Foreign Affairs Minister Given Lubinda said Government would not take responsibility of Sikwebela Malitela, a Zambian resident in the Czech Republic who was found dead because the deceased was in that country on his own as he went through an acquired scholarship but was earmarked for deportations back to Zambia.

Today, heard that Sikwebela Malitela a Zambian resident in the Czech Republic who was found dead and his body floating in a river was facing deportation from that country.

Foreign Affairs Minister Given Lubinda told the house that Malitela whose body was discovered with a bag of stones strapped around it in what is suspected to be suicide was in the Czech Republic on his own accord.

Mr Lubinda said that government had made it clear to the family that it will not take responsibility to transport his remains back.

He explained that Malitela went to the Czech republican in 2005 on a scholarship which was later withdrawn.

Mr Lubinda told the house that the Zambian mission in Berlin was asked to go and identify Malitela for deportation which they did.

    • zambia is a mother to every one identfied as zambian and must take full responsibility. on this one America must be taken for example . they dont abandon any American no matter how heavy or personal the problem is.

    • I am not trying to be heartless but America have that luxury, we do not. I am sure that the family will manage as have other families whose relatives died abroad. It is a shame though..

  4. OK, BUT THE HON. MINISTER SOUDS TOO UNCARING. SUCH CASES MUST BE TREATED ON A CASE BY CASE BASIS. IF STRANDED ZAMBIANS ASK FOR HELP THEIR CASE HAS TO BE STUDIED AND WHERE NECESSARY HELP CAN BE RENDERED. MAYBE THAT IS THE CASE HERE.     If your child went to some place without getting your permission and he is killed there, as a father, how can you surely say you wont take responsibility of taking his remains for burial, just because he did not get permission?  

    This is Despicable. I’m beginning to wonder if Lubinda is true a Zambian and a top diplomat. This is strange indeed.

    Did the guy have Zambian DNA( Reg, passport, chief & village), then we need to bring home his remains using OUR tax money. Our money should not only be used to allow the first Lady to burn fuel on the Challenger.

    • MMD do you remember the case of Hon Mando former MMD MP for Feira and health deputy Minister? He died during MMD’s reign and his remains were not repatriated home. Do you remember Betram M’membe also former MMD MP who died in the US? it was during the MMD days and the most that could be repatriated were his ashes when he was creamated because the government did not repatriate them! Let us be truthful in our submissions. Emotions have no place in national governance!

  6. Why are you missing his point?! The man was to be deported back to Zambia, maybe that’s what propmted his suicide and his scholarship was withdrawn under circumstances which we don’t know. This is simple to understand.

    • Thank you, I NEVER EVER NEVER knew that word, and I never heard of it during my 16yrs of school in Zambia. I just heard Indians do that to their dead (they say expired ones). What again, CREMATE, CREMATE… wow wow, I didn’t know. We don’t such words in my field of study.

  9. ok his scholarship was withdrawn in 2005 so what was he still doing in Czech rep.anyway lets not be too sentimental and try and see the logic..the govt has no obligation to this gentleman family-it would be setting a very bad precedent!let the family of the deceased take it upon themselves to bring back the gentleman’s remains ..or opt for a paupers burial.

  15. When in power, we tend to forget our responsibilities to our country men whether within or outside the country. The fellow did not choose to die in that country. He probably committed suicide out of desperation. What investigation did GRZ carry out if any, over his death? We have almost K3billion of unconstitutional expenditure in next year’s budget which unprincipled mps are falling on each other to support yet none of them is telling Mr. G.   17. The dead man does not stop being a Zambian in death. As such it is incumbent upon the state to bring his remains back home for a decent burial on Zambian soil. That is what a responsible government does for its citizens. Take a leaf from the British, Americans and a slew of other nations who take care of their own.

  19. scholarships are hard to get.worse still the courses are tot in foreign language which makes school extremely difficult.most chaps who get deported are those who fail to make it academically bcoz they hv to defend their stay by shining in class. sorry it seems like this guy had a lot of issues to settle which led to the lonely death.so wat if he was earmarked for an exclude.pls pay the jerabos in chech to burry him with honor if its costly to chater a plane for him.

  22. While I understand the government’s stance here, the government is open to accusations of hypocrisy and discrimination. Sata himself benefited from government funds when he was evacuated to South Africa. One can say he inflicted the condition on himself through chain smoking. Did he ever pay the money back? That said, it might be cheaper for the man to be given a dignified burial by the Zambian community in the Czech republic. The cost of transporting a body is very high – about £3000.00 in the UK! It is probably not justified for the government to spend that amount on what is NOT a life service emergency after all.

  29. MHSRIP ,it’s a very sad situation in the first place . I have lived in America for about 15yrs now,came in the states when i was 18. We have lost alot of Zambians & not even once did i here or see our zambian goverment lending a helping hand in difficult times like this . As Zambia’s  in the comunity ,we just contribute the money among’st our selves towards the sending of the deceased back ,which don’t cost less than $5,000 . I hope the two goverments can help this family or come up with some contributions.

  30. I am in the diaspora and quite aware that government is not obliged to take care of me especially as I came here on my own accord for greener pastures. If he was in Czec on government duty or on a government organised or sponsored scholarship then it would be in order for government to repatriate the remains. If the family does not have the remains then unfortunately they should consider a pauper’s funeral. Else government should only intervene at it’s own discretion, though I’m sure they are aware they would be setting a bad precedent if they did so

  31. So this govt only cares about those Zambians that are doing well abroad? Even if I am not a diplomatic I know how this case is suppose to be handled by a normal govt, instead of distancing themselves from the dead guy. What they need to do is offer consular services ie help identify relatives, use their phones and internet services, etc. In short, they should offer all possible support. One wonders what the diplomats sent abroad actually do if they are so quick to turn their backs on Zambians?

