Where errors exist admit and correct them with correct means. Failure to do so, its business of opposition to remind PF govt what to do. PF govt is failing Zambians to foster service delivery to Zambians by exhibiting immature atitude of breaking parliamentary rules.

Unless tyhose that walkede out intend to stay out of the house during the entire debate of the budget as long as Chokwanda doeas not attend, their walk out is irrespopnsible, irrelevant and childish. Because tomorrow if they all go back, the question I will want thenm to answer is: What will they have achieved? Because Chikwanda will still not be there! Ati Prof.; Ati opposition!!!
