I don’t abuse Government resources- Guy Scott

Vice President Guy Scott has reiterated that he was entitled to using government resources on any kind of public duty he undertakes.

Dr. Scott said he was not in any way abusing government resources even when he was campaigning in constituencies where there were parliamentary by-elections.

He said Zambians were free to amend the constitution to remove some of his entitlements if they felt that government resources were being abused.

He was speaking in Livingstone yesterday when he featured on the Vic Falls Radio programme known as “At Check Point”.

Dr. Scott was reacting to allegations that he was abusing public resources by going round to campaign for the ruling Patriotic Front (PF) candidate, Lawrence Evans, in the forthcoming parliamentary by-election in Livingstone.

He argued that when third Republican President Levy Mwanawasa died in 2008, former President Rupiah Banda, who was then Vice President, had access to a helicopter, a plane and vehicles for his easy mobility.

“You the people of Zambia have the freedom to change the constitution because that is law. I can move here and there as your Republican Vice President. If you don’t want that, l urge you to make submissions to the ongoing constitution making process which is the technical committee,” he said.

“I am completely intolerant of corruption myself and if there was anything going on in PF which was not being attended to properly, I would have made noise even though I am Vice President.

And responding to a questions from callers in Livingstone when he featured on Falls FM Radio Check Point’ Programme, the Vice President Guy Scott said that he was intolerant to corruption and that he could have spoken out if there were any corrupt practices in the Patriotic Front (PF).

Dr Scott said the PF spent its own resources transparently when it was in the opposition for 10 and half years until Zambians voted it into Government in 2011.

He said the ruling party would not let Zambians down and start engaging in wrong vices such as corruption.

“It doesn’t mean that allegations on high profile people in PF are true. People make a lot of claims including saying that the recent accidents are as a result of Satanism,” he said.

“I am completely intolerant of corruption myself and if there was anything going on in PF which was not being attended to properly, I would have made noise even though I am Vice President.

“We are not greedy or materialistic people. Even President Sata is not materialistic,” he said.

Dr Scott urged Zambians to give the Anti Corruption Commission (ACC) time to investigate corruption allegations within PF as opposed to concluding that the ruling party had corrupt elements when ACC investigations were not yet concluded.

    Dr. Guy Scott. U re actually implying there s no corruption in PF? There u are people of Livingstone, is that the kind of party u wd want to give an MP? No abuse of public resources? Come on DR SCOTT,it doesent need constitutional examination, its simply common sense! Even RB abused his office, that’s what u allege, I thought that’s why u want to strip his immunity?

      Dr Scott does not need to go very far to look for corruption activities. FOREIGN SERVICE APPOINTMENTS will soak it to him at all our foreign missions abroad.

      Why should respectable Guy Scott put his neck on a chopping board on a rotten issue? PF may be doing well, but that is no reason to try and blindfold us on its corruption. CORRUPTION is CORRUPTION even when it is in the PF home.

      Sir/Madam, ever heard of principles based vs rules based behavior? That is the consideration we need in such cases, especially where you know, from the opposition side where you are coming from that the rules were not a good guide to regulate behaviour – you should then base your behaviour on principles. Rules regulate your behaviour when you are in the public, whereas principles regaulate you even when no one is seeing you – like Christianity! So we must not over-emphasise adherence to the bad rules, NO.

    So even if the constitution allows for you to abuse resources does it mean that you should just go ahead and abuse resources, if you had a conscious/morals you would still limit the amount of resources you use on moral grounds, as politicians you all make me sick!

    Please Mr/Dr VP, entitlement does not entitle you to abuse anything; let alone the meagre resources of our poor nation. If one is prudent, even if one is entitled to 5 vehicle escort trail, he can opt for less; even if one is entiled to travel to Livingstone 3 times to campaign, one can plan to only travel once, like Ukwa does. You do not have to make countless trips, some of which just to lecture party cadres on how to campaign, and back again to confirm/monitor whether they have understood the lessons, etc, especially that this is personal for Evans’ Chibuku business, local to Livingstone – and not for the nation at large’s good!

    If I get the drift – because there are no resources to go round we should break the law by not holding bye-elections when they are called for? Because there is a campaign going on and the VP is entitled to travel using official means (which, by the way, cover personal and private travel according to the handbook), this must not happen? Because we have DECIDED what is ethical and what is legal, the ethical must overrule the legal? Why don’t we enact the ethical into a legal tenet so that we make things less grayed out and therefore lessen inappropriate debate on what is legal and what is ethical. Just a thought…

    PF will not get a 2nd term, more than one year in power and nothing has happened, life is becoming hard and our cities have become extra dirty.
    Our tax payer money is being used for travelling and hotels, there is no single week that passes without ministers, PSs and directors without leaving the country. You will account for you dealing Scott, time will come and it is coming soon.

    I said it from the beginning this Guy Scott isn’t the white man of principal you might see,people had hope in him,Zambian politics will change through him ati we have a white man, I said politic is a dirty business, you want to move forward you have to jump in the mud too(was almost killed on Facebook for this statement) :-) If he is all that doing great in his skills he can make it in the EU why Zambia?     Word of caution, Dr. Scott… the constitution may allow certain actions but after you leave office some character will take over and try to gain political mileage by prosecuting ‘plunderers’ from the previous administration (that will be you)… jsut food for thought.

      Innocent Chimfutumba claims to have been in class with me. It is not true. He might have been in the same 1973 stream and not 1972 as he claims in some of his comments. He’s so damn he does not know when he graduated. I never met him in 1967 because I went to Chingola Primary School in 1968. At Chikola I was not taught by Cheeseman. I associated with him in the Young Farmer’s Club. Yes, the late Patrick Chibwe was in my class, but not Lazarus Chota. In Form Five, I and Patrick were in “A” and Lazarus in “S.” Ask him what form he was in. He claims to have been with me in the same class for five years. There was no Innocent Chimfutumba in my class. If there was, he must have been one of those dumb students with nothing to offer. What was Innocent Chimfutumba famous for? Anyone?

    Clear and simple explanation, what all Guy Scot is saying is that change the constitution to limit the privileges of the president/vice president offices respectively, if using government vehicles during by election as a privilege that comes with veep office then be it. Only we people of Zambia should change that if we see it as an abuse of public resource and right now is a time to do that coz we have constitution making process going on, so lets all go and participate in this important process and remove all bad clauses in constitution such as by elections, and limit presidential powers and so on. otherwise even the next government will be doing the same things we have seen since KK/MMD and now PF regime.