  33. One has to sit down and look at how much of taxpayers money is budgeted for each of these embassies abroad..is it really worth it? These places are located in prime locations and filled with pompous stuck up, fool%sh cadres from the ruling party of the day.
    If I was Given I would instruct the nearest Embassy which is in London to start taking donations from Zambians abroad to help in shipping costs only they are in a sincere position to do this swiftly.

  36. If you expect the GOVT of Zambia to help when you are stranded overseas, it won’t happen. Most of the officials manning embassies and high commissions are extremely rude and unhelpful, I mean they have a standoffish attitude that puts you off. If anybody has been assisted by these guys he/she must be connected with them. Now you heard it from the horse’s mouth. He said GOVT won’t lift a finger, so don’t waste your life hoping GOVT will come to your rescue.

  37. A lot of Zambian communities in the diaspora already do have organisations that have helped in situations like this. At least I can think of two occasions when this has been the case where I live. People will also recall the case of a Zambian in Russia who needed money for life-saving surgery in Russia. He was also helped by other Zambians in Russia and elsewhere. We need to condemn less and foster a spirit of charity. Those who are shouting the loudest should probably think of starting a fund instead – not just criticising.

  39. Most of the people manning these embassies abroad are incompetent party cadres. There are a lot of things they can do for this man, but their cadre brains have no idea what to do. For a long time people have been crying for successive govts to send competent people, but our embassies continue being damping grounds of relatives of those in power and others that are not needed in the country. He could have returned to Zambia and did it there (i am not encouraging suicide at all). All am saying is he made a choice. Thereby creating a problem for his family too. How can a body found with a sack of stones wrapped around it be a suicide case and not maurder. no postmoterm was carried out by our government although still they would have given the same report since they seem not to care about what really happed. In my own understanding, this is a suspected first degree murder case where people make sure you sink due to the weight of the stone.   64. Sad as this story is (and I sympathize with the Zambian family), government can not be held responsible for the transportation of the victims remains. There are many Zambians who die and will continue to die in foreign countries every year.

    The fact that our brother was in the Czech on his own accord means that, he or indeed his family was /is responsible for his own well being including the transportation of his body. It has nothing to do with his impending deportation if that’s infact true. Lubinda’s tone is perhaps abit off here and not government.

    There’s no issue and am sure the majority of Zambians understand this to be true.

    If ya’ll are so concerned, how about donating $10 each or whatever the equivalent is to the family? That should help tremendously. Chapwa

  65. …but as a side note, our government needs to re-evaluate it’s position on such issues. It only makes sense that where the family or individual citizen is unable to provide (in whatever capacity), it should in the Governments’ interest to suppliment where there is a NEED.

    Clearly, there’s a need in this case.

In the meantime, black Britons were expecting the British government to pay for them. They were busy complaining that the government had abandoned them. We as individuals need to take responsibility for ourselves. People in the diaspora need to take out insurance. It does not cost a lot. Zambians need a whole new mindset.

  69. You are absolutley right about taking out insurance. Most fear the “unknown’ limbi nabena niba illegal. Honestly, for about 20-30 USD a month, you have a have anywhere from 150000 – 250000 USD insurance policy that will cover all the expenses after one dies.

    So for all you diaspora dwellers, please invest in some insrance for yourself so that your family won’t suffer. Ofcourse, if you hae no legal papers to be where you currently are, then you may want to just keep sending money to your bululus ku munshi via western union. Atleast, when you die, they will have somewhere to start from. Well, that’s also considering that, they’ll are not drinking that money. Otherwise, you’ll be buried ukokwine without a name of your grave.

  70. Registering is very important and should be done, whether the embassy people understand or not. The Japanese Embassy in Zed give all their citizens who come in a list of all Japanese resident and their emails. This helps people keep in touch with each other and they get invites for special events. If that structure was string in the EU perhaps this guy would not have done what he did. But musazi bisa ma email bane, twishibane…I won’t come and ask for money.

  73. I start getting more & more concern. Maybe government has some information that this could be a “sea burial”. The rejection doesn’t simply sound right.
    Somebody need to burry Sikwebela in Chech, I fear the Zambian immigration/customs may not clear him into the country. The ghost of Sikwebela is now a calumniator of Lubinda & his Pathetic Fools.

  74. This is one reason why Zambians will continue to have dual citizenship whether PF likes I or not. You can’t have a hard uncaring heart where death is concerned. If this guy had an Australian citizenship, the govt would had collected his body already. You guys know about those Czech’s who were arrested & this is their revenge for the arrest and you agree with their version that that the guy committed suicide.

  79. Any responsible govt will not waste time divulging what the man was doing, but would expeditiously make all necessary arrangements to claim its own. Since when did Zambians in diaspora became second class citizens? It is a shame that Lubinda would with impunity insult all zambian tax payers by being selective on who is to receive govt help. His sickly cabinet ministers dying from ndenkete are flown out of the country every day at such a huge cost compared with the $3 – $5,000 that mya be used to bring the body back home. These Kaponyas are so bitter, because before they landed these jobs, they could not get a visa to other countries. To them, it is like pay back time for all those in diaspora. South Africa is one of the greatest nations in the world, no wonder it is way ahead of its African sister nations whether in technological advancements or social spending on its citizens. A government for the people cares about its people because its people are its greatest resources nothing more than that. And these PF morons would rather spend shocking huge sums of money on parasites like the infamous judge Chikopa from Nyasaland, a small nation which resembles a hing leg of a dog, shame.     • I disagree with you. I witnessed a South African truck driver sleeping at Woodlands police station because their embassy people could not give him a phone to communicate with his employees. On the third day, we Zambians did musonko for talk-time. Every case is different bane, obviously Ba Lubinda knows something we do not know.
