OPEN LETTER TO THE DIRECTOR-ANTI CORRUPTION COMMISSION, ZAMBIA POLICE,HUMAN RIGHTS COMMISSION AND ZAWA INVESTIGATIONS UNIT.

Dear ACC, HRC, ZPS and ZAWA Investigations Unit.

RE: (1) ABUSE OF OFFICE BY HON SYLVIA MASEBO
(2) ILLEGAL HUNTING BY HON SYLVIA MASEBO

We wish to bring to your attention through this letter some illegal activities by the Minister of Tourism honourable Sylvia Masebo in her office.

We as ZAWA officers have information that the Minister had a list of preferred bidders for the concessions such as Mr Arsherhood owner of BP station in Lusaka. She tried to influence ZAWA officers to award concessions to operators on her list but the officers professionally decided to follow the laid down procedures. It was only when most of her prefered bidders like Asherhood did not make it through the evaluation process that the minister cancelled the results of tender committee.

The Minister of Tourism does not have any powers under the current ZAWA Act to cancel the evaluations done by a legally constituted tender committee therefore she has abused her office in doing so. The PF manisfesto as good as it maybe is not part of the Tender evaluation criteria as she claims.

We government officers follow government policies and procedures and not political party manifestos in implementing our work. The Minister should simply first translate the manifesto into government policies to make them legal for us to follow.

If you can prosecute Dora Siliya over the radar issue then you should do the same for Masebo. Be fair.

Secondly, on more than two occasions Hon Masebo has verbally instructed and forced ZAWA DG to hunt animals in the GMAs for various ceremonies without a proper permit. She did this for traditional ceremonies held last year and for commemoration of the World Tourism Days in Lusaka and Livingstone. Our colleagues in Livingstone informed us that she did this in the presence of DC Sensele, Deputy PS Chingi and Town Clerke Chikoti .Mr Sensele even provided fuel to ZAWA for the illegal hunt.

We as ZAWA officers we were not very happy with this as it was like poaching but we were forced by Masebo and we are ready to testify.You may want as well to look at the issuance of special licenses by the minister Masebo for hunting she give to undeserving individuals without following procedures.

We are afraid that this evidence may be lost if you do not act quickly as some of it is in her office.We therefore urge you the ACC and the ZAWA investigations unit to investigate this minister on these charges. You will find very cooperative ZAWA and ministry of Tourism officers who can testify as long as you assure us of your protection.What we want is just fairness in the application of procedures.

    this open letter is very useless and meaningless.why bring it now after you have been fired.this is when you have realized that investigative wings do exist.in as much as you say the minister should be investigated you should also be jailed for concealing valuable information.Tell matokwani that his time is up and his idea to put up a zawa gate at chrismar hotel to be charging innocent residents has faltered and next please minister can you please fire the area warden for Livingstone ,useless nkoma who is more corrupt.simple and straight this open letter was written by Edwin matokwane himself don’t accuse us innocent ZAWA officers.you failed to arrest rupiah banda who was slaughtering impalas every day at state house.

    Sin and corruption thrive when good people decide to look away when crime is being commited, and expect someone else to correct the wrong.

    Why didn’t you report Masebo to ACC when you saw her commit all these ‘crimes’? Now that she has fired your behinds, that’s when you want to appear upright as concerned citizens? Why, so you can gain some public sympathy? At this point, anything (true or not) from ZAWA officers against the minister lacks credibility. People will simply view it as sour grapes—-a bit too late, isn’t it?

    And if you claim to follow laid down policies and procedures, why then did you agree to assist Masebo commit corruption by illegally slaughtering these animals? Aren’t guys just as guilty for following illegal orders—-in law this is called COMPLICIT.

    Prostitute Masebo is corrumpt and i saw the dismissing of the DG and others when the prositute went round visiting animals in parks and GMAs. It is true that she wanted her list of cronies awarded but the tender procedure could not allow. It will be fair to investigate both as prostitute Masebo is not holy but human like the fired colleagues. Let us see what our law enforcement will do.

