State House has issued a statement in response to a media briefing held yesterday by NAREP President Elias Chipimo Junior.

In a statement made available to the media, State House advised Mr Chipimo to provide alternative grounded options rather than spend time in a day-dreaming or theoretical session about what he wishes to happen.

STATE HOUSE COUNSELS ELIAS CHIPIMO JNR

LUSAKA, Friday, January 11, 2013 – STATE HOUSE. The wild allegations coming from Narep president Mr. Elias Chipimo junior regarding the performance of the PF in Government are not only exaggerated, but they also completely disregard the basic realities on the ground.

It will be helpful to Government if Mr. Chipimo raised tangible facts and substantiated his claims. Mr. Chipimo must bluntly tell the nation if he desires a situation where politicians get away with crimes and corruption all in the name of tolerance of divergent views.

Furthermore, he must pinpoint where the PF Government has failed, and provide alternative grounded options rather than spend time in a day-dreaming or theoretical session about what he wishes to happen. Failure to appreciate the practical and fundamental realities of governance will constantly make Mr. Chipimo appear as though he is occupying a parallel universe somewhere.

We are cognizant of the fact that opposition political parties are an essential constituent in every democratic system except a modicum of civility and sincerity in their engagements with the Government is what Mr. Chipimo and the Zambia opposition in general is currently lacking.

Let them realize that there is always a creative, truthful and moderate side to every argument no matter the scale of the subject matter. Lies, deceit, incitement and wayward utterances can only excite the media without providing concrete solutions to the needs of our people.

Our advice to them is to invest in sober and resourceful forms of engagement with the Government because this administration stands ready to dialogue with all well-meaning citizens on matters affecting the country. Let them project themselves as real and mature alternatives in the governance of the country.

    • Mr.Chellah should answer the following topical issues about his PF lack of seriousness:-
      a) Mutembo Nchito is a proven forger and a fraudster.Why has PF continued to allow him operate as DPP?

      b) George Mpombo is in court for fraudulent false accounting while he was Defence Minister.Why has he been posted to our Foreign Mission in
      Nigeria?

      c) Mutembo Nchito issued a Nolle in Raja Mahtani case and within a week of this Nolle,Mahtani withdrew a case against Mutembo Nchito involving US$4M.If this is not abuse of office or corruption,what is this?

      d) Despite UPND having obtained a Court Order allowing them
      to hold a Public Rally in Kanyama,Police ignored this and UPND was
      still denied a chance to hold the Rally.Was I.G censored?

      e) Nervous Mumba is currently appearing…

    • During 2011 General Elections campaigns,Michael Sata castigated RB for having reduced the number of fertilizer bags issued to farmers from eight to four.He promised Zambians that once voted into power he will increase the number to FIFTEEN BAGS for both basal dressing and top dressing thereby making the number to THIRTY BAGS per farmer.Is this what PF has so far done Bwana Chellar?

    • The time for PF leaders and their corrupt friends to dance to the music will definitely come when they are out of office.

    • Just compare your release to the statement by Chipimo. You can tell that one was written by someone who went to school and the other by someone who attended a classroom.

    My friend you really surprise me a lot with your thinking. are you sure you are not aware of the areas in which your government has failed and you even call it Lies and Deceit. I doubt that you even took time to read the article by Chipimo. the man clearly stated issues of Load shedding, Public order act, mealie meal prices, poor service delivery in clinics and hospitals, I mean the list is endless. If you are a serious person please go back and read the article as opposed to reacting without knowing what you are doing. You are scared of your own shadows? Just know that you may be one of the very few individuals enjoying state money but we are watching with a concern. See you in 2016 and well done to one Chipimo.

    • But load shedding has reduced!Hasn’t it?And not all health workers are inefficient,if you spot one,see their supervisor and complain about their work attitude[do u have to wait for govt to do that?honestly think about it].Mealie meal price issue has been addressed and things are back to almost normal !!Personally i feel as citizens we really have a role to play before govt comes in,[truth be told].Like Chellah wrote,lets help govt to help us by pin pointing the problem[for example if the road in your area is in a bad state,mention it , so that it’s worked on and so on and so forth] .If you just complain generally.it’ll be like throwing punches in an empty space,and we don’t want that.

    • 1. You may wish to know that up to now ammonium Nitrate fertiliser has not been delivered. In two weeks time the crop will be wasted by lack of top dressing.

      2. There are no tangible plans and actions on youth unemployment and the wild proposals about compulsory national sevice indicated lack of policy.

    Only somebody shallow and devoid of any critical thinking or basic analyrtical skills would gloss over what Mr Chipimo said and issue such a hollow statement exposing how their person development has been stuck in the gear they experienced at diploma level in college.

    when the situation on the grounds demand upping the gear to a much higher level and swiming in verbal discourse befitting the office of the president, our friends just decide to expose how fallible they are in this game of letters and words.

I personally think that our own chella is losing it here. chipimo’s observations on the current happenings in our country were spot on and its naive for one to just blush them off just like that. this casual approach to national issues will not take us anywhere. I, now, am doubting if our shoes are of the correct sizes.

  7. While I appreciate this timely response to ECJ, I am also worried with the language contained herein. George and Michael need to be civil in their responses. We don’t respond to advice with such demeaning words like day-dreaming, parallel universe, wayward utterances etc.
    I also find it odd that state house is responding to this instead of government through Hon Sakeni. Let us harmonize these responses! Mulembwenashamo as a PF cadre!