Where were you for not reporting this before Matotkwani was fired? You ZAWA Officers are busy arresting poor people for killing wild animal while your fridges are stocked with bush meet and you dont report each other until the minister comes in. Please wake up.     When are zambians going to live morally upright lives, implying learning to live within our means? When will people learn to call a wrong, a wrong? Does witnessing someone commiting a wrong only becomes a wrong when your wrong is exposed? Why are we failing to report those involved in the corruption vice? Why do we have to wait until our acts have been brought to book before spilling the beans on others equally involved in the same act? I find it totally disingenius for ZAWA Officers to cry foul now when they had the opportunity to report Ms Masebo to ACC before she fired them. When you were busy engaging in illicit business, it was OKAY for Ms Masebo to abuse her authority, but now that you are fired, her abuse of power is wrong, right?     Firing of zawa generals, then investigation them and investigation taking too long since Sunday to date, paralyzing all operations at the expense of loosing wildlife in national park. OP, ACC other stakeholders were involved and followed procedures to select successful bidders. Patiently waiting for masebo’s address on findings of this investigations. Hope she didn’t act on personal hate as she said she could have done it immediately she got into office. ADVISE TO MASEBO, INVESTIGATE & GET FACTS THEN ACT (Not the other way round).     A good number of bloggers always profess to stand for a corrupt free Zambian state that should robustly and consistently bring those that rape the resources of the nation to book. But here they are prepared to turn a blind eye to serious allegations against a minister on the shoddy grounds that it is sour grapes on the part of the fired ZAWA officials. Does it matter? Is that enough reason to be dismissive of their assertions? They may have had to consider their positions against a power wielding and apparently ‘untouchable’ minister while they were still in office. Whats wrong with investigating their claims?     It is possible that the allegations are true. Hunting concessions involve a lot of foreign exchange hence the excitement from both ZAWA officers and politicians. Getting one’s friend on to the final list has a lot of personal financial benefit for the facilitator. If there was no financial benefit the witch hunting would disappear. A simple solution would be allocate application numbers to all applicants and then conduct a random draw (not manipulated ala MTN). That way every applicant has an equal chance of getting a licence.

To the author there are also complaint procedures to follow not just for hunting. Follow the laid down complaint procedures if not heard take it as far as you can before you try to be a whistle blower. LT you will face libel case if you continue to be careless, that letter is so damaging if allegations proved to be untrue.

Masebo is held in high esteem, we can track her record from the work she has done as a minster in various portfolio’s therefore whatever these guys say at this point and especially after being fired will mean nothing. It will only show desperation and bitterness, if she was doing anything illegal you should have reported her before being fired. Secondly the things you claim as having done illegally by killing animals for traditional ceremonies will be seen as things that were done for the country. A traditional ceremony is something of national interest. Secondly, which games animals where killed, it is likely those animals that need game cropping and they will be witnesses for that as well.     Please get a copy of the Zambia Wildlife Act which empowers the minister to issue special licences for traditional ceremonies before commenting or responding to this fake ZAWA posting which might have been posted by one of the asian cartels that have held most of the prime hunting areas for over 20 years. ZAWA on the other hand cannot sustain itself on hunting just to pay salaries since its inception at the expense of rural communities. So shut up ba makaka. Bottom line is that is ab out time ZAWA Is reorganised.

    This so called open letter is just an admission of guilt on the part of the ZAWA Officers. Saying “I was not alone” is not the same as saying “I did not do it.” I therefore find the ZAWA Officers guilty as charged. Court dismissed!

    Awe bane, this is not making any sense at all. It looks like Masebo s idea to forcefully remove those ZAWA officers has polarised people s opinions so far. Anyway, mu Zambia ni so chabe… How you expect tourism to flourish and poaching to stop if the core business of ZAWA is mismanaged for personal gains??? By the time sanity is restored at ZAWA, there will be no animals in the game parks…

    The Lusaka Times must be commended for publishing this seemingly authentic revelation by the ZAWA Officers, who know a lot of details on the activities of Minister Masebo in Office as well as in the fields (the Game Management Areas). So far the ACC has been furnished with credible data on which they can quickly mount investigations. Any failure on the part of the ACC to act appropriately will attract a comprehensive review of their professional qualifications if they have to retain theit jobs after 2016. They must know that their children will need parental support for their education to Colleges and Universities. We congratulate ZAWA Officers for this important revelation. May God Hear Their Prayers.

    I don’t think the hunting Licence is just one copy, if this guys have any evidence they should have copies of the licences. They are now pointing to Masebo’s office for evidence, which only shows that these guys were caught with their hands in the cookies jar, provide evidence not hearsay!! Well done Masebo

We urge the Minister to quickly review the staffing structure, reduce worksforce at chilanga , strenghthen Area Management Units, do away with Regional Managers.