Pinch of salt. I would say the response actually is humorous and not intended to do more than parry with someone the author actually likes. Reading between the lines that is. As for the serious issues addressed. Someone in the parallel universe is looking in to it. Take them up on their offer and we’ll wait for the results of your sober grounded meeting.   42. It is suprising for GC’s statement that tries to counter or refute the Narep President’s statement or to mean that Narep’s argument was wrong. Instead of responding to the Narep President , state House reacted. There is a difference between responding and reacting;reaction is more immediate, often emotional.
    Response is slower, thought out and planned.Response comes from the mind; it requires thought.
    Reaction comes from the emotions; it lacks control.
    – A reaction tends to be something that is automatic, involuntary and somehow intrinsic. A reaction often encompasses many facets; i.e. a reaction can be physical, emotional AND psychological etc. all at once. It tends to be something that a person finds hard to stifle or suppress – because it is an innate reply to some occurrence…

  46. The GOVT’s emotional response is a source of worry. Can’t they take constructive criticism in a mature and objective manner, without being sarcastic?   48. It is really laughable that a State house Press Secretary could response in such a manner….for a minute I thought I was reading a post from someone’s Facebook wall. If the president likes this boy Chellah so much let him send him to university for a year or two as this is downright embarrassingly disgraceful.

  49. Look below nothing has been achieved by PF
    1) I will demolish shanty towns and build better “planned houses in 90 days.(ati tafakamo na ma shower)
    2) When PF comes into power there will be no load-shedding, no abuse of the public media and we will do away with the Public Order Act because it’s a colonial law.
    3) PF will create employment for the youths( tell the youths to smoke chamba for the last time today because when PF comes into power there will no time for them to smoke.)
    4) Better sanitation for everyone, 46 years of independence Zambians can not be using pit latrines. Under PF cholera will a thing of the past.
    5) We will increase bags of fertilizer for our farmers.
    6) People driven constitution within 90 days. Will also enact the Freedom of Information Bill.

    • Chipimo is a friend to ba Sata and rumoured to be willing to work with PF. When a friend advises you, perhaps you want to mull over the advice instead of a knee jerk reaction. My servant prior to the elections was exuberant that ba Sata would demolish John Laing and build them six roomed houses! I asked him how this would be possible to which he retorted that ba Sata was a man-of-action. I have not asked him a year later whether his two roomed house has been demolised for a newly built 6 room mansion.

You don’t have to respond to evey jim & jack, but again I guess you are to your and emotional to know that and your boss at the post has a bigger ego to advise you against speaking any how.   51. @65: I are you living in your own world where you have not been informed of the mass rigging that goes on by incumbent governments? If reasonable democracy flourished in Zambia, Mazoka should have been president after the 2001 elections, and the bye-elections that PF claim to win, would have largely been lost. Most of the citizen know this and dont think by winning these bye-elections it changes the perception of the Zambian people of PF. This is just reality. The issue is, until the Zambian people start voting on issues and not on tribal lines, Zambia will continue to be cheated of quality leadership. The current government is mediocre and incompitent to say the least

    • Whether or not PF has failed to deliver is not even the issue here. It is just that State House seems too sensitive to criticism. They feel they have to respond to everyone who criticises them. As other have said, silence is golden. They need to grow some balls! Sata was a big critic of the Public Order act. Now he has suddenly become a big fan of this colonial act. Chipimo outlined a number of issues which are dear to the hearts of many Zambians. Simply dismissing him as someone living in some parallel universe is childish.

  53. The contrast between this response and Chipimo’s more intellectual and deeply thoughtful speech is palpable. You can tell that Chipimo is a true scholar while Chellah is just a jumped up chola boy. I am not sure what Chellah’s credentials are, but Chipimo is a Rhodes scholar. I am not even sure why State House feel they have to respond to anyone who speaks out. It is just intimidation. Making a point that they are watching you! Otherwise the whole response statement reads like the work of a grade 6 pupil. The opposition do not have to engage the government in any way shape or form. They are entitled to address their constituents in any way they choose. There is a major flaw in the way our politicians think. They think they have a God given monopoly on our politics.

Mr chella pls concentrate on cleaning our cities. our towns and cities are so filthy, so filthy that its embarrasing to bring in friends from other countries. zambians can clean their homes but i dont quite understand why we dont care about our public places. I think its a spirit. we need deliverance. What is th e local govt ministry doing about our streets ? entering lusaka from any direction u are greeted with gabbage. its an eyesore. It could help if the pf govt. would conentrate on cleaning our surroundings an d our hospitals.

  73. I do not know what it is about power that makes pipo they they can rule for ever. History has shown that mercy-less leaders fall the hardest. All that we ask is to be heard & our concerns addressed. What deceived most is da thought Sata’s actions in ministries wud come through at national level. But sadly it has not. Even in his response Chella fails to point out what it is govt has achieved todate. While it wud be folly to except all promises to be achieved in one yr, we cud have at least seen some seriousness. All PF has done is to label the opposition without addressing the underlying concerns. RB’s response to PF’s bitterness thought belated translated into more roads which PF have even failed to finish. Sata held rallies from election to election, yet opposition can’t even meet…

    We note the comments raised by the NAREP President Mr. Elias Chipimo Jr. However, we do not agree with some of his views on the performance of the PF government. That said, the PF government is willing to engage in constructive dialogue with the Mr. Chipimo in order to enlighten him on any points of difference.

  75. There is also need for the government to have a clear position on who speaks on government issues between Mr. Chella and Hon. K. Sakeni, MP. This will help in reducing the cases of hastily written and unthoughtful responses. That’s why in other countries jobs like those of government or Presidential spin-doctors are given to mature and experienced public relations/media individuals. Such individuals are able to sell ice to an eskimo.
